What is the Generator Subsidy scheme in Puducherry?

Generator Subsidy is a component of the "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries" scheme of the Industries and Commerce Department, Union Territory of Puducherry. Through this component, micro, small and medium industrial units in the manufacturing and service sectors are eligible for a 50% subsidy, with a cap of Rs 5,00,000 per industrial unit, on the investment made in generator sets on or after 5 March 2009.

The rationale is production continuity. A power interruption in a small unit does not merely pause work. It can spoil a batch, damage a machine mid-cycle, and break a delivery commitment. A standby generator prevents all three, but it is a pure insurance cost that produces no output of its own, so small units postpone buying one. Halving the cost changes that calculation.

This component is notably broader in scope than most of the scheme's other incentives: it covers service sector units as well as manufacturing, whereas the capital investment subsidy for physically handicapped persons and ex-servicemen, for instance, is stated for manufacturing enterprises.

Applications are accepted offline only, in the prescribed common subsidy application form available on the Department's website.

Who is eligible for the generator subsidy?

Units that can claim:

  • Micro, small and medium industrial units in the Union Territory of Puducherry.
  • Units in the manufacturing sector or the service sector.
  • Units that have made an investment in generator sets.
  • Where the investment was made on or after 5 March 2009.

Who is not eligible:

  • Individuals buying a generator for a home, farm or personal use. Individuals cannot apply for a personal benefit under this component; the subsidy attaches to a registered industrial unit and a generator installed for its operations.
  • Large enterprises outside the micro, small and medium classification.
  • Units whose generator was purchased before 5 March 2009.
  • Traders and retail establishments that are not registered as industrial units in manufacturing or services.
  • Claims where the invoice is in a personal name rather than the unit's name.
  • Claims filed after the one-year window, unless the delay is condoned.

What documents are required?

Document Mandatory Notes
Prescribed common subsidy application form Yes Free download from industry.py.gov.in
Udyam registration or EM Part-II Yes Establishes MSME status and sector
Purchase invoice for the generator set Yes In the unit's name, dated on or after 5 March 2009
Proof of payment Yes Bank statement, cheque counterfoil or NEFT advice
Installation and commissioning certificate If available From the supplier or electrical contractor
Electrical inspectorate approval Where applicable For capacities needing statutory approval
Chartered accountant's certificate of investment Yes Certifies the capitalised cost
Loan sanction letter If financed Determines the disbursement route

The invoice does most of the work in this claim. It fixes the date, the value on which 50% is calculated, and the identity of the buyer. An invoice in the proprietor's personal name is the single most avoidable reason these claims fail.

How to apply for the generator subsidy

  1. Download and print the prescribed form from the common application for subsidies page at industry.py.gov.in/common-application-subsidies, and mark the generator subsidy component.
  2. Fill in every mandatory field, including the make, capacity in kVA and date of purchase of the generator, the invoice value, and the sector in which the unit operates.
  3. Attach self-attested copies of all mandatory documents: registration, invoice, proof of payment, the commissioning certificate where available, and the chartered accountant's certificate.
  4. Submit the duly filled and signed application with enclosures to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009.
  5. Request a receipt or acknowledgement carrying the date and time of submission and a unique identification number.

What happens after submission?

Generator subsidy claims take the faster route within the Department. The scheme states that these applications are processed by the Industries Department to obtain sanction, and that these cases need not be placed before the State Level Committee. A departmental inspection of the installed generator is the usual intermediate step, since the machine must physically exist at the unit's premises.

When must the claim be filed?

  • New units โ€” within one year from the date of obtaining the Entrepreneurs Memorandum Part-II, permanent registration or the commencement of production certificate.
  • Existing units; within one year of completing expansion, diversification or modernisation.

An existing unit that buys a generator outside any expansion should file promptly rather than assume an open-ended window, and should keep the invoice date as its working reference point.

How to check the status of your claim

  1. Quote the unique identification number on your acknowledgement.
  2. Contact the Directorate of Industries and Commerce, Thattanchavady, on +91-413-2248476, 2248168 or 2248320, and ask whether an inspection of the installed generator has been carried out and whether sanction has been issued.
  3. Karaikal units can follow up on +91-4368-265438, Yanam on +91-884-2321257, and Mahe on +91-490-233235.
  4. Financed units should ask the branch when the subsidy is credited against the loan account.

Why generator subsidy claims are rejected

  • Invoice in a personal name rather than the name of the registered unit.
  • Purchase date before 5 March 2009.
  • Second-hand generator with no reliable purchase or payment trail.
  • The generator is not installed at the unit's premises at the time of inspection.
  • The unit is a trading establishment, not an industrial unit in manufacturing or services.
  • Payment not traceable through the bank, so expenditure actually incurred cannot be established.
  • The Rs 5,00,000 per unit cap already exhausted by an earlier claim.
  • The one-year claim window has expired.

A worked example

A small engineering unit at Thattanchavady buys a 62.5 kVA diesel generator set with an acoustic enclosure and an automatic mains failure panel. The supplier's invoice, in the unit's name, totals Rs 7,80,000 including installation and commissioning.

  • Eligible investment: Rs 7,80,000
  • Subsidy at 50%: Rs 3,90,000
  • Cap: Rs 5,00,000, which is not reached
  • Subsidy payable: Rs 3,90,000

A larger unit buying a 250 kVA set at Rs 14,00,000 would compute 50% as Rs 7,00,000, but the per-unit cap of Rs 5,00,000 applies and the subsidy stops there. Because the ceiling is stated per industrial unit, that unit cannot add to the Rs 5,00,000 by buying a second generator later.

The practical break-even is a generator costing Rs 10,00,000: below it the unit gets the full 50%, above it the effective rate falls as the invoice rises.

How the generator subsidy compares with the scheme's other components

Within the Motivation of Entrepreneurs scheme, the generator subsidy is the easiest of the capital incentives to claim, for three reasons:

Feature Generator subsidy Capital investment subsidy
Sector Manufacturing and services Largely manufacturing investment
Approval route Department sanction; no State Level Committee needed State Level Committee decides
Evidence One invoice, payment proof and a physical machine Head-wise investment across land, building and machinery, with CA certification
Ceiling Rs 5,00,000 per unit Rs 25,00,000 to Rs 75,00,000 by category

The trade-off is scale: the generator subsidy is smaller, but the file is simpler and moves without waiting for a committee sitting. A unit that has just installed a standby set and is also planning a larger capital claim should file the generator claim separately rather than waiting to bundle it, since the two follow different internal routes and different timelines.

Grievance redressal

Grievances go through the Industries and Commerce Department's grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism. Beyond that, escalate to the Director of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, and then to the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001, on +91-413-2336115.

The prescribed application form is a free download and no intermediary's fee is payable to file a generator subsidy claim.

Frequently asked questions

How much generator subsidy does Puducherry give an industrial unit?

Puducherry pays a 50% subsidy with a cap of Rs 5,00,000 per industrial unit on the investment made in generator sets. The unit must be a micro, small or medium enterprise in the manufacturing or service sector.

From what date must the generator have been purchased?

The investment in the generator set must have been made on or after 5 March 2009. Purchases before that date are not covered by this component.

Are service sector units covered?

Yes. The component expressly covers micro, small and medium industrial units in both the manufacturing sector and the service sector, which is broader than most of the other capital incentives in the same scheme.

Does the State Level Committee have to clear a generator subsidy claim?

No. Generator subsidy applications are processed by the Industries Department to obtain sanction, and the scheme states that these cases need not be placed before the State Level Committee.

Can an individual apply for the generator subsidy for home use?

No. Individuals cannot apply for a personal benefit. The subsidy is confined to registered micro, small and medium industrial units and to generators installed for the unit's own operations.

Is the subsidy limited to one generator?

The cap is stated per industrial unit at Rs 5,00,000, so the ceiling applies to the unit rather than to each machine. Once the unit has drawn Rs 5 lakh, further generator purchases add nothing.

What is the last date to claim?

A new unit must file within one year of obtaining EM Part-II, permanent registration or the commencement of production certificate; an existing unit within one year of completing expansion, diversification or modernisation.
