Mukhyamantri Chiranjeevi Jeevan Raksha Yojana (Good Samaritan Reward Scheme)
Rajasthan state government scheme
Mukhyamantri Chiranjeevi Jeevan Raksha Yojana rewards any person who takes a seriously injured road accident victim to a hospital within the golden hour. The Government of Rajasthan launched the scheme on 6 September 2021 with a cash award of Rs 5,000 and a certificate of appreciation for each Good Samaritan. No application form is needed. The hospital initiates the claim.
What is Mukhyamantri Chiranjeevi Jeevan Raksha Yojana?
Mukhyamantri Chiranjeevi Jeevan Raksha Yojana is a Government of Rajasthan scheme that pays a cash award and issues a certificate of appreciation to any person who takes a seriously injured road accident victim to the nearest hospital. The Medical, Health and Family Welfare Department launched the scheme on 6 September 2021. In Hindi the scheme is known as Mukhyamantri Chiranjeevi Jeevan Raksha Yojana, and after the 2024 renaming of the state's health schemes it is also referred to as Mukhyamantri Ayushman Jeevan Raksha Yojana.
The scheme exists because of a specific medical fact: the first hour after a serious road accident, the golden hour, decides survival more than anything that happens later. In practice, bystanders in India have often hesitated to move an injured person, fearing police questioning, court appearances or a hospital bill. Rajasthan's answer was to remove the fear and add a positive incentive. The person who helps is publicly thanked, paid a cash award, and protected from interrogation.
Rajasthan is one of the states with the highest road accident fatality burden in India, and the scheme is deliberately designed to be as simple as possible for the helper: there is nothing to fill in, nothing to prove and nothing to chase.
How much does the scheme pay?
Mukhyamantri Chiranjeevi Jeevan Raksha Yojana as launched provides:
- Rs 5,000 in cash to each Good Samaritan, transferred directly to the bank account recorded at the hospital.
- A certificate of appreciation issued by the state government and sent to the person's address.
- Equal sharing of the award where more than one person helped bring the victim in, with a certificate for each of them.
The Rajasthan government has announced an enhanced award of Rs 10,000 under the renamed Mukhyamantri Ayushman Jeevan Raksha Yojana. Because the enhanced figure has been publicised mainly through news reporting rather than a consolidated public scheme page, treat Rs 5,000 as the confirmed base award and check the current amount with the district Chief Medical and Health Officer if the exact figure matters to you.
Who is eligible for the Good Samaritan award?
You can receive the award if:
- You take a person seriously injured in a road accident to the nearest hospital, whether government or private.
- You do so voluntarily, without any duty or family obligation to do it.
- You give your name, address, mobile number and bank details to the Casualty Medical Officer at the hospital.
There is no restriction of age, caste, religion, income or state of residence. A visitor to Rajasthan who helps an accident victim inside the state qualifies exactly as a resident does.
You are not eligible if:
- You are ambulance staff of the 108 or 1033 services or of a private ambulance operator. Transporting the injured is your job.
- You are a police officer on PCR duty or otherwise on active duty at the time.
- You are a relative of the injured person. Family members are expected to bring their own to hospital and cannot apply for the award.
- The case is not a road accident, the scheme is written specifically around road accident victims.
What details are recorded, and what do you need?
| Detail | Mandatory | Notes |
|---|---|---|
| Name, age, gender | Yes | Recorded by the Casualty Medical Officer |
| Complete address | Yes | The certificate is posted here |
| Mobile number | Yes | Used to confirm and inform about the transfer |
| Bank account number with IFSC | Yes | The award is credited directly to this account |
| Email address | No | Used for correspondence |
| Identity proof (Aadhaar) | No | Not required by scheme design; hospitals often ask to record details accurately |
You do not need to carry documents to help an accident victim. If you do not have your bank details with you at that moment, tell the Casualty Medical Officer and give them by phone the same day.
How to apply for the Jeevan Raksha award
- Take the injured person to the nearest hospital: government or private, whichever can be reached fastest. Do not wait for an ambulance if you can move the person safely and faster.
- At the hospital, go to the Casualty Medical Officer and say that you brought in a road accident victim under Mukhyamantri Chiranjeevi Jeevan Raksha Yojana.
- Give your name, age, address, mobile number, email and bank account number with IFSC code for the record.
- The hospital prepares a recommendation form and sends it to the Directorate of Public Health, Rajasthan, within 3 days.
- The award is transferred to your bank account within about 2 days of the recommendation reaching the directorate, and the certificate of appreciation is posted to your address.
That is the entire process. There is no online form, no portal registration and no fee at any stage.
What legal protection does a Good Samaritan have?
- No police interrogation. The scheme states that the person who brings in the victim will not be interrogated.
- No compulsion to reveal identity. Under national Good Samaritan rules a helper cannot be forced to disclose personal details, and disclosure for the award is voluntary.
- No liability for treatment cost. The person who brings the victim in is not responsible for hospital charges.
- Respectful treatment at the hospital. Hospitals are instructed to treat Good Samaritans courteously and must not detain them.
- No civil or criminal liability for the injury itself where the help was given in good faith and without expectation of reward.
How to check the status of your award
- Contact the hospital where you brought the victim and ask whether the recommendation form was sent, and on which date.
- If more than a week has passed, call the Directorate of Medical, Health and Family Welfare on 0141-2225624 or 0141-2225000 with the hospital name and the date of the accident.
- You can also write to rajswasthya@nic.in or rsmhfw@nic.in giving the hospital name, the date and your mobile number.
- Approach the district Chief Medical and Health Officer (CMHO) if the directorate route does not resolve it.
Why an award can get delayed or refused
- Details were never recorded at the hospital. If the Casualty Medical Officer did not take your details, no recommendation was ever generated. This is by far the most common reason.
- Wrong or incomplete bank details, particularly an incorrect IFSC code, so the direct transfer fails.
- The helper falls in an excluded category — ambulance crew, on-duty police, or a relative of the injured person.
- The case was not a road accident. Injuries from other causes are outside the scheme.
- The hospital did not forward the form within the 3-day window, which the district CMHO can take up.
The practical safeguard is simple: before you leave the hospital, ask the Casualty Medical Officer to confirm that your details have been entered for the Jeevan Raksha recommendation, and note the name of the officer who took them.

Frequently asked questions
How much does a Good Samaritan get under the Rajasthan scheme?
The scheme as launched pays Rs 5,000 plus a certificate of appreciation to each person who brings a seriously injured road accident victim to a hospital. The Rajasthan government has since announced an enhanced award of Rs 10,000 under the renamed Mukhyamantri Ayushman Jeevan Raksha Yojana; confirm the current amount with the district health office before relying on a figure.
Do I have to fill an application form?
No. There is no citizen application form. You simply give your name, address, mobile number and bank details to the Casualty Medical Officer at the hospital where you take the injured person, and the hospital sends the recommendation onward.
Will the police question me if I bring in an accident victim?
No. The scheme explicitly protects the Good Samaritan from interrogation. National Good Samaritan rules also bar police from compelling a helper to disclose identity or to appear as a witness, and hospitals must treat the helper respectfully and cannot demand payment for admission.
Who cannot claim the award?
Ambulance staff of 108, 1033 or private services, police personnel on PCR or active duty, and relatives of the injured person are not eligible, because they are either doing their duty or are the natural carers.
What if two or three people bring the victim together?
The award is shared equally among the Good Samaritans who helped, and each of them receives a certificate of appreciation.
How long does the payment take?
The hospital must send the recommendation form to the Directorate of Public Health within 3 days, and the award is transferred within about 2 days of the recommendation being received. The certificate is posted separately to the address recorded.
Does the injured person's treatment cost anything?
The Good Samaritan is never liable for the victim's treatment cost. Rajasthan residents registered under Mukhyamantri Ayushman Arogya Yojana also get cashless emergency treatment at empanelled hospitals under that separate scheme.
