What is Mukhyamantri Mangla Pashu Bima Yojana?

Mukhyamantri Mangla Pashu Bima Yojana is a free livestock insurance scheme run by the Animal Husbandry and Dairying Department of the Government of Rajasthan. The scheme was announced in the state budget and put into operation from the 2024-25 financial year, and it is delivered through the dedicated portal at mmpby.rajasthan.gov.in. Livestock keepers often refer to it simply as the Mangla Pashu Bima Yojana or the "free pashu bima" scheme.

Mangla Pashu Bima Yojana answers a specific problem in Rajasthan's rural economy. A household in Barmer, Nagaur or Banswara may hold two buffaloes worth more than Rs 60,000 between them, and the sudden death of one animal can wipe out a year of income. Commercial cattle insurance exists, but the annual premium and the paperwork keep most small keepers out. Under Mangla Pashu Bima Yojana the state pays the entire premium, so the keeper's share is zero.

According to the scheme portal, the target for the 2025-26 cycle is 42 lakh insured animals across Rajasthan, a figure that includes the 21 lakh animals carried over from the first year of the scheme. The animals covered are milch cows, milch buffaloes, female goats, female sheep, and camels of both sexes.

Who is eligible for Mangla Pashu Bima Yojana?

You can register if:

  • You are a permanent resident of Rajasthan and hold a Jan Aadhaar card. The Jan Aadhaar family ID is the single key the whole scheme is built on.
  • You own the animals you want to insure, and they are physically present in Rajasthan.
  • Your family income is within the ceiling notified for the scheme, reported as Rs 8 lakh a year in the earlier cattle insurance scheme it replaced.
  • Each animal you list carries, or can be given, a valid ear tag.
  • You have an active bank account that can receive a claim payment.

You are not eligible, or the animal cannot be covered, if:

  • The animal is already insured under any other government or private livestock policy. Double insurance of the same animal is barred.
  • The animal has no ear tag and the owner refuses tagging at the time of verification.
  • You have no Jan Aadhaar card. There is no manual override for this.
  • You are trying to insure more animals than the per-family cap, two milch animals plus the notified number of small ruminants or camels.
  • The animal is outside the categories notified for the year, for example a bull kept only for draught work rather than a milch animal.

Where registrations exceed the district target, beneficiaries are picked by a transparent lottery. Scheduled Caste applicants hold a 16 percent reservation and Scheduled Tribe applicants a 12 percent reservation in that draw, and priority is given to Gopal Credit Card holders and to women livestock keepers identified as Lakhpati Didi.

How much cover does Mangla Pashu Bima Yojana give?

The sum insured is not a flat number for every animal. The veterinary officer fixes it from the animal's productivity, within ceilings set by the department:

Animal Basis of valuation Maximum sum insured
Milch cow Rs 3,000 per litre of daily milk yield Rs 40,000
Milch buffalo Rs 4,000 per litre of daily milk yield Rs 40,000
Goat Flat valuation Rs 4,000
Sheep Flat valuation Rs 4,000
Camel Departmental valuation Rs 40,000

A buffalo giving 8 litres a day therefore values at Rs 32,000, while one giving 12 litres a day is capped at Rs 40,000 rather than the arithmetic figure. The portal states plainly that where the owner and the department disagree on valuation, the veterinary officer's assessment is final and binding.

Cover runs for one year from the date the policy is issued. It pays out on the death of the insured animal during that year, subject to the ear tag being produced and the death being certified by a government veterinary officer.

How to apply for Mangla Pashu Bima Yojana

  1. Open the official portal at mmpby.rajasthan.gov.in during an announced registration window and select the survey or registration form for the current financial year.
  2. Enter your Jan Aadhaar number and verify the OTP sent to the mobile number registered against that Jan Aadhaar.
  3. Confirm the family member who owns the animals, then add each animal separately — species, sex, age, approximate daily milk yield for milch animals, and the ear tag number if one already exists.
  4. Upload the supporting documents asked for on screen, then submit and save the acknowledgement number that appears.
  5. Wait for the lottery result. If your application is selected, a veterinary team visits to verify the animal, tag it if untagged, and record the valuation.
  6. Collect or download the policy document once it is generated. An SMS goes to the registered mobile number when the policy is issued.

If you cannot use the portal yourself, take your Jan Aadhaar card and animal details to the nearest government veterinary hospital, dispensary or sub-centre and ask the livestock assistant to complete the online registration for you. There is no fee for this help. Registration is also commonly done at e-Mitra kiosks; a small government-notified e-Mitra charge may apply there.

How do you check the status of your Mangla Pashu Bima application?

  1. Return to mmpby.rajasthan.gov.in and open the policy status or beneficiary status link for the relevant year.
  2. Enter your Jan Aadhaar number or the acknowledgement number from registration.
  3. The screen shows whether the application is registered, selected in the lottery, pending verification, or converted into an issued policy.

Keep the acknowledgement number safe. Most keepers who believe their application "disappeared" have simply not been drawn in the lottery yet, and the status screen is the only reliable way to tell that apart from a rejected application.

How is a claim settled?

Mangla Pashu Bima Yojana claims turn entirely on proving that the animal that died is the animal that was insured. The sequence matters:

  1. Inform the nearest government veterinary institution the same day the animal dies. Do not bury or remove the carcass first.
  2. The veterinary officer conducts a post-mortem and issues the death certificate.
  3. The ear tag is recovered from the carcass and submitted with the claim. A claim without the tag is the single most common failure.
  4. Submit the claim form with the policy document, the post-mortem report, the death certificate, the recovered tag and your bank details.
  5. The approved amount is transferred to the bank account linked to the policy.

Why do applications and claims get rejected?

  • No ear tag, or a tag that cannot be produced after death. The tag is the animal's identity; without it the insurer cannot match carcass to policy.
  • Jan Aadhaar mismatch, the animal owner named in the application is not a member of the Jan Aadhaar family used to register.
  • Duplicate insurance on the same animal under another scheme.
  • Delay in reporting the death, so that no post-mortem could be performed.
  • Exceeding the per-family limit, where a family registers more animals than the cap allows.
  • Inactive or wrongly entered bank account, which stalls the payment even after the claim is approved.

Where can you get help or lodge a complaint?

  • Rajasthan CM Helpline: 181, the general grievance line the scheme portal points to.
  • District Nodal Officer, Animal Husbandry Department, at the district veterinary office, for disputes about valuation, tagging or claim delay.
  • Nearest government veterinary hospital or sub-centre, which is the first point of contact for both registration help and claim intimation.

No premium, registration fee or "processing charge" is payable to any person for Mangla Pashu Bima Yojana. If someone asks for money to add your animal to the list, that is not part of the scheme.

Frequently asked questions

How much does Mukhyamantri Mangla Pashu Bima Yojana cost the livestock keeper?

Nothing. The Government of Rajasthan pays 100 percent of the insurance premium under Mangla Pashu Bima Yojana, so the livestock keeper pays no premium, no registration fee and no agent commission for the one-year policy.

How many animals can one family insure?

One Jan Aadhaar family can insure a maximum of two milch animals — two cows, two buffaloes, or one of each — plus up to 10 goats, up to 10 sheep, or camels, as notified for the year. The limits are applied per family, not per person.

What is the maximum claim amount per animal?

Milch cows, buffaloes and camels are insured for up to Rs 40,000 each, while goats and sheep are insured for up to Rs 4,000 each. The exact sum insured for a cow or buffalo is fixed by the veterinary officer from the animal's daily milk yield.

Is an ear tag compulsory?

Yes. Mangla Pashu Bima Yojana insures only ear-tagged animals, because the tag number is what identifies the animal at claim time. An animal without a tag is tagged during the verification visit before the policy is generated.

Who cannot get cover under this scheme?

Families whose annual income is above the notified ceiling, animals already insured under any other government or private policy, animals without a valid ear tag, and applicants without a Jan Aadhaar card are not eligible.

How are beneficiaries selected if applications exceed the target?

Selection is by a computerised lottery from the registered applications, with 16 percent of slots reserved for Scheduled Caste applicants and 12 percent for Scheduled Tribe applicants, and priority given to Gopal Credit Card holders and Lakhpati Didi livestock keepers.

How long does the policy last?

The policy runs for one year from the date of issue. Cover does not renew automatically — the livestock keeper has to register again in the next year's registration window.

What should be done immediately if an insured animal dies?

Inform the nearest government veterinary institution the same day, before the carcass is disposed of. A post-mortem by the veterinary officer, along with the recovered ear tag, is the core evidence for the claim.
