What is Mukhyamantri Svanidhi Yojana?

Mukhyamantri Svanidhi Yojana is a Rajasthan state credit scheme that gives collateral-free working capital loans to street vendors, gig workers and other unorganised-sector urban workers who are not covered by the central PM SVANidhi scheme. Administered under the Local Self Government (Autonomous Governance) Department, Government of Rajasthan, it was launched from Sanganer, Jaipur, in December 2024.

The scheme lends in three progressive stages, Rs 10,000, then Rs 20,000, then Rs 50,000, with each stage unlocked by repaying the previous one on time. The state government bears a 7 per cent interest subsidy for borrowers who keep to the repayment schedule.

Why the scheme exists

  • PM SVANidhi has a boundary. The central scheme is built around street vendors holding a certificate of vending. Rajasthan's urban economy also runs on delivery riders, cab and auto drivers, domestic workers, waste pickers, construction labourers and artisans who fall outside that definition.
  • Informal credit is expensive. A vendor borrowing daily from a private lender can pay effective rates far above anything a bank charges. A collateral-free formal loan at a subsidised rate breaks that cycle.
  • Credit history has to start somewhere. Repaying a Rs 10,000 loan on time creates a bank record, which is what eventually makes a Rs 50,000 loan and then ordinary bank credit possible.

The scheme is written in Hindi as Mukhyamantri Svanidhi Yojana and is often called the state SVANidhi to distinguish it from the central one.

How much loan does the scheme give, and on what terms?

Stage Loan amount Repayment tenure Unlocked by
First Rs 10,000 12 months Fresh eligible applicant
Second Rs 20,000 18 months Timely repayment of the first loan
Third Rs 50,000 36 months Timely repayment of the second loan

Interest subsidy. The Government of Rajasthan bears 7 per cent of the interest cost where the borrower repays on schedule. The subsidy is credited against the loan account rather than paid out in cash, so it reduces what you actually pay rather than arriving as a separate transfer.

No collateral, no guarantor. Loans under the scheme are unsecured. A lender cannot demand property papers, gold or a third-party guarantee for a loan sanctioned under this scheme.

Disbursement. Once approved, the loan is credited to the applicant's bank account within about two weeks.

Reports at the time of launch also referred to loan support of up to Rs 80,000 for gig and urban workers under the state's broader urban credit push. Treat the three-stage Rs 10,000 / Rs 20,000 / Rs 50,000 ladder as the scheme's published structure, and confirm any higher figure with your urban local body before counting on it.

Who is eligible for Mukhyamantri Svanidhi Yojana?

You can take a loan if:

  • You are a permanent resident of Rajasthan and hold a Jan Aadhaar card.
  • You are aged between 18 and 60 years.
  • You work in the unorganised urban service sector; as a street vendor, hawker, gig or platform worker, transport worker, domestic worker, construction worker, waste picker, rag picker or artisan.
  • You hold a valid licence, permit or Letter of Recommendation (LoR) from your urban local body or the concerned department, confirming your occupation.
  • You have a bank account seeded with Aadhaar.

You cannot apply, or you are not eligible, if:

  • You are already covered under PM SVANidhi. The state scheme is explicitly for those the central scheme does not reach, and drawing both is not permitted.
  • You are under 18 or over 60 years of age.
  • You are not a resident of Rajasthan, or cannot produce domicile proof.
  • You have no licence, permit or Letter of Recommendation establishing your occupation. This is the document most first-time applicants lack, and it is obtained from the urban local body, not from a bank.
  • You are a defaulter on an earlier stage loan under this scheme, in which case the next stage stays locked and the interest subsidy is forfeited.

There is no caste condition and no formal education requirement. The scheme is occupation-based, not category-based.

How to apply for Mukhyamantri Svanidhi Yojana

  1. Get your Letter of Recommendation or licence first. Visit your urban local body, the nagar nigam, nagar parishad or nagar palika for your area, and ask for a vending licence, permit or Letter of Recommendation for your occupation. Without this, an online application will not clear verification.
  2. Create or log in to your RajSSO ID at sso.rajasthan.gov.in. If you do not have one, register using your Jan Aadhaar number, mobile number and email.
  3. Open the Mukhyamantri Svanidhi Yojana application from the SSO dashboard and select it from the list of citizen services.
  4. Enter your Jan Aadhaar number and let the form auto-populate your name, address and family details. Correct anything wrong in Jan Aadhaar first at an e-Mitra kiosk rather than overwriting it in the form.
  5. Fill in occupation, loan stage and bank details. Choose the stage you qualify for, a first-time applicant applies for Rs 10,000.
  6. Upload the documents, Aadhaar, domicile proof, age proof, licence or LoR, bank passbook and photograph — and submit the form.
  7. Note the application number shown on screen. You will need it for every status enquiry.
  8. Complete bank formalities. After the urban local body verifies your application, the lending bank will contact you to sign the loan documents. The amount is credited within about two weeks of approval.

If you cannot file online yourself, take the same documents to an e-Mitra kiosk or to your urban local body office and ask for assisted filing. Both are authorised channels.

How to check your application and loan status

  1. Log in to sso.rajasthan.gov.in and open the scheme application from your dashboard to see the current stage: pending, verified, sanctioned or disbursed.
  2. Quote your application number to your urban local body office, which is the verifying authority for the file.
  3. Check your bank passbook or mobile banking for the loan credit, and later for the interest subsidy adjustment.
  4. Look up your family's benefit record against your Jan Aadhaar number on jansoochna.rajasthan.gov.in.

Why applications get rejected, and how to fix them

  • No licence, permit or Letter of Recommendation. The commonest rejection. Fix: apply to the urban local body for an LoR before reapplying.
  • Already a PM SVANidhi beneficiary. The system flags this from Aadhaar. Fix: none. You are covered by the central scheme instead.
  • Jan Aadhaar details out of date, for instance an old address or a name that does not match Aadhaar. Fix: update Jan Aadhaar at an e-Mitra kiosk, then reapply.
  • Bank account not Aadhaar-seeded, so disbursement fails. Fix: get the account seeded at your bank branch.
  • Age outside 18-60. Fix: none, this is a hard bar.
  • Applying for a higher stage without repaying the earlier one. Fix: clear the outstanding loan; the next stage unlocks on a clean repayment record.
  • Previous default. Fix: settle the earlier account with the bank. Note that the 7 per cent subsidy is lost for periods of late repayment even after you clear the dues.

How to keep the 7 per cent interest subsidy

The subsidy is conditional on timely repayment, so treat the instalment date as the thing that matters most. Set up a standing instruction or a UPI autopay from the same account so the instalment is never missed for want of a branch visit. Repaying early does not cost anything and shortens the wait for the next stage. Keep every repayment receipt, if the subsidy is not adjusted, the receipts are what you show at the branch.

Where to complain or get help

  • Local Self Government Department to 0141-2226722, for scheme-level questions.
  • Your urban local body office, nagar nigam, parishad or palika, for licence, LoR and verification issues. This is the fastest route for a stuck application.
  • Bank branch manager, for disbursement, instalment and subsidy adjustment problems.
  • Rajasthan Sampark to 181, for a written grievance with a tracking number.
  • e-Mitra kiosks, for Jan Aadhaar corrections and assisted filing.

No fee is payable to any agent for this loan. Applying through SSO is free, an e-Mitra kiosk may charge only the government-notified service charge, and no bank may demand collateral or a guarantor for a loan sanctioned under this scheme.

Frequently asked questions

How much loan does Mukhyamantri Svanidhi Yojana give?

The scheme lends in three progressive stages — Rs 10,000 repayable over 12 months, then Rs 20,000 over 18 months, then Rs 50,000 over 36 months. Each stage unlocks only after the previous loan is repaid on schedule.

Is any security or guarantor needed?

No. Mukhyamantri Svanidhi Yojana loans are collateral-free, which is the point of the scheme — street vendors and gig workers have no property to pledge and no formal income record to show.

What is the interest subsidy?

The state government bears 7 per cent of the interest cost for borrowers who repay on schedule. A borrower who defaults or repays late loses the subsidy for that period.

Who is not eligible for Mukhyamantri Svanidhi Yojana?

Anyone already covered under the central PM SVANidhi scheme is not eligible, since the state scheme exists to fill that gap. People who are not Rajasthan residents, those under 18 or over 60, and those without a valid licence, permit or Letter of Recommendation are also excluded.

How do I apply?

Apply online through the Rajasthan SSO portal at sso.rajasthan.gov.in using your SSO ID and Jan Aadhaar number. If you cannot do it yourself, an e-Mitra kiosk or your urban local body office can help you file it.

How long does disbursement take?

The loan amount is credited to the applicant's bank account within about two weeks of approval, after the urban local body has verified the application and the bank has completed its formalities.

What is the difference between this and PM SVANidhi?

PM SVANidhi is the central street-vendor loan scheme; Mukhyamantri Svanidhi Yojana is Rajasthan's state scheme for unorganised urban workers who fall outside PM SVANidhi's coverage, such as gig workers, domestic workers, waste pickers and construction workers.

Can I take a second loan?

Yes, but only in sequence. Repaying the Rs 10,000 first-stage loan on time qualifies you for Rs 20,000, and repaying that on time qualifies you for Rs 50,000. Skipping stages is not allowed.
