Raksha Mantri Ex-Servicemen Welfare Fund - Daughter's Marriage Grant: Why Applications Get Rejected and How to Fix It

This is a supporting guide for Raksha Mantri Ex-Servicemen Welfare Fund - Daughter's Marriage Grant. See the main guide for full eligibility, benefits and documents.

Why do RMEWF marriage grant applications get rejected?

Raksha Mantri Ex-Servicemen Welfare Fund (RMEWF) daughter's marriage grant applications are rejected most often for timing and rank failures: filing after the 180-day window, a rank above Havildar, the daughter's name not entered in the Discharge Book, a missing marriage certificate, or a marriage solemnised on or before 1 April 2016. This article walks each reason and the fix; for the full eligibility list, read the parent guide on the Raksha Mantri Ex-Servicemen Welfare Fund - Daughter's Marriage Grant. The one-line reminder: the grant is Rs 50,000 per daughter, for up to two daughters, for ex-servicemen of Havildar rank and below.

Rejection reason 1: applied after 180 days

The single commonest rejection is a late application. The claim must be filed within 180 days from the date the marriage was solemnised. A file submitted on day 181 is out of time.

Fix: Register on ksb.gov.in and start the application the moment you have the marriage registration certificate. For a second daughter, a fresh application is required within 180 days of that marriage, the clock resets per marriage.

Rejection reason 2: rank above Havildar

The grant stops at the rank of Havildar and equivalent, and below. Naib Subedars, JCOs, officers and their families, and the Navy and Air Force equivalents, are not eligible.

Fix: Check the rank on the Discharge Book before applying. If the ex-serviceman was above Havildar, this grant does not apply; the AFFDF serious-disease and mobility-equipment grants, by contrast, are open to all ranks, so look there for other needs.

Rejection reason 3: daughter not entered in service documents

If the daughter's name is not entered in the Discharge Book or service documents, the relationship cannot be verified and the claim is rejected. This is a documented common cause.

Fix: Upload the Discharge Book page that shows the daughter's entry. A daughter born after retirement should have been recorded through the service records; get the entry corrected via your Zila Sainik Welfare Office before applying if it is missing.

Rejection reason 4: marriage date or daughter's age problem

Two date rules cause rejection:

  • The marriage must have been solemnised after 1 April 2016. A marriage on or before that date falls outside the current Rs 50,000 rate and scheme window.
  • The daughter must have been above 18 years on the date of marriage.

Fix: These are eligibility facts, not paperwork: confirm both before applying. Upload clear age proof establishing she was over 18 at marriage.

Rejection reason 5: missing marriage certificate or claiming before the wedding

The grant is paid after the event and requires a marriage registration certificate from the Registrar of Marriages (or the village Sarpanch where accepted). A claim filed before the marriage, or without the certificate, is rejected.

Fix: Complete the marriage, obtain the registration certificate, then apply. There is no pre-marriage or advance grant.

Rejection reason 6: the two-daughter cap

The scheme caps assistance at two daughters per ex-serviceman or widow. A third daughter's marriage does not attract the grant.

Fix: Nothing can override the cap; plan around it, knowing the maximum for one family is Rs 1,00,000 (Rs 50,000 x 2).

Rejection reason 7: bank details or the no-other-grant declaration

Two paperwork failures recur:

  • Bank details not in PNB or SBI, or a wrong IFSC — KSB specifies a PNB or SBI account for welfare payments made by NEFT.
  • The declaration of no other grant is missing, or a state government grant for the same marriage surfaces during Zila Sainik Board verification.

Fix: Open or use a PNB or SBI account and upload the passbook first page or a cancelled cheque with the correct IFSC. Sign the declaration truthfully; assistance already taken from a state government or the Service for the same marriage disqualifies the claim.

How to fix a rejected or stuck application

  1. Go to your Zila Sainik Welfare Office. The first point of contact for every KSB welfare grant. It verifies originals against your uploaded scans and recommends the case.
  2. Correct the flagged defect and, if you are still within 180 days, refile online with the corrected documents.
  3. Escalate to the KSB Secretariat: JD (Welfare) on 011-20862446 or jdwelfare-ksb@desw.gov.in, for status once the Zila and Regional Sainik Boards have recommended it.
  4. Use Post Grievance and Track Grievance on ksb.gov.in for a formal grievance.

FAQ

Why is my approved grant not yet paid? Payment is by NEFT after approval at the KSB Secretariat and is subject to availability of funds in the RMEWF; approval and disbursement can be separated in time.

Can a serving soldier or another relative apply? No. Only the ex-serviceman (Havildar and below), the widow, or an orphan daughter of such an ex-serviceman can apply.

There is no fee and no agent is needed, every step runs through the Zila Sainik Board, the Regional Sainik Board and the KSB Secretariat.
