RMEWF Penury Grant: Why Applications Get Rejected and How to Fix It

Why RMEWF Penury Grant applications get rejected
RMEWF Penury Grant applications are most often rejected because the ex-serviceman is a pensioner or above Havildar rank, the applicant is under 65 on 1 April, the discharge book is incomplete or altered, the Certificate of Penury is missing or in the wrong format, the bank passbook lacks a cancelled cheque, the life certificate was not filed in the renewal window, or a widow registered afresh instead of using her husband's account. The Kendriya Sainik Board (KSB) does not publish coded rejection reasons for this grant. The points below are the documented scheme conditions on ksb.gov.in that stop a case when unmet.
Reason 1: Pensioner, or rank above Havildar
The grant is only for non-pensioner ex-servicemen and their widows, up to the rank of Havildar or equivalent and below. An ESM drawing a service pension, or one who retired above Havildar, is not eligible.
Fix: There is no correction, this is a hard eligibility bar. Confirm the ESM is a non-pensioner of Havildar rank or below before applying.
Reason 2: Applicant under 65 on 1 April
The applicant must be 65 years of age on 1 April of the financial year of application. A younger applicant is rejected, unless the widow relaxation applies.
Fix: Apply in the financial year in which you turn 65 by 1 April. A widow whose husband was already availing the grant is eligible irrespective of her age, so the 65-year condition does not apply to her.
Reason 3: Incomplete or altered discharge book
KSB is strict here. All pages of the service document or discharge book must be uploaded in sequence, without missing pages and without alterations. Any cutting or overwriting must be authenticated by the DSWO — a signature or stamp of any other authority renders the entry null and void.
Fix: Rescan the full book in order, legibly. Get any correction authenticated by the DSWO only, and re-upload before verification.
Reason 4: Certificate of Penury missing or wrong format
The Certificate of Penury is mandatory and must be in the format published on the KSB scheme page, verified by the ZSWO. A missing certificate, or one in a non-standard format, stops the case.
Fix: Download the prescribed format from the KSB scheme page, complete it, and have the ZSWO verify it before submission.
Reason 5: Bank passbook without a cancelled cheque
The first page of the bank passbook is required, plus a cancelled cheque if the account number, IFSC and account-holder details are not printed on that page.
Fix: Attach a cancelled cheque whenever the passbook page does not clearly show all three details.
Reason 6: Life certificate not filed in the renewal window
For renewal, the beneficiary must submit a life certificate signed by the ZSWO only, online between 1 December and 31 March of the current financial year. KSB specifies no other authority may sign it. Missing this window is the commonest reason a lifetime grant stops mid-stream.
Fix: Diarise 1 December to 31 March each year, apply for Penury Renewal on ksb.gov.in, and submit the ZSWO-signed life certificate within the window.
Reason 7: Widow registered afresh instead of updating the husband's account
When a pensioner ESM who was drawing the grant dies, KSB requires the widow to use his existing KSB account: she edits "Who are you" to Widow, enters the date of death on the profile page, and then applies for the Initial Penury Grant. Registering afresh causes rejection.
Fix: Log in to the husband's KSB account, update the profile as above, and file the Initial Penury Grant from there. The 65-year age limit does not apply in this case.
How to escalate
- Ask your Zila Sainik Welfare Officer, who verifies the originals, which condition failed.
- Correct the specific document and resubmit through the ZSB.

Applying is free. No agent can secure the grant. The ZSWO's verification of your original documents is the only route to sanction.
