RoSCTL Claim Process: Shipping Bill Filing, e-Scrip Status and Common Rejection Reasons
This is a supporting guide for Rebate of State and Central Taxes and Levies (RoSCTL) for Apparel and Made-ups Exports. See the main guide for full eligibility, benefits and documents.

RoSCTL Claim Process: Shipping Bill Filing, e-Scrip Status and Common Rejection Reasons
There is no separate RoSCTL application; the entire claim runs through your shipping bill and ICEGATE ledger, and this guide walks through the filing steps, how to check where your claim stands, and the reasons a RoSCTL claim gets denied. For eligibility, covered products and benefit rates, see the Rebate of State and Central Taxes and Levies (RoSCTL) pillar page.
Step-by-step: how to claim RoSCTL
- Get your prerequisites in order first. You need an active Importer Exporter Code (IEC) from DGFT, registration on ICEGATE, a Class 3 digital signature certificate, and your authorised dealer (AD) bank code registered at the port you will export from. None of these can be arranged after the fact.
- Flag the RoSCTL claim in the shipping bill. While filing the shipping bill for the apparel, garment or made-up consignment (HS Chapters 61, 62 or 63), declare the RoSCTL claim item-wise at the time of export. This declaration cannot be added or corrected after the shipping bill is filed.
- Complete the export and EGM filing. Once goods are exported and the Export General Manifest (EGM) is filed by the carrier, Customs processes the declared claim and credits the eligible amount to your RoSCTL scroll.
- Generate the e-scrip on ICEGATE. Log in to icegate.gov.in, go to the RoSCTL/duty credit section, select the processed shipping bills that have scrolled, and generate the e-scrip into your credit ledger.
- Use or transfer the e-scrip. The scrip can be used to pay Basic Customs Duty on your own imports, or sold/transferred to another IEC holder through the ICEGATE transfer facility.
There is no fee for any of these steps, and no separate portal login beyond ICEGATE and your existing IEC.
How to check your RoSCTL claim status
Because RoSCTL is scrolled automatically rather than approved through a review process, "status check" means tracking your shipping bill and scroll rather than an application:
- Shipping bill status: Check on ICEGATE whether your shipping bill has been passed by Customs and whether the EGM has been filed. The RoSCTL amount cannot scroll until both are done.
- Scroll status: Under the RoSCTL/duty credit section on ICEGATE, you can see which shipping bills have scrolled (i.e., Customs has confirmed the eligible amount) and which are still pending.
- e-scrip ledger: Once a shipping bill scrolls, generate the e-scrip and check your ICEGATE credit ledger balance; a scrolled shipping bill that has not yet been converted to an e-scrip will show as available for scrip generation.
- If nothing shows up: Confirm first that the RoSCTL flag was actually set at the time of filing. A missed flag will never appear in the scroll, since it cannot be added retroactively.
For scroll delays or ledger mismatches, raise a grievance through texmin.gov.in or contact the DGFT helpline (1800-111-550, 1800-572-1550) rather than waiting indefinitely.
Common reasons RoSCTL claims are denied or lost
- RoSCTL flag not declared in the shipping bill. This is the single most common and most unforgiving reason. If the claim was not flagged at the time of export, the rebate for that consignment is permanently lost; it cannot be claimed retroactively or through amendment.
- Product falls outside Chapters 61, 62 or 63. RoSCTL only covers apparel/garments (Chapters 61, 62) and made-up textile articles (Chapter 63). Fabric, yarn and other textile inputs are excluded and generally fall under RoDTEP instead; claiming RoSCTL on an ineligible HS code will be rejected.
- Claiming both RoSCTL and RoDTEP on the same shipment. The two schemes are mutually exclusive for the same product; apparel and made-ups get RoSCTL, not RoDTEP. A claim under the wrong scheme, or a duplicate claim under both, will be rejected or reversed.
- AD bank code not registered at the port of export. If the authorised dealer code used for the export is not registered at that specific Customs port, the scroll can fail or be held up until this is corrected.
- IEC or ICEGATE registration issues. An expired or invalid IEC, or an ICEGATE account without a valid Class 3 digital signature, will block e-scrip generation even after the shipping bill has scrolled.
- Ineligible exporter category. SEZ units, EOUs, and re-exports are excluded from RoSCTL by the scheme notification; claims from these categories will not be processed regardless of product classification.
- Rate schedule mismatch. Because rates vary by exact HS code across Schedules 1 to 4, using an outdated or wrong rate reference at filing can cause the scrolled amount to differ from what was expected; always confirm the current notified rate for your specific HS code before filing.
Help and where to escalate
- Ministry of Textiles: texmin.gov.in, for RoSCTL notifications and the current rate schedule
- DGFT toll-free helpline: 1800-111-550 or 1800-572-1550, for IEC and e-scrip queries
- ICEGATE portal: icegate.gov.in, for shipping bill status, scroll status and the e-scrip ledger
- Grievances: raised via texmin.gov.in when a scroll or scrip generation is stuck beyond a reasonable time
Since the claim flag at export time is irreversible, the most important control an exporter has is a checklist step at shipping-bill filing, not anything done afterward.
