The short answer

A new unit can get subsidy from one central scheme and from its state's industrial policy. The two rarely add up to one grand total. PMEGP bars other subsidies. Most state packages cap their own benefits and say nothing about central schemes. Madhya Pradesh allows both, up to the full fixed capital investment. Household schemes are simpler: PM Surya Ghar and PMAY accept state top-ups.

Worked example: a Rs 50 lakh manufacturing unit, general category, Rs 35 lakh of machinery. Uttar Pradesh (Bundelkhand) about Rs 17 lakh. Gujarat (Category A) about Rs 20 lakh. Madhya Pradesh Rs 18 lakh. Maharashtra (Vidarbha) Rs 36 lakh or more, paid as SGST refunds over the years. PMEGP alone Rs 7.5 to 17.5 lakh.

How it works

  1. 1

    Pick your project and state

Choose what you are setting up, your state and your district. The district sets the policy zone for you.

  2. 2

    Enter your numbers

Give the project cost split, the bank loan and who is applying. Defaults are set for a Rs 50 lakh unit.

  3. 3

    Compare the routes

See each scheme, the amount it pays and the source clause. Routes that cannot be combined are shown apart.

Figures from the official policy texts, checked 2026-11-02. Women, SC, ST, OBC and aspirational-district promoters get higher rates.

How combining works

Each scheme pays a share of a base. PMEGP uses project cost. SCLCSS and Uttar Pradesh use plant and machinery. Gujarat and Madhya Pradesh use fixed capital investment. Maharashtra uses SGST paid. Rooftop solar uses kilowatts. Livestock schemes use the number of animals. Land is never in the base.

Whether two benefits can be held together is set by each scheme's own text. PMEGP bars any other government subsidy. SCLCSS bars other subsidy on the same machinery. The Agriculture Infrastructure Fund and PM Surya Ghar allow state benefits on top. Madhya Pradesh allows central aid within its ceiling. Most other states cap their own package and are silent on central schemes.

So the calculator shows routes, not one grand total. Pick the highest route you are confident of. Then open its guides and apply.

Questions people ask

How much subsidy can a new manufacturing unit get in India?
It depends on the state. For a Rs 50 lakh unit with Rs 35 lakh of machinery, Madhya Pradesh pays a 40% grant, about Rs 18 lakh. Uttar Pradesh pays a capital and interest subsidy, about Rs 17 lakh in Bundelkhand. Gujarat pays up to 45% of fixed capital, about Rs 20 lakh. Maharashtra refunds SGST, so the figure depends on sales. PMEGP alone pays 15% to 35% of the project cost.
Can I take PMEGP and a state capital subsidy together?
No. PMEGP's guidelines bar any unit that has taken another government subsidy (para 4(ix)). You pick one: PMEGP, or the state package.
Which central subsidies can be combined with a state subsidy?
The Agriculture Infrastructure Fund allows it in its own guidelines (section 13). PM Surya Ghar pays its central amount on top of any state solar top-up. CGTMSE is a guarantee, not a subsidy, so it sits with anything. PM-FME is silent on it. SCLCSS bars any other subsidy on the same machinery.
Which state lets you add central assistance to its own grant?
Madhya Pradesh says so in clause 4.5 of its MSME Incentive Scheme 2025. The total grant may not exceed the fixed capital investment. Most other states cap their own package and say nothing about central schemes.
Does a state rooftop solar subsidy add to PM Surya Ghar?
Yes. The central amount is fixed per kW: Rs 30,000 per kW for 2 kW, Rs 18,000 for the third, Rs 78,000 in all. States such as Uttar Pradesh, Rajasthan, Delhi and Goa pay their own top-up on top of that.
Why is a figure marked as an estimate?
Because the official text leaves something open. Uttar Pradesh's policy and its implementing order differ on how much of a building counts. Gujarat's 2026 policy defers the definition of eligible investment to a scheme order. Maharashtra has not yet published the scheme that pays its 2025 incentives. Each line says what is settled and links to the source.
Is the calculator's figure a sanction?
No. It follows the formulas in the official policy texts. The District Industries Centre or the nodal agency sanctions the amount after checking your papers. Use the figure to plan, then confirm.

Where the numbers come from

  • Central scheme guidelines and PIB releases.
  • State industrial, MSME, housing, energy and livestock policies, with their scheme orders.
  • NITI Aayog's list of aspirational districts and each policy's zone annexure.

Rules checked by Aapt Dubey, Editor, Scheme Kosh, against each source on 2026-11-02. See the editorial policy.

What it leaves out

  • Sector packages such as textiles, pharma and tourism.
  • Electricity duty and EPF refunds. They need a tariff or wage figure.
  • Expansion of an existing unit.
  • Loans, guarantees and tax holidays. These are not subsidies.
