Swachhata Hi Seva: Why Applications Get Rejected and How to Fix It

Can a Swachhata Hi Seva application be rejected?

No; there is nothing to reject. Swachhata Hi Seva is a voluntary participation campaign, not a cash-benefit scheme. It has no beneficiary list, no income test, no document check and no bank transfer to individuals, so there is no application that gets approved or rejected, and no payment that can be refused. Anyone telling you your "Swachhata Hi Seva application was rejected" or offering to fix it for a fee is describing a benefit that does not exist.

What actually happens when you "join" Swachhata Hi Seva

Joining means registering an activity. A shramdaan, a clean-up drive, a SafaiMitra camp; on swachhatahiseva.gov.in, or simply turning up to a drive your ward office, Gram Panchayat or district Swachh Bharat Mission cell has organised. You register free with a mobile number or email, pick or create an activity, take part, and upload before-and-after photographs afterwards. There is no eligibility gate to clear, so there is no rejection at the individual level.

The only real "failures", and how to fix them

1. Activity registration will not go through on the portal

Because registration is open only during the campaign window; typically 17 September to 2 October each year. The most common reason you cannot register is that the portal is not accepting activities outside that fortnight.

Fix: Register during the live campaign window. Outside it, contact your ward office, Gram Panchayat or district Swachh Bharat Mission cell, which run drives you can join in person year-round.

2. Login or OTP problems on swachhatahiseva.gov.in

An email or mobile number that will not verify blocks the citizen or organisation login.

Fix: Use the helpdesk section of swachhatahiseva.gov.in. There is no dedicated campaign helpline number; portal issues are handled through the site's help section.

3. Missing institution details for an organisation drive

Schools, colleges, RWAs, NGOs, offices and local bodies must add their organisation details to register an activity as an institution rather than an individual.

Fix: Complete the organisation profile before publishing the activity.

Beware the "Swachhata Hi Seva payment" scam

The clearest fraud signal is anyone claiming there is money to collect. The parent guide is explicit: the campaign pays no cash to individuals, has no beneficiary list and no bank transfer, and "anyone offering to register you for the Swachhata Hi Seva payment is running a fraud". Related scams to ignore:

• Offers of a job through the campaign. SafaiMitra Suraksha Shivirs link existing sanitation workers to welfare schemes and health services; they are not recruitment camps.
• Demands for a fee to register an activity or to issue a participation certificate. Participation and certificates are free.
• Contractors treating participation as a procurement route. Cleanliness works are tendered by the local body in the normal way, outside this campaign.

Never share Aadhaar, bank or OTP details with anyone promising a Swachhata Hi Seva benefit.

Where money actually flows — the right scheme

If your interest is a cash benefit rather than volunteering, Swachhata Hi Seva is the wrong door.
