Differently Abled Pension Scheme (Tamil Nadu)
Tamil Nadu state government scheme
Differently Abled Pension Scheme pays a monthly pension of Rs 1,000 to persons in Tamil Nadu with a disability of 40 per cent or more, with no separate income test beyond destitution. Beneficiaries also receive a free saree or dhoti at Pongal and Deepavali and a nutritious meal through the Anganwadi. Applications are made at e-Sevai centres and the taluk office.
What is the Differently Abled Pension Scheme?
The Differently Abled Pension Scheme is a state social security pension of the Government of Tamil Nadu, administered by the Revenue and Disaster Management Department through the taluk offices, with the Department for the Welfare of Differently Abled Persons verifying the disability. It pays a monthly pension of Rs 1,000 to persons with a disability of 40 per cent and above who have no adequate means of support.
The scheme is one of a family of Tamil Nadu social security pensions: alongside the old age pension, the destitute widow pension, the pension for destitute deserted wives and the farmers pension, which the Revenue Department administers through the same taluk machinery and the same e-Sevai application route.
Beyond the monthly payment, the scheme carries two benefits in kind that matter more to a poor household than they sound. Every year at Pongal and Deepavali, a free saree or dhoti is supplied to the pensioner. And a nutritious meal is supplied through the Anganwadi centre, which for a housebound or immobile pensioner is a daily entitlement rather than an occasional gift.
Rates and categories. Rs 1,000 a month is the rate for persons who are visually impaired or have physical disabilities. District welfare material records a higher rate of Rs 1,500 a month for persons with multiple disabilities. Separately, the Department for the Welfare of Differently Abled Persons runs maintenance allowances for specific conditions, intellectual disability, muscular dystrophy and leprosy; at rates district offices publish as Rs 2,000 a month. These are different schemes with their own criteria, and a person should ask the District Differently Abled Welfare Officer which one fits their certificate before applying, because they are generally not drawn together.
Two relaxations worth knowing. District material records that a person with total blindness can receive this pension without any age limit, and that those who have lost both legs do not need a further medical certificate to draw it. Both are practical concessions aimed at cases where the ordinary process would be an obstacle rather than a safeguard.
Who is eligible, and who is not eligible?
You are eligible if:
- You have a disability of 40 per cent or more, certified by the notified medical authority.
- You are 18 years of age or above, with the age relaxation described above for total blindness.
- You are a resident of Tamil Nadu.
- You are destitute, in the sense the scheme uses: no regular source of income of your own and no one able to support you. District material describes an asset test in the region of Rs 50,000.
- You hold, or can obtain, the national identity card for the differently abled from the District Differently Abled Welfare Officer.
You are not eligible if:
- Your disability is assessed below 40 per cent. The certificate percentage is decisive.
- You are already drawing another Tamil Nadu social security pension โ old age, destitute widow, deserted wife, or the Indira Gandhi National Disability Pension. These pensions are alternatives, not additions.
- You have a regular source of income or family support that takes you outside the destitution test.
- You are not resident in Tamil Nadu.
- You hold no valid disability certificate from the notified medical authority. A private doctor's letter is not a substitute.
- You are drawing a maintenance allowance for the same condition under the Department for the Welfare of Differently Abled Persons; ask the district office which benefit is the better one for your case before applying.
How to apply for the Differently Abled Pension
- Get assessed and obtain your disability certificate from the notified medical authority: normally the government medical college or district headquarters hospital. The certificate must record the percentage of disability.
- Apply for the national identity card for the differently abled at the District Differently Abled Welfare Office in your Collectorate, with the disability certificate, Aadhaar, ration card and photographs. Apply for the UDID card on swavlambancard.gov.in at the same time.
- Open a bank or post office account in your own name and seed it with your Aadhaar number, so that the pension can be credited directly.
- Obtain the Village Administrative Officer's certificate on destitution, that you have no regular income and no one able to maintain you. This document decides more cases than any other.
- Go to an e-Sevai centre with the full set of documents. The operator files the application online and completes the biometric verification, which is part of the process for Tamil Nadu social security pensions. Take the printed acknowledgement with its reference number.
- Let the taluk office verify. The Special Tahsildar or Tahsildar dealing with social security schemes examines the file, the Revenue Inspector and Village Administrative Officer verify the position on the ground, and the District Differently Abled Welfare Officer confirms the disability.
- Collect the sanction order once issued, and check that the first credit reaches your account.
An application can also be filed directly at the taluk office where an e-Sevai centre is not convenient; the same documents apply.

How to check the status of your application
There is no separate statewide online pension tracker, so the follow-up is physical:
- Keep the e-Sevai acknowledgement number and take it to the taluk office when you enquire.
- Ask the Special Tahsildar or Tahsildar for social security schemes whether the VAO's report and the Revenue Inspector's verification have come in.
- Ask the District Differently Abled Welfare Officer whether the disability verification has been sent to the taluk office.
- Once sanctioned, check the bank or post office passbook. The first credit is the confirmation that matters.
- Where nothing moves, raise it at the District Collector's weekly grievance day or on the 1800-425-0111 helpline.
Why applications get rejected
- Disability below 40 per cent on the certificate.
- Already drawing another social security pension, which the taluk office checks against the pension register.
- VAO certificate not supporting destitution, or family income disclosed above what the scheme contemplates.
- Bank account not in the applicant's own name, or not Aadhaar-seeded, so the credit fails.
- Disability certificate expired, where it was issued as temporary and needs reassessment.
- Name mismatch between the disability certificate, Aadhaar and the bank record. A clerical cause that stops payment even after sanction.
- Applicant not traced at the address on the day of field verification.
Most rejections on the last three grounds are correctable. Get the documents into one consistent name, then approach the taluk office again with the earlier acknowledgement rather than starting a fresh application.
What else a differently abled person in Tamil Nadu can claim
The pension is one part of a wider set of entitlements, and district offices handle most of them from the same counter:
- Travel concession in state transport corporation buses, with free travel up to 100 km for several categories and no income ceiling.
- Scholarships from Class 1 upwards, at rates district offices publish from Rs 1,000 for primary classes up to Rs 7,000 for postgraduate study.
- Chief Minister's Comprehensive Health Insurance, available to identity card holders with no income limit and covering family members.
- Aids and appliances; tricycles, wheelchairs, crutches, callipers, artificial limbs, hearing aids, folding sticks and braille watches, supplied free.
- Marriage assistance and self-employment loan support with subsidy, for those within the prescribed age bands.
Where to raise a grievance
- Special Tahsildar or Tahsildar for social security schemes at your taluk office, first.
- District Differently Abled Welfare Officer at the Collectorate, for anything concerning the disability certificate or identity card.
- Revenue Divisional Officer and then the District Collector, whose weekly grievance day is open to the public.
- Commissionerate for the Welfare of the Differently Abled, No.5 Kamarajar Salai, Chennai 600005.
- State helpline 1800-425-0111 and the Tamil Nadu Public Grievance portal.
Applying for the pension is free. e-Sevai centres charge only the small notified service fee for filing, and no payment should be made to any official, broker or agent to have a pension sanctioned.

Frequently asked questions
How much is the Tamil Nadu differently abled pension?
Rs 1,000 a month, paid to persons assessed at 40 per cent disability or above. District welfare material records a higher rate of Rs 1,500 a month for persons with multiple disabilities, so ask at the taluk office which rate applies to your certificate.
What disability percentage is needed?
40 per cent or above, certified by the notified medical authority. The percentage on the disability certificate is what decides eligibility, not the name of the condition.
What age do I have to be?
18 years and above for the pension in the normal course. District material notes that a person with total blindness can receive this pension without any age limit.
What else does a pensioner receive?
A free saree or dhoti during the Pongal and Deepavali festivals, and a nutritious meal supplied through the Anganwadi centre. These are given every year alongside the monthly pension.
Where do I apply?
At an e-Sevai centre, where the application is filed online with biometric verification, or at the taluk office. The Special Tahsildar or Tahsildar for social security schemes processes it and the District Differently Abled Welfare Officer verifies the disability.
Is there an income limit?
The test is destitution rather than a published income slab. Material for the scheme describes the applicant as a person with no other source of income, and district offices apply an asset test in the region of Rs 50,000. Get the Village Administrative Officer's certificate on this point right, because it is what the taluk office relies on.
Can I draw this pension and another government pension at the same time?
No. Tamil Nadu's social security pensions are not drawn together. A person already receiving the old age pension, a widow pension, or the Indira Gandhi National Disability Pension cannot draw this pension in addition.
How do I check whether my pension has been sanctioned?
Follow it up at the taluk office with the acknowledgement number from the e-Sevai application, and check your bank passbook once the sanction is issued. There is no separate statewide online pension tracker.
