What is the scheme to increase fish seed production and inland fisheries equipment in non-tribal areas?
To Increase Fish Seed Production and Inland Fisheries Equipment in Non-Tribal Areas is a Gujarat state government scheme run by the Commissioner of Fisheries, which reports to the Agriculture, Farmers Welfare and Co-operation Department. The Commissioner of Fisheries lists it on its official portal under Inland Fisheries, carrying the state budget code FSH-02, 101/02.
The scheme has two linked purposes, and its name states both. The first is raising fish seed production, the fry and fingerlings that stock ponds, tanks and reservoirs. Inland fish farming cannot expand without a reliable local supply of seed, and seed brought in from far away arrives with high mortality. The second is putting inland fisheries equipment into the hands of working fishers and fish farmers: nets, handling and storage equipment, and the inputs that make a small water body productive.
Geography defines the scheme. The Commissioner of Fisheries publishes three inland budget lines together, and they split the state by area type. FSH-02, 101/02 covers non-tribal areas. FSH-02, 796/02 covers tribal areas with the same objective. FSH-02, 800/01 is the Scheduled Caste line. An applicant falls under exactly one of the three, and the district office routes the file to the correct head. This split exists so that money allotted to the tribal sub-plan and the Scheduled Caste sub-plan is not spent elsewhere.
Gujarat's inland fisheries potential is significant. According to the Agriculture, Farmers Welfare and Co-operation Department, the state contributes roughly 20 per cent of India's marine fish production, while inland water bodies remain comparatively underused. Budget lines like FSH-02, 101/02 are the department's routine, year-on-year instrument for closing that gap in the non-tribal districts.
Who is eligible in non-tribal areas?
You can be considered if:
- You are a resident of Gujarat living or operating in a non-tribal block of the state.
- You are a fish farmer, a fish seed producer, or an inland fisher working a tank, pond or reservoir.
- You hold a document linking you to the water body, ownership, lease or allotment: or a fishing licence, or membership of a registered fisheries co-operative society.
- You have a bank account in your own name for the Direct Benefit Transfer.
You are not eligible if:
- You live and operate in a notified tribal area. Applicants there cannot apply under FSH-02, 101/02 and must use the tribal scheme, FSH-02, 796/02.
- You are not a resident of Gujarat. This is a state budget scheme.
- You are applying purely for marine or coastal fishing assistance. Marine activity is covered under the department's separate Marine Fisheries schemes.
- You cannot produce any document connecting you to a water body or to fishing activity. A self-declaration alone is not accepted.
- You have already received the same item of equipment as a subsidy in the same year under any other fisheries scheme. Duplicate subsidy on one asset is disallowed.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity and bank seeding for DBT |
| Proof of Gujarat residence | Yes | Must show an address in a non-tribal block |
| Bank passbook | Yes | Account in the applicant's own name |
| Water body document | Yes | Lease, allotment or ownership of the pond, tank or reservoir |
| Fishing licence or co-operative membership | No | For inland fishers without their own pond |
| Quotation or invoice | No | Where the application is for a specific item of equipment |
How to apply for fish seed and inland fisheries equipment assistance
- Identify your district or regional Fisheries office. The Commissioner of Fisheries publishes district office contacts on cof.gujarat.gov.in under District Office Contact Details.
- Confirm at that office that your block is classified as non-tribal, so your file goes under budget head FSH-02, 101/02 and not the tribal head. Getting this wrong is the most avoidable cause of delay.
- Ask for the current-year application form and the list of items open this year, along with the sanctioned rate of assistance for each item.
- Fill the form and attach Aadhaar, residence proof, bank passbook, the water body document and, where applicable, a quotation for the equipment.
- Submit the file and collect a dated acknowledgement. Keep a photocopy of everything you handed in.
- Allow the Fisheries Inspector or Assistant Director of Fisheries to carry out field verification of the water body or of the equipment purchased.
- Follow up for the sanction order. Once sanctioned, the assistance is credited to the bank account submitted with the form.
How do I check my application status?
This scheme has no public online status tracker. Check status in person at the district Fisheries office with your acknowledgement, or call the Commissioner of Fisheries on 079-23253729. Quote your district, the budget head FSH-02, 101/02, and the date of submission — the district office files applications by head and by date, not by applicant name.
Common reasons applications fail
- Wrong area classification, a tribal-block applicant filed under the non-tribal head, or the reverse. The office will re-route or return the file.
- No water body document, the single most common gap for first-time applicants. A registered lease from the panchayat or irrigation authority for the tank you work resolves it.
- Bank account not Aadhaar-seeded, so the DBT credit bounces.
- Duplicate claim on equipment already subsidised in the same year.
- Annual allocation exhausted, particularly for files submitted late in the financial year.
Key dates
The Commissioner of Fisheries does not publish a fixed last date. As a budget-head scheme, the scheme runs on the state financial year, 1 April to 31 March, and district allocations are typically committed long before March. Apply early in the financial year.

Frequently asked questions
What does this scheme fund?
This scheme funds fish seed production and inland fisheries equipment in the non-tribal areas of Gujarat. The Commissioner of Fisheries lists it under Inland Fisheries with the state budget code FSH-02, 101/02, alongside a matching scheme for tribal areas.
What counts as a non-tribal area for this scheme?
Non-tribal areas are the blocks of Gujarat that fall outside the state's notified tribal sub-plan areas. Applicants in tribal blocks are covered by the separate scheme FSH-02, 796/02, which the department runs in parallel with identical objectives.
How much assistance is given?
The Commissioner of Fisheries does not publish a fixed per-beneficiary amount for this scheme. Rates depend on the annual state budget provision and the department's circular for that financial year, so ask the district Fisheries office for the rate currently in force.
Can I apply online?
No online application form for this scheme is published on cof.gujarat.gov.in. Applications go to the district or regional Fisheries office in person, with the supporting documents attached.
Do I need to own a pond to apply?
Not necessarily, but you must show a legal link to a water body or to fishing activity. A lease or allotment for a village tank or reservoir, or a fishing licence, or membership of a registered fisheries co-operative society all serve this purpose.
Is this scheme the same as Pradhan Mantri Matsya Sampada Yojana?
No. Pradhan Mantri Matsya Sampada Yojana is a centrally sponsored scheme that the Commissioner of Fisheries also implements in Gujarat. This is a Gujarat state budget scheme with its own budget head and its own district allocations.
Whom do I contact about a pending application?
Call the Commissioner of Fisheries, Gujarat on 079-23253729 or email commi-fisheries@gujarat.gov.in. The office is at 3rd Floor, Block No. 10, Jivraj Mehta Bhavan, Gandhinagar 382010.
