Udyam Registration (MSME Registration)

Quick answer

Udyam Registration is the official MSME registration of the Ministry of Micro, Small and Medium Enterprises, done free on udyamregistration.gov.in using only an Aadhaar number, with PAN and GST details pulled automatically from government databases. It classifies an enterprise as micro, small or medium and issues a permanent Udyam Registration Number, usually within minutes.

What is Udyam Registration?

Udyam Registration is the official registration of a micro, small or medium enterprise with the Ministry of Micro, Small and Medium Enterprises, Government of India. It is done on a single portal, udyamregistration.gov.in, and results in a permanent Udyam Registration Number (URN) and an e-certificate that formally recognises the enterprise as an MSME.

Udyam Registration replaced the older Udyog Aadhaar Memorandum system with effect from 1 July 2020. The change was not cosmetic. Where the old system took self-declared figures at face value, Udyam is wired directly into government databases: once you enter your Aadhaar number, the portal fetches PAN and GST details automatically, and investment and turnover are drawn from your income tax and GST returns. The Ministry describes the process as fully online, paperless and based on self-declaration, requiring nothing beyond an Aadhaar number.

Why enterprises register

  • Eligibility for the Ministry of MSME's own schemes, including credit guarantee, technology upgradation and marketing support programmes.
  • Priority sector lending classification with banks, which is why lenders ask for the Udyam certificate before processing an MSME loan.
  • Protection under the delayed payments provisions of the MSMED Act, 2006, which is the single most practical benefit for a small supplier chasing an unpaid invoice from a large buyer.
  • Preference in government procurement, including the public procurement policy for micro and small enterprises and registration on the GeM portal.
  • Various state-level subsidies, stamp duty concessions and electricity tariff benefits that use the Udyam certificate as the eligibility document.

Who is eligible for Udyam Registration?

You can register if:

  • You run or are starting a micro, small or medium enterprise in manufacturing or in services, and the enterprise stays within the investment and turnover limits below.
  • You hold a valid Aadhaar number in the right capacity: the proprietor's Aadhaar for a proprietorship, the managing partner's for a partnership firm, and the karta's for a Hindu Undivided Family.
  • For a company, LLP, cooperative society, society or trust, the organisation or its authorised signatory provides its GSTIN and PAN along with the Aadhaar number of the authorised signatory.
  • You are a retailer or wholesale trader. Trade was brought within Udyam's scope for the limited purpose of priority sector lending.

You cannot register, or should not, if:

  • The enterprise exceeds the medium-enterprise limits of Rs 125 crore investment and Rs 500 crore turnover. Such an enterprise is not eligible to be classified as an MSME at all.
  • You have no PAN. PAN has been mandatory since 1 April 2021, and an enterprise without one cannot complete registration.
  • You are required to be registered under GST but are not. The GSTIN requirement applies to enterprises that GST law requires to register; enterprises legitimately outside the GST net can register without a GSTIN.
  • You want a second registration for the same enterprise. One enterprise gets one Udyam Registration Number. Multiple activities, whether manufacturing or service or both, are specified together under that single registration. Filing more than one is not permitted.
  • You are an individual with no business activity at all. Udyam registers enterprises, not people, and there is no personal benefit attached to the number.

What are the MSME classification limits?

The Ministry of MSME's classification criteria, with effect from 1 April 2025, are composite: an enterprise must satisfy both the investment and the turnover condition for its category.

Category Investment in plant, machinery or equipment Annual turnover
Micro Up to Rs 2.5 crore Up to Rs 10 crore
Small Up to Rs 25 crore Up to Rs 100 crore
Medium Up to Rs 125 crore Up to Rs 500 crore

If an enterprise crosses either ceiling for its category, it moves to the next one. Classification is not a one-time exercise: the portal refreshes investment and turnover from your filed returns each year and updates the category automatically, so an enterprise can be reclassified upward as it grows without filing anything fresh.

What documents are required?

The honest answer is that you need one number and one working mobile phone. There is nothing to upload.

Item Mandatory Notes
Aadhaar number Yes Proprietor, managing partner or karta as applicable
Aadhaar-linked mobile Yes Receives the verification OTP
PAN Yes Fetched automatically; mandatory since 1 April 2021
GSTIN Only if GST-registrable Fetched automatically
Bank account and IFSC Entered in form So subsidies and benefits can be routed
Investment and turnover Auto-fetched Self-declared only where no return has been filed

What does Udyam Registration cost?

Nothing at all. The Ministry of MSME states on the portal's own homepage that Udyam Registration is free of cost and that no costs or fees are to be paid to anyone.

This warning is on the official homepage for a reason. MSME registration is one of the most heavily impersonated government services in India. Dozens of privately run websites use names and layouts closely resembling the official one, appear in paid search results above it, and charge anywhere from a few hundred to several thousand rupees for a certificate the government issues free in minutes. The Ministry's notice is unambiguous: except this portal of the Government of India, no other private online or offline system, service, agency or person is authorised to conduct MSME registration.

Two practical safeguards. First, type udyamregistration.gov.in into the address bar yourself rather than clicking a search advertisement. Second, if any page asks for a payment before issuing your certificate, you are on the wrong site; close it. If you have already paid such a site, register again on the official portal free, and report the fraudulent site to the CHAMPIONS control room.

How to apply for Udyam Registration online

  1. Open udyamregistration.gov.in and choose the option that fits you: "For New Entrepreneurs who are not Registered yet as MSME", or the option for those already holding a Udyog Aadhaar Memorandum, or "For those already having registration as EM-II".
  2. Enter your Aadhaar number and the name of the entrepreneur exactly as it appears on Aadhaar, then tick the declaration and click Validate & Generate OTP.
  3. Enter the OTP sent to your Aadhaar-linked mobile number to complete Aadhaar verification.
  4. Select the type of organisation, proprietary, partnership, Hindu Undivided Family, company, LLP, cooperative society, society or trust, and enter the PAN. The portal validates it against the PAN database and fetches the details.
  5. Fill in the enterprise details: name of the enterprise, plant or unit addresses, official address, date of commencement of business, bank account number and IFSC, and the National Industrial Classification (NIC) codes for your major activities. More than one NIC code can be added.
  6. Enter the number of persons employed and confirm the investment and turnover figures, which are picked up from your linked returns.
  7. Tick the final declaration and submit. Verify the closing OTP.
  8. Note the Udyam Registration Number displayed on screen and download the Udyam Registration Certificate from the portal. In most straightforward cases the certificate is generated immediately.

How to register with assistance

There is no paper form and no offline application, but the Ministry has provided assisted filing for enterprises that cannot complete the online process themselves, for example where the entrepreneur is not comfortable online or the Aadhaar mobile linkage is broken.

  1. Visit a Single Window Facilitation Centre, a District Industries Centre (DIC), or an MSME-Development Facilitation Office in your district.
  2. Carry your Aadhaar card and PAN, and know your bank account number and IFSC.
  3. Ask the officer to file the Udyam application on your behalf. This assistance is free; these centres are designated by the Ministry precisely to help enterprises that cannot file on their own.
  4. Collect the printed Udyam Registration Certificate or note the number to download it later.

How to check, print or update your registration

  1. Go to udyamregistration.gov.in and open Print / Verify → Print Udyam Certificate.
  2. Enter your Udyam Registration Number and the mobile number or email registered against it, then verify with the OTP.
  3. Download or print the certificate. The certificate carries a QR code that any bank or department can scan to verify authenticity, which is why a downloaded PDF is as good as a printed original.
  4. To change details, use Update Udyam Registration from the same menu. This is where you correct an address, add a plant, revise NIC codes or change bank details. Updating is free.
  5. Verify Udyam Registration Number on the same menu lets a bank, buyer or department confirm that a number quoted to them is genuine.

How long does it take?

Udyam Registration is normally completed in a single sitting, often in ten to fifteen minutes, and the certificate is generated immediately where Aadhaar verification and PAN validation both succeed. This is one of the few government registrations with effectively no processing queue, precisely because it is self-declared and database-driven rather than officer-approved.

Delays, when they occur, come from data mismatches rather than from processing time.

Why Udyam registrations fail, and how to fix them

  • Aadhaar OTP does not arrive. The mobile number is not linked to Aadhaar, or is linked to a number you no longer use. Update it at an Aadhaar Seva Kendra; no workaround exists on the Udyam portal.
  • Name mismatch with Aadhaar. The entrepreneur's name must be entered exactly as printed on Aadhaar, including initials and spelling. This is the commonest validation failure.
  • PAN validation fails. The PAN must belong to the right person or entity for the organisation type chosen, the proprietor's own PAN for a proprietorship, the firm's PAN for a partnership, the company's PAN for a company. Choosing the wrong organisation type is what usually breaks this.
  • GSTIN mismatch. The GSTIN must be linked to the same PAN. A GSTIN belonging to a different entity will be rejected.
  • Duplicate registration attempt. One enterprise, one Udyam Registration Number. If a number already exists, use Update Udyam Registration rather than filing again.
  • Wrong NIC code, which can quietly exclude you from schemes later. Choose the code that genuinely describes your major activity, and add all activities you actually carry on.
  • Old Udyog Aadhaar number quoted as MSME proof. Udyog Aadhaar is no longer valid for claiming benefits; re-register on the Udyam portal.

Grievance and helpline

  • CHAMPIONS control room: +91 8308809334, by phone and on WhatsApp, Monday to Friday, 10 AM to 6 PM
  • Email: champions@gov.in
  • CHAMPIONS portal of the Ministry of MSME for lodging and tracking grievances
  • District Industries Centres and MSME-Development Facilitation Offices for in-person help

Use the same channels to report a fraudulent look-alike website that charged you for Udyam Registration. Quote the exact URL and the payment reference. For a delayed-payment dispute with a buyer, the route is not the Udyam helpline but the MSME Samadhaan portal, where a registered enterprise files a reference before the Micro and Small Enterprise Facilitation Council of its state, using the Udyam Registration Number as its credential.

Common reasons for rejection

Udyam Registration rarely gets formally "rejected" the way an officer-reviewed scheme does, since it is a self-declared, database-driven process with no approval step. What actually happens instead is that the application stalls or the submit button refuses to go through, because one of the automatic database checks fails. These are the specific points where that happens, beyond the well-known Aadhaar OTP and name-mismatch issues already covered above.

  • PAN not linked to Aadhaar. Income tax rules require PAN to be linked with Aadhaar, and the Udyam portal's PAN validation runs against this linkage. A PAN that has gone inoperative for want of Aadhaar linking will fail validation even though the PAN itself is genuine. Fix: complete PAN-Aadhaar linking on the income tax e-filing portal first, then return to Udyam.
  • Wrong entity type selected for a joint or converted business. Selecting "Proprietorship" when the enterprise has since been converted into a partnership or a private limited company, or the reverse, causes the PAN check to fail because the PAN on record belongs to a different legal entity than the type chosen. Fix: confirm the current legal structure of the business before starting, and use the PAN that actually belongs to that entity, the firm's PAN for a partnership, the company's PAN for a company.
  • Treating a new activity or new plant as a fresh registration. An existing Udyam holder who starts a new product line, opens an additional plant, or adds a new NIC code sometimes tries to apply again as "For New Entrepreneurs," which the system either blocks as a duplicate or creates a conflicting second number for the same PAN. Fix: use the existing Udyam Registration Number and file through "Update Udyam Registration" instead of a fresh application.
  • Declaration checkbox or consent left unticked. The Aadhaar validation step will not generate an OTP, and the final submission step will not accept the form, until the self-declaration checkboxes are ticked. This is a common reason first-time applicants get stuck without any visible error message beyond a greyed-out button.
  • Composition-scheme GST taxpayers leaving the GSTIN field blank. An enterprise that is registered under GST, including under the composition scheme, must enter that GSTIN. Leaving it blank on the assumption that composition dealers are exempt causes a mismatch when the portal cross-checks GST registration status against the PAN, since the GST database shows an active registration that the Udyam form does not reflect.
  • Bank account details that do not match the registered entity's name. The bank account number and IFSC entered in the form are meant to belong to the enterprise or proprietor being registered. An account held in a different individual's name, such as a family member's account used out of convenience, can cause the enterprise details to be flagged during later verification even if the initial submission goes through.

None of these are appeal processes; there is no rejection letter or reconsideration request to file. The correction path in every case is the same: fix the underlying data at its source, whether that is Aadhaar, PAN, or GST records, and either resubmit the Udyam application or use "Update Udyam Registration" if a number has already been issued.

Aadhaar number
The only number you actually type in. It must be the proprietor's for a proprietorship, the managing partner's for a partnership, and the karta's for a Hindu Undivided Family.
Aadhaar-linked mobile number
The registration OTP is sent here. Without it the Aadhaar verification step cannot be completed.
PAN of the enterprise or proprietor

GSTINoptional
Mandatory only for enterprises that are required to be registered under GST law. Enterprises legitimately outside GST can register without one.
Bank account detailsoptional
Account number and IFSC are entered in the form so that scheme benefits and subsidies can be routed correctly.
Investment and turnover figuresoptional

Frequently asked questions

Is Udyam Registration free?

Yes, completely. The Ministry of MSME states on udyamregistration.gov.in that Udyam Registration is free of cost and that no costs or fees are to be paid to anyone. Any website or agent charging you for MSME registration is charging for a free government service.

Which is the official Udyam website?

udyamregistration.gov.in is the only official portal. The Ministry of MSME warns explicitly to beware of fake sites, stating that except this portal of the Government of India, no other private online or offline system, service, agency or person is authorised to conduct MSME registration. Look-alike domains charging a fee are common in search results.

What are the investment and turnover limits for micro, small and medium?

With effect from 1 April 2025, a micro enterprise has investment up to Rs 2.5 crore and turnover up to Rs 10 crore; a small enterprise up to Rs 25 crore and Rs 100 crore; and a medium enterprise up to Rs 125 crore and Rs 500 crore. Both the investment and the turnover condition must be satisfied for a category.

Do I need PAN and GST for Udyam Registration?

PAN is mandatory and has been since 1 April 2021. GSTIN is mandatory only for enterprises that are required to register under GST law; an enterprise genuinely outside the GST net can register on Udyam without one. Both are pulled automatically from government databases once you give your Aadhaar.

Do I have to upload documents or a business proof?

No. The Ministry of MSME describes the process as fully online and paperless, based on self-declaration, with PAN and GST details taken automatically from government databases. There is no requirement to upload scanned certificates, rent agreements or photographs.

Does Udyam Registration need to be renewed?

No. The Udyam Registration Number is permanent and there is no renewal fee or expiry date. What does happen automatically is annual reclassification: investment and turnover figures are refreshed from your income tax and GST returns, and your category can move up or down accordingly.

Can a trader or retailer get Udyam Registration?

Yes. Retail and wholesale trade were brought within the scope of Udyam Registration for the limited purpose of priority sector lending, so traders can register, though the benefits available to them are narrower than those for manufacturing and service enterprises.

What is the difference between Udyog Aadhaar and Udyam Registration?

Udyam Registration replaced the older Udyog Aadhaar Memorandum system from 1 July 2020. Udyog Aadhaar numbers are no longer valid for claiming MSME benefits, and holders were required to re-register on udyamregistration.gov.in to obtain a fresh Udyam Registration Number.

What if my Aadhaar mobile number is not working?

You cannot complete the OTP step without it, so update your mobile number in Aadhaar at an Aadhaar Seva Kendra first. Alternatively, use a Single Window Facilitation Centre, District Industries Centre or Champions Control Room, which the Ministry has designated to help enterprises that cannot file on their own, again free of charge.
