Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana
Uttar Pradesh state government scheme
Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana is a fee-exemption arrangement under which girl students from poor families study free up to the graduation level in state institutions. There is no online form. The college or school registers the student, and no separate scheme page exists on the Higher Education Department's own portal.
What is Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana?
Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana is a free education arrangement for girl students attributed to the Higher Education Department (Uchch Shiksha Vibhag), Government of Uttar Pradesh. Under it, girls from poor families study free of tuition fee up to the graduation level in state institutions. The scheme is named after Ahilyabai Holkar, and it is often written as Ahilyabai Nishulk Shiksha Yojana or Devi Ahilyabai Nishulk Shiksha Yojana.
An honest caveat before you read further. As of the fact check on 2 August 2026, no dedicated page for this scheme exists on the Higher Education Department's own portal at uphed.gov.in, and no government order for it could be located on an official Uttar Pradesh source. Everything below the departmental attribution comes from secondary scheme listings. That does not mean the scheme is fictitious; long-running fee-exemption arrangements often live inside university and college fee rules rather than on a public scheme page, but it does mean a student should not plan her finances around it without confirming with her own institution. Where a figure or a date is missing from this guide, it is missing because it could not be verified, not because it was overlooked.
Who is eligible for Ahilyabai Kanya Nishulk Shiksha Yojana?
A student can be covered if:
- She is a girl student, at school or in a course up to graduation level.
- She is a permanent resident of Uttar Pradesh.
- Her family lives below the poverty line.
Who is not eligible, or cannot apply:
- Boys cannot apply. The scheme is exclusively for girl students.
- Students who are not permanent residents of Uttar Pradesh are not eligible.
- Families above the poverty line are outside the scheme's stated target group.
- Study beyond the graduation level. A postgraduate, doctoral or professional postgraduate course, is not covered by the free-education promise as described.
- A student cannot apply directly. There is no individual application route, so a girl who tries to file on her own has nowhere to file.
How to apply for Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana
The route described for this scheme is institutional, not individual. The steps are:
- Approach the management of your school, college or university — the principal's office or the fee section, and ask whether the institution registers students under Ahilyabai Kanya Nishulk Shiksha Yojana.
- Hand over your documents to the institution: Aadhaar card, income certificate, domicile or residence certificate, caste certificate where asked for, the marksheet of the last class passed with proof of current admission, and a passport-size photograph.
- The management completes the registration. The whole registration process is carried out by the school, college or university, not by the student.
- The Higher Education Department verifies the registration form.
- A list of girls to be benefited is prepared from the verified entries. Only girls whose names appear on that list receive the free education benefit.
If your institution has no record of the scheme, that answer is itself useful, it tells you the arrangement is not operating there, and you should switch to the route in the next section rather than keep chasing it.
What to do instead, or in parallel
Uttar Pradesh runs a large, live and well-documented system for exactly this purpose, and every eligible girl student should be registered on it regardless of what happens with Ahilyabai Kanya Nishulk Shiksha Yojana:
- scholarship.up.gov.in is the state's single Scholarship and Fee Reimbursement portal. It covers Pre-Matric, Post-Matric and Other State schemes for Scheduled Caste, Scheduled Tribe, Other Backward Class, minority and general-category students, and it pays by Direct Benefit Transfer into the student's own Aadhaar-seeded account. It has fixed annual application windows that are announced on the portal, and it is jointly operated by the Social Welfare, Backward Class Welfare and Minority Welfare departments.
- Rani Laxmi Bai Scooty Yojana and Mukhyamantri Kanya Sumangala Yojana are the state's other named girl-focused schemes, both with live portals and published benefit amounts.
- Girls whose parent is a registered construction worker should look at the UP Building and Other Construction Workers Welfare Board's Sant Ravidas Shiksha Protsahan Yojana, which pays Rs 2,000 to Rs 1,00,000 by class and adds a merit incentive of Rs 8,000 to Rs 12,000 for girls specifically.
Where to ask and where to complain
- Higher Education Department, Uttar Pradesh, uphed.gov.in carries the department's Citizen Charter, Public Information Officer and Appellate Officer details, and the list of state, private and central universities and government and aided colleges. The Public Information Officer is the correct person to ask, under RTI, whether the scheme is currently in force and what its governing order says.
- Your institution's principal or registrar, who is the person who actually registers a student under any fee-exemption arrangement.
- Jansunwai at jansunwai.up.nic.in for a formal written grievance if a college refuses to register an eligible girl under a scheme it does operate.
- RTI Online at rtionline.up.gov.in to obtain the governing government order.
Registration under any Uttar Pradesh free-education or scholarship scheme costs nothing. No agent, cyber café or middleman can add a name to a beneficiary list, and a demand for money to do so should be reported to the District Magistrate's office.
How to check your application status
There is no online dashboard, tracking number, or SMS system for Ahilyabai Kanya Nishulk Shiksha Yojana, because there is no individual online application in the first place. Since the school, college or university does the registration on a student's behalf, the status check has to go through the same institutional channel rather than a portal.
- Ask the fee section or admission office of your own institution first. They are the ones who submitted the registration to the Higher Education Department, so they are the only party who can tell you whether your name went forward at all.
- Ask specifically whether the verified list has come back. The process runs in two stages: the institution registers eligible girls, and the Higher Education Department verifies that registration before a final list of beneficiaries is prepared. A "not yet" answer at this stage usually means the list is still pending, not that you were rejected.
- Check at the start of each academic term, since fee-exemption benefits under this kind of arrangement are typically applied at admission or re-registration time, when the institution reconciles its fee records.
- Use RTI as a fallback if the institution gives no clear answer. An application through rtionline.up.gov.in, or a written RTI application to the Higher Education Department's Public Information Officer, can ask directly whether a named student's registration was received and what stage it is at.
- Register on scholarship.up.gov.in in parallel and track status there instead. That portal issues a login and an application number, and status can be checked online at any time, which this scheme cannot offer. For a student who needs a reliable way to confirm she is receiving some fee relief, that portal's status page is the dependable option.
If your institution says it has no record of ever registering students under this scheme, treat that as your status answer: the arrangement is not active there, and chasing a status update further will not produce one.
Common reasons for rejection
Because there is no individual application form, a girl is not "rejected" in the usual sense of a form being returned. Instead, a name simply fails to appear on the verified beneficiary list, or the institution declines to register her in the first place. The practical reasons this happens are:
- The institution does not operate the scheme at all. Many colleges have no active registration process for Ahilyabai Kanya Nishulk Shiksha Yojana because it is not formalised through a public government order the way other fee-reimbursement schemes are. In that case no amount of documentation from the student will result in registration; the fix is to ask the institution in writing and, if it says no, to fall back on scholarship.up.gov.in instead.
- Missing or mismatched documents at the time of registration. Since the institution submits the paperwork, an Aadhaar card, income certificate, domicile certificate, or the previous class marksheet with admission proof that is missing, expired, or does not match the student's other records can stop the registration before it is even sent forward. The fix is to hand over complete, current copies of every document the fee section asks for at the time of admission, not after.
- Family income above the below-poverty-line threshold implied by the scheme. Since the scheme is targeted at girls from poor families, an income certificate that does not support a below-poverty-line claim will keep a student off the list. Where a family's actual income is close to the line, the income certificate itself, issued by the local tehsil or SDM office, is the document that decides the outcome, not the student's own statement.
- Studying beyond the graduation level. The free-education promise described for this scheme stops at graduation. A student enrolled in a postgraduate, doctoral, or professional postgraduate course will not be registered under it regardless of income or domicile.
- Not a Uttar Pradesh domicile holder. A student studying in a Uttar Pradesh institution but domiciled in another state falls outside the scheme's stated target group, and the residence or domicile certificate is what an institution checks to confirm this before registering anyone.
- The verification stage at the Higher Education Department finds a discrepancy. Even after an institution registers a student, the department verifies the entries before the final list is prepared, and a mismatch found at that stage, for instance between the marksheet and the admission record, can drop a name from the list without the student ever being told why. Following up directly with the institution's fee section, rather than waiting, is the only way to catch and correct this in time for the same academic year.
In every one of these cases, registering separately on scholarship.up.gov.in remains available regardless of what happens with this scheme, and for most eligible girls it is the more reliable route to actual fee relief.

Frequently asked questions
What does Uttar Pradesh Ahilyabai Kanya Nishulk Shiksha Yojana provide?
The scheme provides free education for girl students up to the graduation level. It is a fee-exemption arrangement rather than a cash transfer, so the benefit shows up as tuition fee not being charged rather than money arriving in a bank account.
Can I apply for this scheme online myself?
No. Under this scheme the student does not apply; the management of the school, college or university registers her. The registration is then verified by the Higher Education Department, and a list of girls to be benefited is prepared from the verified entries.
Who is eligible?
Girl students who are permanent residents of Uttar Pradesh and whose families live below the poverty line are eligible. Boys are not covered, and students who are not residents of Uttar Pradesh cannot apply.
Is this scheme listed on the Higher Education Department's website?
No separate scheme page for Ahilyabai Kanya Nishulk Shiksha Yojana appears on uphed.gov.in as of 2 August 2026. Everything published about the scheme comes from secondary listings, so a student should confirm its current status with her college before relying on it.
What should a girl student in Uttar Pradesh apply for instead?
Use scholarship.up.gov.in, the state's single scholarship and fee reimbursement portal, which carries the Pre-Matric, Post-Matric and Other State schemes for SC, ST, OBC, minority and general-category students. That portal is live, has fixed annual windows and pays by Direct Benefit Transfer.
Does the scheme cover private colleges?
The benefit is described as applying to government and government-aided institutions in Uttar Pradesh. A student at a self-financed private institution should ask her college directly, and should in any case register on scholarship.up.gov.in, where private institutions are covered under the fee reimbursement rules.
Is there any fee for registering under the scheme?
No. Registration is done by the institution at no charge to the student. Any person asking for money to add a girl's name to a free-education or scholarship list is running a fraud and should be reported to the district administration.
