What is Uttar Pradesh Buddhist Tirth Darshan Yojana?

Uttar Pradesh Buddhist Tirth Darshan Yojana is a pilgrimage assistance scheme announced by Chief Minister Yogi Adityanath on 4 July 2025, under which the state government proposes to give Rs 10,000 per person to Buddhist residents of Uttar Pradesh travelling to major sites connected with the life and teaching of the Buddha. The scheme is commonly written in Hindi as Bauddh Teerth Darshan Yojana.

Uttar Pradesh is the natural home of such a scheme. Sarnath near Varanasi is where the Buddha delivered his first sermon; Kushinagar is where he attained mahaparinirvana; Shravasti, Sankisa and Kaushambi are all in the state. The proposal extends the state's pilgrimage support, which had until then focused on other faiths' yatras, to Buddhist devotees and especially to bhikkhus.

What the announcement fixed

  • Rs 10,000 per pilgrim as financial assistance.
  • Entirely online applications, so that selection is transparent.
  • IRCTC to operate the tours, as it already does for the Railways' pilgrimage circuits.
  • Priority for Buddhist monks and for economically weaker applicants.

What is still missing

As of 2 August 2026, there is no government order, no application portal, no published age or income limit, no annual beneficiary target and no announced budget for the scheme. Any site currently offering a "Buddhist Tirth Darshan Yojana form" is unofficial.

Which pilgrimage sites are covered?

The announcement referred to sites associated with the Buddha's life. The ones named in reporting of the announcement were:

Site State or country Significance
Sarnath Uttar Pradesh First sermon, Dhamek Stupa
Kushinagar Uttar Pradesh Mahaparinirvana
Bodh Gaya Bihar Enlightenment under the Bodhi tree
Lumbini Nepal Birthplace

A notified, final list has not been issued. Whether Lumbini remains in the package matters, because a cross-border leg needs passport or permit arrangements that a purely domestic circuit does not.

Who is eligible for Buddhist Tirth Darshan Yojana?

Only the conditions actually announced are listed here.

You are expected to be covered if:

  • You are a resident of Uttar Pradesh.
  • You are a member of the Buddhist community, or a bhikkhu attached to a vihara in the state.
  • You belong to an economically weaker household, which the announcement treats as a priority category.

You are not eligible if:

  • You live outside Uttar Pradesh. The assistance comes from the state budget and was announced for the state's own residents.

Comparable state pilgrimage schemes elsewhere in India apply a minimum age, usually 60, an income ceiling and a once-in-a-lifetime rule. None of these has been notified for Uttar Pradesh Buddhist Tirth Darshan Yojana, so do not assume they apply.

How to apply for Buddhist Tirth Darshan Yojana

The application window has not opened. These are the steps that are genuinely useful now:

  1. Obtain an Uttar Pradesh residence certificate through edistrict.up.gov.in or a Jan Seva Kendra. Domicile proof is the first requirement of every state pilgrimage scheme and takes days to issue.
  2. Link your Aadhaar to your bank account. Assistance of this type is normally released by Direct Benefit Transfer, which fails on an unseeded account. Your bank branch can confirm the seeding status in a minute.
  3. Get a current income certificate from the tehsil or through edistrict.up.gov.in, since economically weaker applicants get priority.
  4. If you are a bhikkhu, get a written certificate from your vihara confirming your standing, as monks were specifically named for priority.
  5. Watch the Uttar Pradesh Tourism portal, uptourism.gov.in, and official state government announcements for the notification and the opening of online applications, then apply on the portal named in that notification.

How will the money reach the pilgrim?

This has not been settled. Two models are used across Indian states: a package tour where the government pays the operator directly and the pilgrim travels free, and a reimbursement or advance transferred to the pilgrim's bank account. The involvement of IRCTC as the operating partner points to the package model, with the Rs 10,000 covering the state's share of the fare and stay, but the official rules will decide. Until they are published, treat the Rs 10,000 as an announced ceiling rather than as cash in hand.

How to avoid pilgrimage scheme fraud

  • Official Uttar Pradesh scheme sites end in .up.gov.in or .up.nic.in, or are linked from up.gov.in. Nothing else is official.
  • No genuine state scheme charges for the application form. Jan Seva Kendras may charge only the small notified assistance fee.
  • No official asks for an Aadhaar OTP, a bank PIN or an advance payment to "confirm a seat".

Where to ask questions or file a grievance

  • Uttar Pradesh Tourism Department, uptourism.gov.in, is the department named for the scheme and the place to look for the notification.
  • Dharmarth Karya Vibhag (Department of Religious Affairs), updharmarthkarya.in, administers the state's existing pilgrimage programmes.
  • Jansunwai, jansunwai.up.nic.in, is the Uttar Pradesh integrated grievance system; a query about the scheme's status can be filed there and is routed to the concerned department.
  • District Magistrate's office, which handles collection and verification for the state's other pilgrimage schemes.

Uttar Pradesh Buddhist Tirth Darshan Yojana today is a firm announcement with a firm amount and no operational rules. Prepare the domicile, Aadhaar-seeded account and income certificate now, and apply only through the portal the government eventually names.

How to check your application status

There is nothing to check yet. As things stand, Uttar Pradesh has not opened an application window, issued a government order or launched a portal for Buddhist Tirth Darshan Yojana, so no applicant currently has a status to look up. Treat any website that offers to "track" an application for this scheme as unofficial.

Once the scheme is formally notified, a status check will most likely follow the pattern used for the state's other pilgrimage and welfare schemes:

  1. Portal login. Log in to whichever portal the government names in the notification (uptourism.gov.in is where to look first) using the mobile number or application ID generated at the time of applying, and check the status shown against your application.
  2. SMS updates. State pilgrimage schemes typically send an SMS to the mobile number linked at registration when an application is selected, waitlisted or rejected, so keep that number active and unchanged.
  3. Jansunwai. If a status shows no movement for an unreasonable period after the scheme is live, a query can be filed on jansunwai.up.nic.in, the state's integrated grievance system, which routes it to the department running the scheme.
  4. District Magistrate's office or Jan Seva Kendra. For applicants without easy portal access, the district administration that collects and verifies documents for the state's other pilgrimage programmes is the offline point of contact once this scheme is operational.

Until the government order is issued, the only meaningful "status" to track is whether the scheme itself has moved from announcement to notification, which is best followed on uptourism.gov.in and official Uttar Pradesh government channels.

Common reasons for rejection

No application cycle has run yet, so there is no rejection data specific to Buddhist Tirth Darshan Yojana. But the announcement itself, and the way comparable state pilgrimage yatra schemes are administered, point to the document and eligibility gaps most likely to cause a rejection once applications open:

  • No Uttar Pradesh residence proof, or a residence certificate that does not match the applicant's current address. Every state pilgrimage scheme verifies domicile first; a certificate issued for a different district than where the application is filed, or one that has expired, is a common cause of rejection elsewhere and is worth renewing before applying here.
  • Bank account not linked to Aadhaar, or a mismatch between the applicant's Aadhaar name and bank records. If the assistance is paid as a direct transfer, an unseeded account or a name mismatch will bounce the payment even after an application is otherwise approved.
  • No income certificate, when priority is claimed as an economically weaker applicant. The announcement names this group for priority; claiming the category without a current income certificate to support it risks being dropped down the priority list or rejected outright.
  • Missing vihara certification for applicants applying as bhikkhus. Since monks are named for priority, an application claiming that status without a written certificate from the applicant's vihara is likely to be treated as an ordinary applicant rather than a priority one, or set aside for verification.
  • Applying from outside Uttar Pradesh. The scheme is funded by the state for its own residents; an application from a non-resident, or one where the residence document does not establish current Uttar Pradesh residence, falls outside the announced eligibility altogether.
  • Applying through an unofficial website before the real portal opens. Any form submitted on a site that is not linked from up.gov.in or uptourism.gov.in will not reach the government at all, regardless of how complete the documents are.

Because the rules have not been notified, age limits, a lifetime-once condition or a formal document checklist could still be added when the scheme is launched. Re-check the notification against this list once it is issued, rather than assuming these are the only conditions that will apply.
