Uttar Pradesh Nishulk Boring Yojana (Free Boring Scheme)
Uttar Pradesh state government scheme
Uttar Pradesh Nishulk Boring Yojana is a Minor Irrigation Department scheme, running since February 1985, that installs a shallow tube well free of cost for small and marginal farmers. Grant support is Rs 5,000 for small farmers, Rs 7,000 for marginal farmers and Rs 10,000 for Scheduled Caste and Scheduled Tribe farmers, with extra pump set assistance. Apply at miuponline.in.
What is UP Nishulk Boring Yojana?
Uttar Pradesh Nishulk Boring Yojana. The free boring scheme, also written as UP Free Boring Yojana and locally called nishulk boring; is run by the Minor Irrigation Department (Laghu Sinchai Vibhag) of the Government of Uttar Pradesh. The scheme has been operating since February 1985 and its purpose is simple: put an assured source of groundwater inside the field of a farmer who cannot pay for a tube well on their own.
Uttar Pradesh has a very large number of holdings under two hectares. For those farmers a single failed monsoon can wipe out a season, because there is no irrigation source of their own and hiring water from a neighbour's pump is expensive at exactly the moment the crop needs it. Nishulk Boring Yojana attacks that problem by financing the boring itself, and by adding a separate grant towards the pump set and the pipe network that carries the water to the field.
Key features
- The department gets the shallow boring drilled through its own agency or an empanelled agency, so the farmer does not have to arrange a rig.
- Grant rates are tiered by farmer category, small, marginal, and Scheduled Caste or Scheduled Tribe.
- A second, separate grant is available for the pump set, because a boring without a pump does not irrigate anything.
- A further assistance of up to Rs 3,000 is available towards the water distribution pipe system so that water is not lost in open channels.
- The Minor Irrigation Department also runs medium-deep, deep and blast tube well schemes on the same portal for areas where a shallow bore will not reach water.
Who is eligible for UP Nishulk Boring Yojana?
You can apply if:
- You are a permanent resident of Uttar Pradesh and the land is in Uttar Pradesh.
- Agricultural land is recorded in your own name in the khatauni.
- You are classified as a small farmer (holding up to 2 hectares) or a marginal farmer (holding up to 1 hectare).
- Your holding is at least 0.2 hectare. This minimum is waived for Scheduled Caste and Scheduled Tribe applicants.
- Your field has no existing working boring installed with government assistance.
You cannot apply; or will not be sanctioned, if:
- You are a large farmer holding more than 2 hectares. The scheme is restricted to the small and marginal categories.
- The land is not in your name. Tenants and sharecroppers cultivating someone else's khatauni land are not eligible in their own right.
- You have already taken a boring under this scheme or another government boring or tube well scheme. Repeat benefit on the same holding is not allowed.
- Your general-category holding is below 0.2 hectare: such applicants are not eligible unless they fall in the SC or ST category.
- The land lies outside Uttar Pradesh, since this is a state scheme funded by the state budget.
How much money is given under the free boring scheme?
| Farmer category | Boring assistance | Pump set assistance |
|---|---|---|
| Small farmer (general) | Rs 5,000 | Rs 4,500 |
| Marginal farmer (general) | Rs 7,000 | Rs 6,000 |
| Scheduled Caste / Scheduled Tribe farmer | Rs 10,000 | Rs 9,000 |
In addition, assistance of up to Rs 3,000 is available towards a water distribution pipe system, so that the water lifted by the pump reaches the crop without seepage losses in a kachcha channel.
Two points are worth understanding clearly. First, the boring is described as free because the department arranges and pays for the standard shallow installation; the rupee figures above are the government's costed grant limits for that work, not cash handed to the farmer to spend as they like. Second, where the water table is low and the bore has to go deeper than the standard design depth, the additional cost is on the farmer, or the case is shifted to the medium-deep or deep tube well scheme, which has its own rates.
What documents are required for UP free boring?
| Document | Mandatory | Notes |

| Photograph and signature | Yes | Scanned for the online form |
| PM-KISAN / farmer registration number | No | Asked in several districts for cross-verification |
How to apply for UP Nishulk Boring Yojana
- Open the Minor Irrigation Department portal at miuponline.in and choose Naya Aavedan (New Application). Confirm first that the portal is accepting applications — it has carried a notice at times saying the online service is temporarily down for technical reasons.
- Select the correct scheme from the list. Nishulk Boring falls under the shallow tube well (uthle nalkoop) category. Choosing the deep or blast tube well scheme by mistake sends your file to a different sanction stream.
- Fill in your personal and land details exactly as they appear in the khatauni, name, father's name, village, gata number, area in hectares, and your farmer category. A mismatch between the form and the revenue record is the single most common reason files come back.
- Upload the documents, Aadhaar, khatauni, bank passbook, photograph, signature, and the caste certificate if you are claiming the SC or ST rate.
- Verify with the OTP sent to your mobile number and submit. Save or print the application number shown on the acknowledgement.
- Wait for the field inspection. The Junior Engineer or boring technician of the Minor Irrigation Department visits the plot to confirm the land, the absence of an existing boring, and the technical feasibility of a shallow bore at that location.
- Boring is executed by the departmental or empanelled agency after sanction, against the district's annual target for that year.
Applying offline
Farmers without internet access can apply on paper. Collect the application form from the Block Minor Irrigation office or the District Minor Irrigation office, fill it in, attach self-attested copies of the same documents, and submit it at the same office against a receipt. Ask for the receipt in writing. It is your only proof of the date of application, which matters because sanctions are made against a limited annual district target. In blocks where the department runs camps, the Gram Panchayat Development Officer also helps collect and forward forms.
How do I check my free boring application status?
Use the Aavedan ki Sthiti Dekhen (Check Application Status) option on miuponline.in with the application number you received at submission. The status moves through submission, block-level verification, field inspection, sanction, and execution. If the status stalls at inspection for a long period, contact the Block Minor Irrigation office directly; officer contact details are published as a PDF on the portal. The state's general grievance route, jansunwai.up.nic.in, also accepts complaints against a department that is not moving a file.
Why are free boring applications rejected?
- Land not in the applicant's name. Applications made on a father's or brother's khatauni are rejected; get the record mutated first.
- Holding below 0.2 hectare for a general-category applicant.
- An existing boring on the plot, whether taken under this scheme or another government tube well scheme.
- Category mismatch; claiming the SC/ST rate without a valid caste certificate issued by a competent authority.
- Technical infeasibility. If the water table at that site is too deep for a shallow bore, the case cannot be sanctioned under the shallow tube well scheme and must be considered under the medium-deep or deep tube well scheme.
- Bank account not Aadhaar-seeded, which blocks the DBT credit of the pump set and pipe assistance even after the boring is done.
Is there another free boring scheme for Scheduled Caste families?
Yes, and readers often confuse the two. Alongside the Minor Irrigation Department's scheme, several Uttar Pradesh districts publish a Nishulk Boring Yojana run through the Social Welfare Department for Scheduled Caste families living below the poverty line in plain areas who are small or marginal farmers. That version provides financial assistance of Rs 10,000 per boring, and the application is made to the District Social Welfare Officer (Development) at the district level or the Assistant Development Officer at the block level, not on the Minor Irrigation portal. If you are an SC farmer below the poverty line, check both routes at your Block office and apply under whichever your district is currently operating.
Where do I complain about UP free boring?
Complaints go first to the Block Minor Irrigation office, then to the District Minor Irrigation office (Assistant Engineer / Executive Engineer, Minor Irrigation). The officer contact list is published on miuponline.in. For an unresolved case, file a complaint on the Uttar Pradesh Integrated Grievance Redressal System at jansunwai.up.nic.in, quoting the application number and the date of submission. Never pay an agent to get a boring sanctioned; there is no fee anywhere in this scheme.

Frequently asked questions
How much money does UP Nishulk Boring Yojana give?
Uttar Pradesh pays Rs 5,000 per boring to a general-category small farmer, Rs 7,000 to a general-category marginal farmer and Rs 10,000 to a Scheduled Caste or Scheduled Tribe farmer. Separate assistance is available towards a pump set — reported at Rs 4,500, Rs 6,000 and Rs 9,000 for the same three categories — and up to Rs 3,000 towards water distribution pipes.
Who can apply for the free boring scheme in Uttar Pradesh?
Small and marginal farmers who are permanent residents of Uttar Pradesh and hold agricultural land in their own name can apply. General-category applicants need a minimum holding of 0.2 hectare, while Scheduled Caste and Scheduled Tribe farmers are exempt from that minimum.
Is the boring really free?
The boring itself is done by a departmental or empanelled agency at government cost up to the standard shallow depth, so the farmer pays nothing for a normal installation. Where the water table demands a deeper bore than the standard design, the extra cost is borne by the farmer.
Where do I apply online for UP free boring?
Apply on the Minor Irrigation Department portal at miuponline.in, which handles online applications for shallow, medium-deep, deep and blast tube wells and for pump sets. The portal has at times displayed a notice that online application is temporarily unavailable for technical reasons, in which case use the offline route through your Block or District Minor Irrigation office.
Can a farmer who already has a boring apply again?
No. A farmer whose field already has a working government-assisted boring is not eligible for a second one under the scheme. The department cross-checks earlier beneficiary lists before sanctioning.
How long does the boring take after approval?
Timing depends on the district's annual target and the queue of sanctioned cases. After the field inspection by the Junior Engineer or boring technician and formal sanction, the agency schedules the work; farmers are advised to follow up at the Block Minor Irrigation office rather than through any agent.
Is there a separate free boring scheme for Scheduled Caste families?
Yes. Several Uttar Pradesh districts also run a Nishulk Boring Yojana through the Social Welfare Department for Scheduled Caste families below the poverty line in plain areas, with financial assistance of Rs 10,000 per boring, applied for through the District Social Welfare Officer (Development).
Does anyone have to be paid to get the boring sanctioned?
No. There is no application fee and no agent commission. Uttar Pradesh accepts applications free of cost on miuponline.in and at the Block office; any demand for payment to "get your name added" is a fraud and should be reported on the state grievance portal jansunwai.up.nic.in.
