Uttar Pradesh Ration Card Scheme (NFSA Public Distribution System)
Uttar Pradesh state government scheme
The Uttar Pradesh Ration Card Scheme delivers subsidised food grain under the National Food Security Act to about 3.67 crore ration cards covering 14.68 crore people. Antyodaya households get 35 kg of grain a month and Patra Grihasthi households 5 kg per member. Apply free through the e-District portal or a Jan Seva Kendra.
What is the Uttar Pradesh Ration Card Scheme?
The Uttar Pradesh Ration Card Scheme is the state's implementation of the National Food Security Act, 2013, run by the Food and Civil Supplies Department (Khadya evam Rasad Vibhag). A ration card is the document that entitles a household to draw subsidised food grain from a fair price shop. The kotedar or sarkari raashan ki dukan; under the Public Distribution System.
The scale of the programme in Uttar Pradesh is the largest of any state. According to the department's own portal, Uttar Pradesh maintains around 3.67 crore ration cards covering roughly 14.68 crore beneficiaries, served through about 78,567 fair price shops. Every one of those shops now runs an electronic point-of-sale (POS) device, so each transaction is recorded against the beneficiary's biometric authentication rather than a paper register.
Beyond food, the ration card is Uttar Pradesh's most widely used household identity document. It establishes family composition for the Ayushman card, for scholarship applications, for housing scheme surveys and for income certificates, which is why getting one right matters well beyond the monthly grain.
What are the two card types and how much grain does each get?
Uttar Pradesh issues two NFSA card categories.
Antyodaya Anna Yojana (AAY) cards go to the poorest households, the landless, households headed by widows or terminally ill persons, households with no assured means of subsistence. An Antyodaya card carries a flat entitlement of 35 kg of food grain per month for the whole household, irrespective of how many members there are. A two-person Antyodaya household and an eight-person one both get 35 kg.
Patra Grihasthi (priority household) cards cover the wider band of poor and near-poor families. A Patra Grihasthi card gets 5 kg of food grain per member per month, so a family of six draws 30 kg. Every member listed on the card counts, including children.
In both cases the entitlement is issued as a wheat and rice mix, in a proportion the state notifies for each month and which the fair price shop must display on its board. Since the introduction of free food grain distribution, most NFSA beneficiaries in Uttar Pradesh receive their NFSA entitlement without paying the old per-kilogram issue price; where any charge applies, the notified rate must be displayed at the shop and a POS receipt must be given. Never pay more than the rate on the board, and always take the printed receipt.
Who is eligible for a ration card in Uttar Pradesh?
You can apply if:
- You are a permanent resident of Uttar Pradesh and can prove residence in the ward or village you are applying from.
- Your household is poor or of priority-household status under the state's NFSA eligibility norms, judged on income, assets and occupation.
- No member of your family is listed on another ration card, in Uttar Pradesh or in any other state.
- Every member has an Aadhaar number available for seeding.
- The household has an adult woman aged 18 or above who can be recorded as the head of family. Under the NFSA the card is issued in the name of the eldest woman of the household, and the male members are recorded in relation to her. Where no such woman exists, the eldest male member is recorded as head.
Separate provisions exist for migrant workers, who have their own application form on the department's portal, and for newly married women or newborns who need to be added to an existing card rather than given a new one.
You are not eligible if:
- Your household pays income tax.
- A member is a serving government employee or holds a comparable regular salaried position, subject to the state's exclusion norms.
- The household owns a four-wheeler, an air conditioner, a licensed firearm, or agricultural land above the limit the state prescribes.
- You are already on a ration card at another address. You must first get your name deleted there and obtain a deletion or surrender certificate.
- You cannot establish residence in the area applied from.
The exclusion norms are applied district by district by the Supply Inspector, and the authoritative list of eligibility rules is published in the guidelines section of fcs.up.gov.in. Where a household is genuinely poor but sits close to an exclusion line, the correct step is to file the application anyway with an income certificate attached, so the decision is recorded rather than assumed.

How to apply for a ration card in Uttar Pradesh
- Download the correct form from fcs.up.gov.in — there are separate forms for rural areas, urban areas and migrant workers; or open the Uttar Pradesh e-District portal at edistrict.up.gov.in and start the ration card service there.
- Fill in the household details: the head of family with her Aadhaar number, every member with name, age, relationship and Aadhaar number, the full address, and the category of card you are applying for.
- Attach the documents: Aadhaar copies for all members, the head of family's photograph, residence proof, and an income certificate where your district asks for one.
- Submit the application. Online, submit through the e-District portal or a Jan Seva Kendra (CSC), where the operator uploads it for a small government-notified service charge. Offline, submit at the Tehsil supply office, the block office or the District Supply Office, and take a dated receipt with your application number.
- Allow the field verification. A Supply Inspector visits the household to confirm residence, family size and economic status. Be present with your originals; an absent household is the commonest cause of a rejected application.
- Track the application by its number on the e-District portal, and collect the card from the Tehsil supply office or download it from fcs.up.gov.in once it is issued.
- Complete Aadhaar e-KYC for every member at the fair price shop's POS device or through the Mera Ration app, before you draw ration for the first time.
How to check your name in the ration card list
- Open fcs.up.gov.in and use the eligibility list link in the important links section.
- Select your district, then your town or block, then your fair price shop.
- Search the published list by name, or press Ctrl+F on a computer to find your entry quickly.
- To download the card itself, use the RCMS section of fcs.up.nic.in, the DigiLocker app, or the Mera Ration app, all of which can produce a valid digital copy.
Common problems and how to fix them
- A member's name missing from the card. Apply for addition at the Tehsil supply office with the member's Aadhaar and a birth or marriage certificate. Newborns and newly married women are added this way, not by making a fresh card.
- e-KYC pending, so ration is denied for that member. Get it done free on the shop's POS device or through the Mera Ration app; no fee is payable for e-KYC.
- Name spelling different on Aadhaar and the ration card, which blocks seeding. Correct the ration card record at the supply office to match Aadhaar.
- Card cancelled after a change of address. Uttar Pradesh cancels duplicates automatically, so surrender the old card and apply fresh at the new address with a deletion certificate.
- Biometric authentication failing for an elderly member with worn fingerprints. The POS supports a nominee-based or OTP route; ask the shopkeeper to use it rather than accepting refusal.
- Shop shut on distribution days. Distribution schedules are published for each shop, and persistent closure is a licence violation to report to the District Supply Officer.
Helpline and grievance redressal
- Toll-free helpline: 1800 1800 150
- Food helpline: 1967
- National consumer and PDS helpline: 14445
- Online complaints: the complaint resolution system on fcs.up.gov.in, which issues a tracking number
- District level: the District Supply Officer (DSO), who licenses and can suspend fair price shops
- State grievance portal: jansunwai.up.nic.in
Application for a ration card is free apart from the small notified service fee a Jan Seva Kendra may charge for typing and uploading. No Supply Inspector, no kotedar and no agent is entitled to money for issuing a card, adding a name, or handing over your monthly entitlement.
Common reasons for rejection
An application for a new Uttar Pradesh ration card is usually turned down at the verification stage, not at the form-filling stage, because the Supply Inspector's field visit is where most mismatches surface. The main reasons and their fixes:
The household is already listed on a ration card elsewhere. Uttar Pradesh checks the applicant's Aadhaar against the state and national ration card databases, and a member already carrying a card at another address is the single most common ground for rejection. Fix: get the family's name deleted from the old card at its issuing supply office first, obtain the deletion or surrender certificate, and attach it to the fresh application. Do not apply for a second card while an old one is still active.
The household fails the state's exclusion criteria. An application is rejected where a member pays income tax, holds a regular government salaried post, or the household owns a four-wheeler, an air conditioner, a licensed firearm, or agricultural land above the notified limit. Fix: if the household is genuinely poor despite one borderline asset, file the application anyway with an income certificate attached so the Supply Inspector records a reasoned decision, rather than assuming exclusion and not applying at all.
The field verification finds nobody home, or finds a different family at the address. The Supply Inspector's visit confirms residence, family size and economic status in person, and an absent household is flagged as unverifiable. Fix: keep the mobile number given on the form switched on, ask neighbours or the local ward member when the visit is likely, and have an adult member present with the original documents when the inspector calls.
Aadhaar seeding fails for one or more members. A mismatch between the name, date of birth or address on Aadhaar and on the application form blocks seeding for that member, which can stall the whole household's application rather than just that person's entry. Fix: correct the discrepancy at the Aadhaar enrolment centre or the supply office before resubmitting, so every member's Aadhaar record matches the application exactly.
Residence cannot be established in the ward or village applied from. A rented tenant without a registered rent agreement, or a recently shifted family without a utility bill in their own name, is the case most often rejected on this ground. Fix: get a notarised rent agreement or a house tax receipt in the applicant's name, or, where none exists yet, a residence certificate from the ward member or gram pradhan to support the application.
Incomplete or missing mandatory documents. An application missing Aadhaar copies for any listed member, the head of family's photograph, or basic residence proof is returned rather than processed. Fix: check the mandatory document list against every member before submission, since the online e-District portal and the offline Tehsil office both reject a file that is short even one required attachment.
The declared head of family does not match NFSA rules. Because the card must be issued in the name of the eldest woman of the household aged 18 or above where one exists, an application that names a male head while an eligible senior woman is present in the household is sent back for correction. Fix: list the eldest adult woman as head of family unless no such woman exists in the household, in which case the eldest male member is recorded instead.
Where an application is rejected, the Tehsil supply office or the e-District portal records a reason against the application number. It is worth collecting that stated reason in writing before reapplying, since a correction made without knowing the actual ground for rejection often repeats the same mistake.

Frequently asked questions
How much ration does a card get in Uttar Pradesh?
An Antyodaya Anna Yojana card gets 35 kg of food grain a month for the whole household, while a Patra Grihasthi (priority household) card gets 5 kg per member per month. The grain is a wheat and rice mix whose proportion is fixed by the state each month and displayed at the fair price shop.
How do I apply for a new ration card in Uttar Pradesh?
Apply online through the Uttar Pradesh e-District portal at edistrict.up.gov.in or at any Jan Seva Kendra, using the rural or urban application form as applicable. The form is also available for download on fcs.up.gov.in and can be submitted at the Tehsil supply office, where a Supply Inspector verifies the household before the card is issued.
What is the difference between Antyodaya and Patra Grihasthi cards?
Antyodaya Anna Yojana cards go to the poorest households and carry a flat 35 kg monthly entitlement regardless of family size, while Patra Grihasthi cards go to other priority households and give 5 kg per member. Antyodaya is the smaller and more tightly targeted category, and inclusion in it is decided by the district administration.
Is Aadhaar e-KYC compulsory for a ration card?
Yes. Every member listed on the card must complete Aadhaar seeding and e-KYC, and Uttar Pradesh withholds the entitlement of members whose e-KYC is pending. It can be done free at the fair price shop itself on the shopkeeper's POS device, or through the Mera Ration app.
Who is not eligible for a ration card in Uttar Pradesh?
Households that pay income tax, own a four-wheeler, hold a licensed firearm, own an air conditioner or a large landholding, or have a government-employed member are generally excluded from the priority list under the state's eligibility norms. A family already holding a ration card at another address is also not eligible for a second one.
Can I take my ration in another district or state?
Yes, under One Nation One Ration Card you can draw your entitlement from any fair price shop in India using biometric authentication on the shop's POS machine. This is designed for migrant workers, and it needs no transfer of the card itself — only that your Aadhaar seeding and e-KYC are complete.
How do I check my name in the Uttar Pradesh ration card list?
Open fcs.up.gov.in, use the eligibility list link, select your district and then your town or block, and search the published beneficiary list. The department publishes district-wise NFSA, Antyodaya and priority household lists, and every fair price shop is required to display its own list at the shop.
What do I do if the shopkeeper gives less grain than my entitlement?
Call the toll-free helpline 1800 1800 150 or 1967 and report the shop, quoting your ration card number and the date. Short weighing, refusing to give the POS receipt and demanding money above the notified rate are all offences, and the District Supply Officer can suspend or cancel a fair price shop licence for them.
How do I add a new family member's name to my Uttar Pradesh ration card?
Apply for addition at the Tehsil supply office with the member's Aadhaar and a birth or marriage certificate. Newborns and newly married women are added this way to the existing card; a fresh card is not required.
My e-KYC is pending, what happens to my ration?
Uttar Pradesh withholds the entitlement of any member whose e-KYC is pending. Get it done free on the fair price shop's POS device or through the Mera Ration app; no fee is payable for e-KYC.
