UP Shram Card — Registration with the Building and Other Construction Workers Welfare Board

Uttar Pradesh state government scheme

Quick answer

UP Shram Card is the registration card issued by the Uttar Pradesh Building and Other Construction Workers Welfare Board to construction workers aged 18 to 60 who have worked at least 90 days in the past 12 months. Registration on upbocw.in costs a nominal fee, must be renewed, and unlocks the Board's maternity, education, marriage, accident and death benefit schemes.

Benefit
A registration identity card that makes a construction worker eligible for the BOCW Board's full set of welfare schemes
Maximum benefit
Varies by scheme — the card itself carries no cash value; benefit rates are notified by the Board
Last date to apply
Open all year — registration and renewal are accepted continuously, but the card lapses if it is not renewed on time
How to apply
Both — online at upbocw.in and offline at the District Labour Office or a Jan Seva Kendra / CSC

What is the UP Shram Card?

UP Shram Card. The Uttar Pradesh labour card, formally a certificate of registration with the Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCW), is issued by the state Labour Department to workers engaged in building and other construction work. The Board itself exists under the central Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and its companion Cess Act, under which a cess is collected on construction projects and pooled into a welfare fund for the workers who build them.

The card is not a benefit in itself. It is the gateway document. A construction worker in Uttar Pradesh who is not registered with the Board cannot claim any of the Board's welfare schemes, however genuine the need; a worker who is registered and whose registration is live can claim across the Board's whole menu of maternity, education, marriage, medical, disability, pension and death benefits. This is the single most misunderstood point about the Shram Card, and the reason registration and, just as important, timely renewal matter so much.

Registration is done on the Board's own portal, upbocw.in, which also handles renewal, status checks and certificate download.

Who is eligible for the UP Shram Card?

You can register if:

  • You are between 18 and 60 years of age on the date of application.
  • You are a resident of Uttar Pradesh and work in the state.
  • You have been engaged in building or other construction work for at least 90 days in the previous 12 months. This is the core statutory test.
  • You can produce a certificate of that work from an employer, contractor, registered trade union, the Gram Pradhan or a municipal ward member.
  • You hold an Aadhaar card and a bank account in your own name.

The occupations covered are wide. Construction, alteration, repair, maintenance and demolition of buildings, roads, bridges, canals, drains, dams, embankments, water works, pipelines, transmission towers and similar works all count, which brings in masons, bar benders, carpenters on site, plumbers, electricians, painters, welders, tile and marble layers, well diggers, road workers, stone breakers and ordinary construction labour.

You cannot register if:

  • You are under 18 or over 60.
  • You do not do building or other construction work, a shop worker, a domestic worker, a driver or a factory hand is not covered by this Board, even though other welfare boards may cover them.
  • You cannot show 90 days of construction work in the last 12 months.
  • You are employed in a supervisory, managerial or administrative capacity on a construction project rather than as a worker.
  • You are not resident in or working in Uttar Pradesh.

A worker whose registration has lapsed for want of renewal is also treated as not eligible for benefits until the registration is revived, which is why the renewal date should be treated as seriously as the original application.

Mobile number Yes For OTP and alerts
Family members' Aadhaar No Needed later when claiming family-linked benefits

How to apply for the UP Shram Card online

  1. Open upbocw.in and choose the worker registration option (Shramik Panjiyan). The English version of the portal carries the same forms.
  2. Enter your Aadhaar number, district and mobile number, then verify the OTP sent to that mobile. The mobile number should be one you keep active, because renewal reminders and benefit alerts go to it.
  3. Fill in the registration form, personal details, the nature of your construction work, the employer or contractor details, the 90-day work declaration, your family members and your bank account.
  4. Upload the documents — Aadhaar, the 90-day employment certificate, photograph, residence proof and bank passbook.
  5. Pay the registration fee and contribution online through the payment gateway. The amounts are nominal; confirm the current figure on the portal before paying.
  6. Save the application number on the acknowledgement, then track the application on the portal until the card is approved and available for download.

Applying offline

Workers who cannot use the portal can register at the District Labour Office (Shram Vibhag) or at a Jan Seva Kendra / Common Service Centre. Collect or download the registration form, fill it in, attach self-attested copies of the same documents, and submit it with the fee against a receipt. Labour Department camps held at construction sites and in urban wards also take registrations. Keep the receipt, it is your proof of the date of application.

How do I check my Shram Card status and download the card?

Use the status check option on upbocw.in with your application number, registration number or Aadhaar number. The portal shows whether the application is pending verification, approved or rejected. Once approved, the registration certificate can be downloaded and printed from the same portal, you do not need to visit an office to collect it, and you should not pay anyone for a printout.

Renewal follows the same path. Select Panjiyan Navinikaran (Registration Renewal), enter your registration number, complete the e-KYC and pay the contribution due. Renew before the expiry date rather than after: a lapsed registration blocks new benefit claims, and reviving it takes time you may not have if a medical or accident claim is pending.

What benefits does the UP Shram Card unlock?

The Board runs a set of welfare schemes for which only registered workers and their dependants may apply. The families of benefits are:

  • Maternity and child benefit for a registered woman worker, and a corresponding lump sum where a registered male worker's wife delivers; the benefit is limited to the first two deliveries.
  • Education assistance for the children of registered workers, scaling by class and level of study, including support at higher and technical education levels.
  • Assistance for a daughter's marriage, with a girl-child component where the first or second child is a girl.
  • Medical assistance during hospitalisation and serious illness.
  • Disability assistance where a worker is disabled, including in a workplace accident.
  • Death and funeral assistance paid to the dependants of a registered worker.
  • Pension for workers who have completed the qualifying period of registration.
  • Skill development, tool and housing support, run periodically by the Board.

Benefit rates are notified by the Board and revised from time to time, so always read the current rate on upbocw.in rather than relying on a figure quoted on a private website. Every benefit is paid by DBT into the worker's own Aadhaar-seeded account, which is why the bank details in the registration must be correct and current.

Why do UP Shram Card applications get rejected?

  • No valid 90-day certificate, or a certificate from someone not competent to issue it. This is the leading cause of rejection.
  • Age outside 18 to 60 on the date of application.
  • Aadhaar and bank name mismatch, which passes registration but blocks every later DBT payment.
  • Non-construction occupation declared in the form.
  • Duplicate registration. The same Aadhaar already registered with the Board.
  • Inactive mobile number, so the OTP cannot be completed and the application stays incomplete.
  • Lapsed registration treated as an active card at the time of a benefit claim.

Where do I complain about a Shram Card problem?

Take an unresolved registration, renewal or benefit claim to the District Labour Office (Deputy Labour Commissioner / Labour Enforcement Officer) of your district, quoting your application or registration number. The Labour Department publishes a toll-free helpline on upbocw.in: use the number displayed on the official portal at the time you call. For a grievance that stays unresolved, file it on the Uttar Pradesh Integrated Grievance Redressal System at jansunwai.up.nic.in.

One warning worth repeating. Registration on upbocw.in involves only the Board's own nominal fee, paid through the portal's payment gateway. Any agent asking for several hundred or several thousand rupees to "make a labour card" or to "get your scheme money released" is charging you for something the state provides at cost, and should be reported to the District Labour Office.

Frequently asked questions

Who is eligible for a UP Shram Card?

Any construction worker in Uttar Pradesh aged between 18 and 60 years who has worked at least 90 days in building or other construction work in the previous 12 months is eligible to register with the UP Building and Other Construction Workers Welfare Board.

What is the 90-day rule for the UP labour card?

The 90-day rule means you must have been engaged in construction work for a minimum of 90 days during the 12 months immediately before you apply. Proof is a certificate from your employer or contractor; where the worker has no single employer, a registered trade union, the Gram Pradhan or the municipal ward member can certify the work.

How do I register for a UP Shram Card online?

Register at upbocw.in by selecting the worker registration option, entering your Aadhaar number and mobile number, verifying the OTP, filling in your work, family and bank details, uploading the documents and paying the registration fee online. Note the application number shown on the acknowledgement.

Does the UP Shram Card need to be renewed?

Yes. Registration with the Board is valid for a limited period and lapses if it is not renewed, after which the worker stops being eligible for the Board's benefits. Renewal is done through the "Panjiyan Navinikaran" (Registration Renewal) option on upbocw.in using the registration number.

Which workers count as construction workers for the UP labour card?

Workers engaged in the construction, alteration, repair, maintenance or demolition of buildings, roads, bridges, canals, drains, dams, embankments, pipelines and similar works are covered. This includes masons, carpenters, bar benders, painters, plumbers, electricians on construction sites, tile layers, welders, well diggers and general construction labour.

Who cannot get a UP Shram Card?

Workers below 18 or above 60 years, people who do not do building or other construction work, those who cannot show 90 days of construction work in the last 12 months, and supervisory or managerial employees on construction projects are not eligible for registration with the Board.

What benefits does the UP Shram Card give?

The card itself is an identity and eligibility document; the money comes from the Board's welfare schemes, which cover maternity and child benefit, children's education assistance, assistance for a daughter's marriage, medical and disability assistance, pension, and death and funeral assistance to the dependants of a registered worker. Current rates are notified by the Board and published on upbocw.in.

Is there a fee for the UP Shram Card?

There is a nominal registration fee together with a small annual contribution set by the Board — both are widely reported as Rs 20 — and no more than that is payable. Check the current amount on upbocw.in before paying; no agent is authorised to charge extra for making a labour card.
