Uttar Pradesh Shramik Bharan Poshan Yojana
Uttar Pradesh state government scheme
Uttar Pradesh Shramik Bharan Poshan Yojana was a relief allowance of Rs 1,000 a month paid by direct benefit transfer to registered construction workers and daily-wage workers during the COVID-19 lockdowns. The first instalment reached over 20 lakh workers in March 2020. No fresh application window is currently open.
What was Uttar Pradesh Shramik Bharan Poshan Yojana?
Uttar Pradesh Shramik Bharan Poshan Yojana, literally the workers' maintenance allowance scheme and often called the majdoor bharan poshan bhatta, was an emergency income support measure of the Labour Department, Government of Uttar Pradesh. The scheme paid a subsistence allowance of Rs 1,000 per month directly into the bank accounts of workers on the department's registers when daily wage work stopped during the COVID-19 lockdowns.
Chief Minister Yogi Adityanath launched the allowance at the very start of the first national lockdown in March 2020, releasing the first instalment of Rs 1,000 each to more than 20 lakh registered workers by direct benefit transfer. Coverage was subsequently widened beyond construction workers to other categories of daily-wage and unorganised workers carried on the Labour Department's rolls, and the allowance was repeated during the second wave in 2021 when restrictions returned.
The scheme's defining feature, and its defining limitation; was that it required no application at all. There was no form, no portal window and no sanction letter. The Labour Department simply paid every worker whose registration and bank details were already on its system. That made disbursal extraordinarily fast in a crisis, and it also meant that the large number of genuinely poor workers who had never registered received nothing.
Is the scheme still open?
No fresh application window is currently open. Shramik Bharan Poshan Yojana was framed as a relief response to the pandemic rather than as a standing entitlement, and it has not been reopened as a continuing scheme since the lockdown-period payments concluded. Pages that continue to advertise a "Shramik Bharan Poshan Yojana application form" or an "online apply" link are almost always aggregator sites recycling 2020 content, and some ask for a fee for a form that does not exist.
The honest position for a worker reading this in 2026 is that the useful action is not to chase this allowance, but to make sure the registration that the allowance was paid against is in place and current, because that same registration is what every other Labour Department benefit runs on.
Who was eligible, and who was not?
A worker was eligible if:
- They were registered with the Uttar Pradesh Labour Department, most commonly as a construction worker holding a labour card issued by the Uttar Pradesh Building and Other Construction Workers Welfare Board.
- Their registration was live, not lapsed for non-renewal.
- They held a bank account seeded with Aadhaar, since payment was made only by direct benefit transfer.
- They fell in the daily-wage and unorganised worker categories the Labour Department covered — construction labour, rickshaw pullers, cart and thela vendors, street traders, and similar occupations on the department's registers.
A worker was not eligible if:
- They were not registered with the Uttar Pradesh Labour Department. This was the single largest exclusion, and no amount of documentation after the fact could bring an unregistered worker onto the payment list.
- They were salaried or in government employment, since the allowance was aimed at those whose income stopped when daily work stopped.
- They were registered in another state's labour welfare board.
- Their registration had lapsed because the annual contribution or renewal had not been paid.
How was the money paid?
Payment was made by direct benefit transfer into the worker's own bank account, in instalments of Rs 1,000, released as the state government notified each round. No cash was distributed at labour chowks, block offices or construction sites, and no intermediary was involved between the department and the worker's account.
Because payment was automatic, the reasons a registered worker missed out were almost always mechanical rather than about eligibility:
- The bank account was not seeded with Aadhaar, so the transfer failed.
- The account had gone dormant from long non-use.
- Bank details on the registration were wrong. A mistyped account number or IFSC code entered years earlier at the time of registration.
- The labour card had lapsed and had not been renewed.
- The worker's name in bank records differed from the name on the labour registration.
How to apply for the benefits that are open to a UP construction worker now
The lasting lesson of Shramik Bharan Poshan Yojana is that registration is the gate. The Uttar Pradesh Building and Other Construction Workers Welfare Board maintains its portal at upbocw.in, where a construction worker can register, renew a lapsed registration, update bank details and apply for the Board's standing welfare schemes.
Registration with the Board is open to a construction worker aged 18 to 60 who has worked at least 90 days in the preceding twelve months on construction work, and it is the basis for a set of benefits that continue regardless of any pandemic-era allowance:
- Register or renew at upbocw.in, or at your district Labour Office or a Common Service Centre, with your Aadhaar, a 90-day work certificate from the employer or contractor, and your bank passbook.
- Seed your bank account with Aadhaar at your bank branch. Every Labour Department payment is a direct benefit transfer, and an unseeded account is the commonest reason money does not arrive.
- Keep the registration live by paying the annual contribution on time. A lapsed card is treated as no card at all when a benefit is disbursed.
- Apply for the Board's individual schemes as they become relevant: maternity benefit, children's education assistance, medical assistance, marriage assistance for a worker's daughter, disability and death benefit.
A worker outside the construction trade should also register on the central e-Shram database for unorganised workers, which is a separate system from the state Labour Department register and is frequently confused with it online.
Where to raise a grievance
Grievances against the Uttar Pradesh Labour Department, including a failed or missing benefit payment or a stalled registration, are registered on Jansunwai, the state's integrated grievance redressal portal at jansunwai.up.nic.in. The complaint generates a reference number that can be tracked online. The District Labour Office in each district headquarters handles registration, renewal and scheme applications in person, and the Assistant Labour Commissioner is the escalation point above it.
Registration with the Board and application for its schemes are free. Any agent demanding money to "get you the Rs 1,000 bharan poshan bhatta" is offering something that has no current application route.
How to check your application status
There is no Shramik Bharan Poshan Yojana application to track: the allowance was paid automatically against an existing Labour Department registration, and no portal ever carried a status field for it. What a worker in 2026 can and should track is the status of the underlying Building and Other Construction Workers Welfare Board registration that any future benefit, including this kind of allowance if it is ever reopened, will run on.
- Go to upbocw.in and use the worker login or the "check status" option on the home page.
- Enter the registration number or application number issued at the time of registration or renewal, along with the registered Aadhaar number, to see whether the record shows as pending, approved, or rejected.
- If the registration number has been lost, the district Labour Office can look it up against the worker's Aadhaar and name.
- A worker who applied offline at a Common Service Centre or the district Labour Office can also ask the same office for the status in person, since not every CSC entry is reflected online immediately.
- For a payment that was expected but never arrived under an earlier round of the allowance, the correct channel is not a status portal but a written or online complaint to the district Labour Office, since there is no transaction-level tracking for a payment that had no application in the first place.
Common reasons for rejection
Because Shramik Bharan Poshan Yojana itself had no application to reject, the rejections that actually matter to a UP worker today are the ones that keep them off the BOCW Board register, since a rejected or lapsed registration is what blocks every welfare payment the Board makes, this allowance included when such support returns.
- Work days not established. The Board requires at least 90 days of construction work in the preceding twelve months, and a registration is rejected when the employer or contractor certificate does not support this, or when no certificate is submitted at all. The fix is to obtain a proper work certificate from the contractor or site supervisor before applying, not after a rejection.
- Aadhaar details do not match bank or registration records. A mismatch between the name or date of birth on Aadhaar and on the bank passbook is a common ground for rejection or for a payment failure once registered. Correcting the mismatched record, usually the bank KYC, before reapplying resolves this.
- Age outside the 18 to 60 band. Applications from workers younger or older than the eligible range are rejected outright; there is no discretion at the district office level to relax this.
- Duplicate or overlapping registration. A worker already registered in another district, or already carrying an active registration under a slightly different name spelling, is often rejected as a duplicate. Getting the earlier registration updated or transferred, rather than filing a fresh one, is the correct route.
- Incomplete or illegible documents at a Common Service Centre. A blurred Aadhaar copy, an unsigned work certificate, or a passbook photo that does not show the account number clearly are routine, avoidable rejection reasons at the data-entry stage.
- Non-renewal treated as lapse, not rejection. A registration that was never rejected but simply not renewed each year will show as inactive rather than approved, and needs a renewal application rather than an appeal.
A rejected application can be corrected and resubmitted at the same district Labour Office or Common Service Centre; there is no separate appellate fee, and any request for payment to "clear" a rejection should be treated as a scam.

Frequently asked questions
Is UP Shramik Bharan Poshan Yojana still running?
No fresh application window is open. Shramik Bharan Poshan Yojana was a COVID-19 relief measure under which the Uttar Pradesh government paid a Rs 1,000 monthly allowance to registered workers during the 2020 and 2021 lockdown periods, and it has not been reopened as a standing scheme.
How much was paid under Shramik Bharan Poshan Yojana?
Rs 1,000 per month was paid to each eligible registered worker. The Chief Minister released the first instalment of Rs 1,000 to more than 20 lakh workers in March 2020, at the start of the first national lockdown.
Who received the Shramik Bharan Poshan allowance?
Workers already registered with the Uttar Pradesh Labour Department received it — construction workers registered with the Building and Other Construction Workers Welfare Board, along with daily-wage and unorganised workers such as rickshaw pullers, cart vendors and street traders on the department's rolls.
Did anyone have to apply for the allowance?
No separate application form was required. The Labour Department paid the allowance directly into the bank accounts of workers already on its registers, which is exactly why unregistered workers were left out.
Who was not eligible for the allowance?
Workers not registered with the Uttar Pradesh Labour Department were not eligible, and neither were salaried employees, government staff, or workers registered in another state. Registration was the single condition that decided who was paid.
What should a construction worker in UP do now instead?
Register or renew registration with the Uttar Pradesh Building and Other Construction Workers Welfare Board at upbocw.in. The Board runs standing welfare schemes for registered workers covering maternity, education, medical care, marriage assistance and death benefit, which continue independently of the COVID-era allowance.
Why did some registered workers not receive the Rs 1,000?
The usual reasons were a bank account not seeded with Aadhaar, an account that had gone dormant, a lapsed labour registration that had not been renewed, or bank details recorded incorrectly at the time of registration.
Is Shramik Bharan Poshan Yojana the same as the e-Shram card payment?
No. Shramik Bharan Poshan Yojana was a state allowance paid by the Uttar Pradesh Labour Department from 2020, while the e-Shram card is a central registration database for unorganised workers. The two are often confused online because both involved unorganised workers and Rs 1,000 figures.
