Swanath Scholarship Scheme
Uttarakhand state government scheme
Swanath Scholarship Scheme gives Rs 50,000 per year to Uttarakhand diploma and degree students in technical education who are orphans, who lost a parent to COVID-19, or who are dependents of martyrs of the armed forces and central armed police forces. Family income must be under Rs 8,00,000 a year. Apply online on the National Scholarship Portal.
What is the Swanath Scholarship Scheme?
Swanath Scholarship Scheme is a scholarship for technical education students, implemented in Uttarakhand by the Directorate of Technical Education, Government of Uttarakhand, and administered through the All India Council for Technical Education (AICTE). The name; swanath, meaning one who is one's own guardian; points at exactly who the scheme is for: students who have lost the parent who would otherwise have supported their education.
According to the Uttarakhand Directorate of Technical Education, Swanath Scholarship Scheme provides financial support to diploma and degree-level students who are orphans, whose parents or either parent died due to COVID-19, or who are dependents of martyrs of the military or central armed forces. Eligible students receive Rs 50,000 per annum, and the Directorate notes that additional assistance is available for disabled students to cover study expenses.
The scheme is one of the AICTE-administered scholarships that Uttarakhand's Directorate of Technical Education routes for its polytechnic and engineering students, alongside the Pragati and Saksham scholarships. That has a practical consequence for applicants: the eligibility and the money are settled by AICTE rules, but the verification chain runs through your own institute and the state, so both ends matter.
Key features
- Implemented by the Directorate of Technical Education, Uttarakhand; administered by AICTE.
- Rs 50,000 per annum for an eligible diploma or degree student.
- Covers three categories: orphans, COVID-19 parental loss, and dependents of martyrs.
- Family income ceiling of Rs 8,00,000 a year.
- Applications made online on the National Scholarship Portal, between September and December.
- Awarded on merit after a three-stage verification.
Who is eligible for the Swanath Scholarship?
You can apply if:
- You are a student currently enrolled in a diploma or degree programme in technical education. The Directorate of Technical Education describes the intake as students in the first or second year of an engineering diploma or degree, including lateral entry, studying at a polytechnic or technical institute.
- You are a resident of Uttarakhand.
- You fall into at least one of three categories:
- you are an orphan;
- you lost one or both parents due to COVID-19; or
- you are a dependent of a martyr of the military or the central armed forces.
- Your annual family income does not exceed Rs 8,00,000, evidenced by an income certificate.
- You can produce the death certificate of the parent or parents, which is a named requirement for this scheme.
You cannot apply / are not eligible if:
- Your family income is above Rs 8,00,000 a year. This is a hard ceiling and the income certificate is checked against it.
- You do not fall into any of the three covered categories. Financial hardship on its own, without orphanhood, a COVID-19 parental death or martyr dependency, does not qualify under this scheme, a different scholarship may.
- You are not enrolled in a diploma or degree technical programme. General degree students outside technical education are not covered by this AICTE scheme.
- You cannot produce a death certificate where the eligibility rests on a parent's death.
- You apply outside the September-to-December window, since the National Scholarship Portal closes the scheme for that year.
- You apply directly to AICTE or to the Directorate without going through your institute. The application must originate from the institute where you are enrolled and be verified by its principal.
What documents are required for the Swanath Scholarship?
| Document | Mandatory | Notes |
|---|---|---|
| High School mark sheet and certificate | Yes | Class 10 result |
| Intermediate mark sheet and certificate | Yes | Class 12 result |
| Income certificate | Yes | Must show family annual income below Rs 8,00,000 |
| Death certificate of parent(s) | Yes | Named specifically as a requirement for this scheme |
| Institute enrolment proof | Yes | The application is filed through your institute |

Get the income certificate and the death certificate in hand before the window opens in September. These two are the papers that most often arrive too late, because both are issued by revenue or municipal authorities on their own timelines.
How to apply for the Swanath Scholarship Scheme
- Wait for the AICTE application window. Applications under the AICTE schemes are invited through the National Scholarship Portal (scholarships.gov.in) between September and December each year.
- Register on the National Scholarship Portal and complete the one-time registration with your Aadhaar and bank details.
- Apply through the institute where you are enrolled. Students must file the application against their own institute; the polytechnic or engineering college is the entry point, not a state office.
- Upload your documents — High School and Intermediate mark sheets and certificates, the income certificate, and the death certificate of the parent or parents.
- Submit the application before the portal closes, and save the application ID.
- Get the principal's verification. The application is verified first by the principal of your institute.
- State Level Officer verification follows. The State Level Officer (SLO) for Uttarakhand checks the verified application.
- The application is forwarded to AICTE, New Delhi, which awards the scholarship on merit.
How much is paid, and how do I check my status?
Swanath Scholarship Scheme pays Rs 50,000 per annum to a selected student. The Uttarakhand Directorate of Technical Education adds that additional assistance is available for disabled students to cover study expenses, on top of the base amount.
Status is tracked on the National Scholarship Portal using your application ID: the portal shows where the file sits, with the institute, with the State Level Officer, or with AICTE. Because the chain has three verification stages, a "pending" status usually means a verification stage has not been actioned rather than that the application was rejected. The fastest fix is to go back to your institute's scholarship coordinator and ask which stage is holding, since the institute can see and act on the first stage and can escalate to the SLO for the second.
Why Swanath Scholarship applications get rejected
- Income certificate above Rs 8,00,000, or an income certificate that is out of date for the assessment year.
- Death certificate not uploaded, which is fatal for a scheme built on parental loss.
- Category not established. The documents do not clearly show orphanhood, a COVID-19 death, or dependency on a martyr.
- Institute did not verify in time, so the application never reached the State Level Officer before the portal's verification deadline.
- Applied outside the September-to-December window.
- Mismatch between Aadhaar, the bank account and the mark sheet name, which stops the transfer even after an award.
- Not enrolled in a diploma or degree technical programme at the time of application.
The single most preventable of these is the verification timeout. Submit early in the window, then follow up with your institute's scholarship coordinator in writing so that the principal's verification is completed well before the National Scholarship Portal closes its institute-verification stage.
Where do I raise a query or a grievance?
- Your institute's scholarship coordinator or principal, the first stage of verification and the fastest place to fix a document problem.
- Directorate of Technical Education, Government of Uttarakhand, whose scheme page for Swanath Scholarship is at dte.uk.gov.in. The State Level Officer for the scheme sits in this chain and handles state-stage verification.
- National Scholarship Portal grievance module, for portal and application-ID problems.
- AICTE, New Delhi, which administers the scheme and takes the award decision.
Swanath Scholarship registration on the National Scholarship Portal is free. No agent can charge you to "get the scholarship sanctioned", and no official will ask for your portal password or OTP.
