What was Prachesta?

Prachesta; sometimes written Prachesta Prakalpa; was an emergency COVID-19 relief measure of the Labour Department, Government of West Bengal. Prachesta paid a one-time ex-gratia grant of Rs 5,000 to families whose sole earning member lost work when the nationwide lockdown of March 2020 shut down daily-wage employment across the state.

Prachesta belonged to a specific and now-closed moment. West Bengal's existing welfare machinery in early 2020 reached ration cardholders, pensioners and registered workers, but it had no instrument that could put cash quickly into the hands of the very large informal workforce, construction labourers, rickshaw pullers, domestic workers, roadside vendors, load carriers, whose income stopped overnight and who were registered nowhere. Prachesta was built to fill exactly that gap, and it was deliberately built to be simple: one application, one verification, one payment.

Prachesta is closed. The scheme accepted applications only between 15 April 2020 and 15 May 2020, and the Government of West Bengal has not announced a reopening. Anyone being told today that they can still "apply for Prachesta"; in particular by anyone asking for a fee, is being misled.

Who was eligible for Prachesta?

A person could apply if:

  • He or she was a resident of West Bengal.
  • He or she had lost employment or livelihood because of the COVID-19 lockdown, and this loss could be attested to on verification.
  • He or she was the sole breadwinner of the family, the only earning member.
  • The family had no alternative source of income.
  • The applicant was not receiving any other state social security benefit, such as a state pension or an existing worker welfare payment.
  • The District Magistrate confirmed the loss of livelihood and the family's state of extreme distress, which was the decisive step in selection.

A person could not apply, or was not eligible, if:

  • The family had another earning member, since the scheme was restricted to households whose only earner had lost work.
  • Another member of the same family had already applied or received the grant. Only one person per family was eligible.
  • The applicant was already drawing another state social scheme benefit.
  • The applicant was not a resident of West Bengal, or applied in a district where he or she did not reside.
  • The application was submitted as part of a bulk or group submission. The scheme required each applicant to apply individually; lists filed by unions, contractors or intermediaries on behalf of many workers were not accepted. This condition was included specifically to stop the grant being captured and distributed by middlemen.

How did people apply for Prachesta?

Prachesta ran entirely offline, through the district administration:

  1. The applicant completed the prescribed application form individually — not through a contractor, union or agent, with personal details, occupation, the nature of the livelihood lost, and bank account details.
  2. The applicant submitted it to the District Magistrate of the district of residence. Applicants within Kolkata submitted instead to the Commissioner of the Kolkata Municipal Corporation.
  3. The application was verified in the field, by the Block Development Officer in rural areas and by the Sub-Divisional Officer in urban areas: to confirm loss of livelihood, sole-breadwinner status and absence of any other income or benefit.
  4. Verified applications were digitised and forwarded to the Labour Department, which issued the sanction.
  5. The Rs 5,000 was transferred directly to the applicant's bank account.

The routing through the District Magistrate rather than through an online portal was itself a design choice for the moment: in April 2020 there was no realistic way for an unregistered daily-wage worker to reach a website, and the district machinery was the only apparatus that could both receive an application and vouch for the applicant's condition.

What did Prachesta pay, and how?

Item Detail
Amount Rs 5,000
Frequency One time only
Payment mode Direct transfer to the applicant's bank account
Per family One person only
Sanctioning authority Labour Department, Government of West Bengal
Verifying authority Block Development Officer (rural), Sub-Divisional Officer (urban)

There was no monthly component, no renewal and no second instalment. A family that received Rs 5,000 had received the whole benefit.

Why were Prachesta applications rejected?

The reasons that appeared repeatedly during the 2020 window were:

  • More than one earning member in the family, which defeated the sole-breadwinner condition.
  • A duplicate application from the same family, caught at digitisation.
  • Receipt of another state social security benefit, which the scheme excluded.
  • Submission through a bulk list rather than as an individual application.
  • No bank account, or a dormant account, so the transfer could not be made.
  • Verification failing to confirm loss of livelihood, particularly where the applicant's occupation had continued through the lockdown as an essential service.

What should a distressed worker in West Bengal do now?

Because Prachesta is closed, the useful question is what an unorganised-sector worker in West Bengal can turn to today. The honest answer is that no successor scheme carries the Prachesta name, and the relevant routes are the state's standing programmes rather than a replacement emergency grant:

  • Registration as an unorganised worker with the Labour Department, Government of West Bengal, which is the gateway to the state's worker social security benefits. Start at your Block Development Officer's office or at a Duare Sarkar camp.
  • Khadya Sathi, the state's food security scheme, for subsidised foodgrain through a digital ration card.
  • State old-age, widow and disability pensions, where the household has a member who qualifies.
  • Duare Sarkar camps, which bring the application counters for most state schemes to the Panchayat or ward, and are the single most efficient place for a worker to find out what he or she currently qualifies for.

Where do I get information about Prachesta records?

For a query about a Prachesta application filed in 2020, a payment that never arrived, or a record needed for another purpose. The route is:

  1. The office of the District Magistrate of the district where the application was filed, or the Commissioner, Kolkata Municipal Corporation for Kolkata applications.
  2. The Block Development Officer or Sub-Divisional Officer who carried out the original verification.
  3. The Labour Department, Government of West Bengal, which issued the sanctions and holds the payment records.

Prachesta never charged an application fee. Since the scheme is closed, any demand for money in exchange for a Prachesta payment or registration today is fraudulent and should be reported to the local police and the District Magistrate.

A note on sourcing. Prachesta was a short emergency measure notified for a one-month window in 2020 and was not developed into a continuing programme, so the published material on it is limited to the original government order and its reporting. The figures and conditions above, Rs 5,000, one person per family, 15 April to 15 May 2020, District Magistrate route, Labour Department sanction: are what the government order establishes. No later revision, extension or reopening has been traced.

Documents required

Application in the prescribed form
Had to be submitted individually by the applicant — bulk or group submissions on behalf of many workers were not accepted.
Proof of West Bengal residence
Voter card, ration card or Aadhaar establishing that the applicant was a resident of the district applied in.
Identity proof
Aadhaar card of the applicant, who had to be the sole earning member of the family.
Bank account passbook
The Rs 5,000 was paid by direct bank transfer, so an active account in the applicant's own name was required.
Self-declaration of loss of livelihood
Declaring loss of work due to the COVID-19 lockdown, absence of any alternative income, and non-receipt of any other state social security benefit.

Frequently asked questions

Which department ran Prachesta?

The Labour Department, Government of West Bengal, ran Prachesta, with applications received and verified by the District Magistrates and, in Kolkata, by the Commissioner of the Kolkata Municipal Corporation.

Who was eligible for Prachesta?

A resident of West Bengal who was the sole earning member of the family, had lost his or her livelihood because of the COVID-19 lockdown, had no alternative source of income, and was not receiving any other state social security benefit.

No. Only one person per family was eligible, and the applicant had to be the family's sole breadwinner.

How were Prachesta applications verified?

Block Development Officers verified applications in rural areas and Sub-Divisional Officers in urban areas, after which the details were digitised and forwarded to the Labour Department for sanction and payment into the applicant's bank account.

What can a daily-wage worker in West Bengal apply for now instead?

Because Prachesta was a closed emergency scheme, an unorganised-sector worker in West Bengal today should look at the state's ongoing social security registration for unorganised workers under the Labour Department, along with Khadya Sathi for subsidised foodgrain and the state's health and pension schemes.
