Snehalaya (Snehalaya Prakalpa)
West Bengal state government scheme
Snehalaya is a West Bengal Housing Department scheme that gives a one-time grant of Rs 1,20,000 in plain areas and Rs 1,30,000 in hill and Sundarban areas to build a pucca house of at least 25 square metres. Snehalaya was notified on 18 March 2020 for families with no pucca house and not covered by any other housing scheme.
What is Snehalaya?
Snehalaya, sometimes written as Snehaloy or Snehalaya Prakalpa, is a housing scheme of the Housing Department, Government of West Bengal. Snehalaya provides a one-time financial grant to a poor family that owns a piece of land but has no pucca house, so that the family can build one. The scheme was notified by the Housing Department on 18 March 2020 under memorandum number 118-H1/1B-01/2020, following the Chief Minister's announcement earlier that month.
The stated objective in the notification is direct: to provide a pucca dwelling unit to people not owning a pucca house in their own name or in the name of any family member in West Bengal. The scheme was aimed squarely at the gap left by the existing housing programmes: households that are genuinely poor and genuinely without a pucca roof, but that for one reason or another did not make it onto the beneficiary list of Banglar Awas Yojana or the Pradhan Mantri Awas Yojana.
The Bengali name is worth noting for anyone searching: sneha means affection and alaya means dwelling, so "Snehalaya" reads as a home given with care. That name is also used elsewhere in India for shelter homes, which causes recurring confusion. In West Bengal, Snehalaya is a Housing Department construction grant, not a shelter home.
How much does Snehalaya pay?
Snehalaya pays a one-time construction assistance, not a monthly benefit and not a loan:
| Location | Assistance per dwelling unit |
|---|---|
| Plain areas | Rs 1,20,000 |
| Hill areas and Sundarban areas | Rs 1,30,000 |
The higher rate for hill and Sundarban areas reflects the higher cost of carrying construction material into those terrains.
How the money reaches you
- Funds are released through the District Magistrate.
- Payment is made by direct bank transfer into the beneficiary's account.
- The grant is paid in two instalments.
- The second instalment is conditional on submitting a utilisation certificate for the first and on evidence of construction progress.
The entire cost of the assistance is borne by the State Government. There is no central share and no contribution demanded from the beneficiary beyond completing the construction.
What must the house look like?
Snehalaya sets construction conditions, and they are conditions rather than advice:
- The dwelling unit must have a minimum plinth area of about 25 square metres.
- The unit must be a pucca structure.
- The unit must include a toilet.
A beneficiary who takes the first instalment and does not build to these specifications risks the second instalment being withheld and the amount being treated as recoverable.
Who is eligible for Snehalaya?
A family can be considered if:
- The family is resident in West Bengal.
- No pucca house is owned in the applicant's name or in the name of any family member anywhere in West Bengal.
- The family is homeless, or living in a kutcha, semi-pucca or dilapidated house.
- The family belongs to the economically weaker section and is poor and needy in the terms of the notification.
- The family has land to build on; own land, patta land, or land over which it holds documented legal rights.
- The family has an active bank account to receive direct bank transfer.
A family is not eligible if:
- It already owns a pucca house in West Bengal, in any member's name. This is the primary disqualifier and it is verified at block level.
- It has already been covered by an existing housing scheme: Banglar Awas Yojana, Pradhan Mantri Awas Yojana (Gramin or Urban) or a comparable programme. Snehalaya exists for those left out, not for a second grant.
- It has no land. Snehalaya funds construction only; it does not allot or purchase land, so a landless family cannot use it directly and must first obtain a patta.
- The applicant is not a resident of West Bengal.
Because the notification defines the target group in terms of not owning a pucca house and not being covered elsewhere, the eligibility check at block or municipality level focuses on exactly those two questions.
What documents are required for Snehalaya?

How to apply for Snehalaya
- Confirm with your Block Development Office or municipality whether Snehalaya applications are currently being accepted in your area. Snehalaya is administered district-wise through the District Magistrate, and the intake is not a permanently open online window.
- Collect and fill the application form at the Block Development Office, the Gram Panchayat office, or the municipality or ward office in an urban area.
- Attach the documents: land record or patta, Aadhaar, bank passbook, residence proof, and the declarations that you own no pucca house and have not been covered by another housing scheme.
- Submit the application and take a receipt. The receipt with a date and reference is what lets you follow up later.
- Cooperate with the field verification. Block staff or municipal staff visit the site to confirm the existing dwelling condition, the land and the family's non-coverage under other schemes.
- Wait for sanction and the first instalment, which is credited to your bank account through the District Magistrate's office once the list is approved.
- Build to specification and submit the utilisation certificate with evidence of progress, then receive the second instalment.
There is no fee at any stage. Applications are also frequently accepted at Duare Sarkar camps, where housing scheme applications are among the services offered: ask at your Gram Panchayat when the next camp is scheduled in your area.
How do you check the status of a Snehalaya application?
Snehalaya does not run a public self-service tracking portal of its own. Status is checked through the offices that handle the file:
- Block Development Office or the municipality — for whether your application was registered, verified and forwarded.
- District Magistrate's office, for sanction and fund release, since funds flow through the DM.
- Your bank account or passbook, for the actual instalment credit, since payment is by direct bank transfer.
Keep the application receipt number handy. Monitoring under the scheme is described as a three-tier arrangement at state, district and block levels, so a question that a Block office cannot answer can be pushed up to the district.
Common reasons a Snehalaya application is rejected
- A pucca house already exists in the name of the applicant or any family member. Field verification checks this.
- The family has already been assisted under Banglar Awas Yojana, PMAY or another housing scheme.
- No clear land title. Land that is disputed, or occupied without documented right, will not clear verification. Obtaining a patta first is the fix.
- Bank account problems, an inactive account, an account not in the beneficiary's name, or a wrong account number in the application. This stops payment even after sanction.
- Incomplete declarations, particularly the non-coverage declaration.
- Construction not to specification: plinth area below the minimum or no toilet, which stops the second instalment rather than the first.
Most rejections are correctable. Get the reason in writing from the Block office, fix the specific defect, and resubmit.
Where to complain about Snehalaya
Escalate in this order:
- Block Development Officer, or the Executive Officer of the municipality in an urban area.
- Sub-Divisional Officer and then the District Magistrate's office, which is the authority that releases the funds.
- Housing Department, Government of West Bengal, whose portal is wbhousing.gov.in, for unresolved cases.
- Duare Sarkar camps and the state grievance channel on wb.gov.in for general complaints about state schemes.
Snehalaya assistance is paid directly into your own bank account. No middleman can get your name on the list, and no fee, commission or "processing charge" is payable to anyone at any stage of the application.
A note on the name
Readers searching for "Snehalaya" in West Bengal often arrive expecting a shelter or rehabilitation home for destitute women and children, because the word is used that way in other states and by voluntary organisations. The West Bengal Snehalaya notified by the Housing Department in March 2020 is a housing construction grant to families with land but no pucca house. Shelter home and rehabilitation services for women and children in West Bengal are handled by the Department of Women and Child Development and Social Welfare under separate arrangements, and a family needing that support should approach the District Social Welfare Officer rather than applying under Snehalaya.

Who is Snehalaya meant for?

Does Snehalaya provide land as well as money?
No. Snehalaya assists construction only. The beneficiary must have their own land, patta land, or land over which they hold documented legal rights. A landless applicant cannot build under this scheme.
How big must the Snehalaya house be?
The dwelling unit must have a minimum plinth area of about 25 square metres and must include a toilet. These are conditions of the grant, not optional suggestions.
When was Snehalaya notified?
The West Bengal Housing Department notified Snehalaya on 18 March 2020 under memorandum number 118-H1/1B-01/2020, and the scheme was announced publicly earlier that month.

No. Snehalaya was designed for families left out of existing housing schemes. A family already assisted under Banglar Awas Yojana, Pradhan Mantri Awas Yojana or a comparable scheme is not eligible.
Is Snehalaya the same as a shelter home scheme for destitute women?
No. Snehalaya under the West Bengal Housing Department is a housing construction grant, not a shelter or rehabilitation home. Shelter homes for women and children come under the Women and Child Development and Social Welfare Department under separate arrangements.
