What the numbers show

Since 2018-19, PMEGP has offered a second loan to existing PMEGP, REGP and MUDRA units that want to expand or upgrade. The Ministry of MSME told the Lok Sabha on 8 February 2024 that 376 units got a second loan in 2023-24 up to 30 January 2024, with Rs 2,784.37 lakh in margin money subsidy and an estimated 3,008 jobs. That was the highest in the three years covered by the answer, even though the year was not yet over.

The trend over the years

The second loan is a small part of PMEGP. In 2021-22, 232 units got one, with Rs 2,085.34 lakh in subsidy. The number dipped to 209 units in 2022-23 before jumping to 376 in the first ten months of 2023-24. For comparison, the main PMEGP scheme assists tens of thousands of new units every year.

State differences

Uttar Pradesh led in 2023-24 with 42 units and Rs 372.16 lakh in subsidy. Tamil Nadu (32), Odisha (25), Gujarat (23) and Punjab (22) followed. Several small states and UTs, including Mizoram, Puducherry and Lakshadweep, recorded no second loans in any of the three years.

What the figures do not tell you

The employment numbers are estimates made at the time of sanction, not jobs counted later. The answer also does not show the total bank loan amount, only the subsidy, and it gives no figures for 2018-19 to 2020-21, when the second loan was first offered.

Where to check the numbers

The PMEGP e-portal at pmegp.msme.gov.in shows live progress for the whole scheme. Second-loan figures by state usually appear in answers to Parliament questions from the Ministry of MSME.
