How an ARHC unit reaches a tenant
What the numbers show
The Affordable Rental Housing Complexes (ARHC) scheme was launched in July 2020 to give urban migrants and the urban poor a rented home near their work. The Ministry of Housing and Urban Affairs told Parliament in December 2024 that 5,648 vacant government houses had been converted into rental units under Model 1, and 82,273 new units had been sanctioned under Model 2, of which 35,425 had completed construction.
Model 1: converting empty houses
Model 1 uses houses that were built under JNNURM and the Rajiv Awas Yojana but were lying vacant. Conversions are limited to a handful of cities. Chandigarh has the largest number at 2,195 houses, followed by three Gujarat cities: Ahmedabad (1,376), Rajkot (698) and Surat (393). Chittorgarh in Rajasthan, Jammu, and Lalkuan and Dehradun in Uttarakhand make up the rest.
Model 2: new rental housing by entities
Model 2 lets public and private entities build rental housing on their own land. Tamil Nadu dominates this model. The SIPCOT project in Chennai (18,720 units) and the SPR Construction project at Sriperumbudur (3,969 units) were fully built. Large projects at Sriperumbudur and Hosur, the latter by Tata Electronics for its workers, were partly complete. Projects in Telangana, Chhattisgarh, Assam, Uttar Pradesh, Andhra Pradesh and Gujarat had no completed units reported at that time.
What the figures do not tell you
These counts measure houses converted or built, not houses occupied. The December 2024 reply does not give an occupancy figure, and Parliament has raised questions about low allotment to migrant workers. The figures also do not show rent levels, which are fixed locally for each project.
What comes next
The ARHC scheme was tied to the PMAY-Urban mission period. From 1 September 2024, rental housing for the urban poor continues as the Affordable Rental Housing vertical of PMAY-U 2.0, which also has a conversion model and a new construction model.
