How an ATUFS subsidy claim moves

How an ATUFS subsidy claim moves How an ATUFS subsidy claim moves. How it works, based on the official scheme guidelines How an ATUFS subsidy claim moves 1 Buy benchmarked machinery The unit buys eligible machinery with a term loan from a lending bank. 2 Get a UID The unit applies on the iTUFS portal and gets a unique ID for the project. 3 Physical verification A joint inspection team checks that the machines are installed and working. 4 Subsidy released The capital investment subsidy is released through the lending bank to the unit. What the numbers show

The Amended Technology Upgradation Fund Scheme pays a one-time capital subsidy to textile units that buy benchmarked machinery. According to a Ministry of Textiles reply in the Rajya Sabha, released by PIB on 9 February 2024, Rs 1,416.50 crore of capital investment subsidy was released in 6,448 cases from 2020-21 to 2022-23. A further Rs 439.43 crore went to interest reimbursement and margin money subsidy owed under older versions of TUFS, so the total release in those three years was Rs 1,855.93 crore.

The trend since 2015-16

ATUFS took new applications from 13 January 2016 to 31 March 2022. Spending was highest in its first years. The yearly release, which includes old liabilities, was Rs 2,617.75 crore in 2016-17 and Rs 1,912.2 crore in 2017-18. It fell sharply to Rs 314.89 crore in 2019-20. The Ministry says that was the year the new ATUFS procedure was being put in place, while payments under the older schemes dropped. Releases have since recovered slowly, to Rs 674.40 crore in 2022-23.

Which segments benefit

Weaving and knitting units took the largest amount in 2022-23, Rs 335.40 crore, and the amount for this segment has risen every year since 2018-19. Stand-alone spinning, which was one of the biggest segments in 2015-16 with Rs 198.16 crore, received only Rs 18.31 crore in 2022-23. That reflects the ATUFS design, which gives a higher subsidy rate to garmenting and technical textiles and a lower one to other segments.

What the figures do not tell you

The year-wise totals mix two things: new ATUFS capital subsidy and money owed under earlier TUFS versions. The release in a year also depends on when machinery is inspected, not only on when it was bought, so a low year does not always mean fewer units invested. The figures are national totals; the reply gives a state breakdown only for Tamil Nadu.

Where to check for updates

The scheme is closed to new applicants, but the 2022-23 figures show subsidy still being paid to units that registered before March 2022.

The Ministry of Textiles publishes scheme progress in its annual reports and in replies to Parliament questions, which PIB releases. The iTUFS portal handles claims but does not publish a public dashboard of releases.
