Encumbrance Certificate in Andaman and Nicobar Islands (NGDRS and Dweep Bhoomi)
Andaman and Nicobar Islands state government scheme
An Encumbrance Certificate in the Andaman and Nicobar Islands comes from the Sub-Registrar under the National Generic Document Registration System, which the Department of Land Resources records as implemented in all sub-registrar offices of the UT, with the portal at onlineregistrationani.gov.in. Land records sit separately on Dweep Bhoomi, the Revenue Department application at dweepbhoomi.andamannicobar.gov.in.
What is an Encumbrance Certificate in the Andaman and Nicobar Islands?
An Encumbrance Certificate in the Andaman and Nicobar Islands is a record of every document registered against a property during a chosen period, produced by the Sub-Registrar of the district under the Registration Act, 1908. An encumbrance is a registered claim that limits an owner's freedom to sell clean, a bank mortgage, a court attachment, a registered lease, a gift, a partition, a release or an earlier sale.
The Andaman and Nicobar Administration runs registration on the National Generic Document Registration System (NGDRS). According to the Department of Land Resources, NGDRS has been implemented in all sub-registrar offices in the Andaman and Nicobar Islands, and the UT's NGDRS portal is onlineregistrationani.gov.in.
NGDRS is the relevant system for encumbrances because, in the Department of Land Resources' own description, it gives citizens "online entry of deed, online payment, online appointment, online admission, document search and certified copy generation", and includes an encumbrance certificate generation facility along with an online valuation module for stamp duty.
What is Dweep Bhoomi, and how is it different?
Dweep Bhoomi, at dweepbhoomi.andamannicobar.gov.in, is a separate web application. It is described by the Andaman and Nicobar Administration as an application devised by the Revenue Department for enabling online integration with the Registration and Survey departments, that is, the land records side, not the deed register.
On Dweep Bhoomi the Revenue Department offers:
- Online: mutation (updating ownership in the record), demarcation (marking boundaries), and diversion (changing land use).
- Offline: subdivision, mortgage entry, changes to nature of rights, ownership corrections, soil classification updates, land category and revenue corrections, record entry and digitisation.
The practical distinction for a buyer in Port Blair, Mayabunder or Car Nicobar is this: Dweep Bhoomi tells you what the revenue record says about the land; the Sub-Registrar's encumbrance search tells you what has been registered against it. A careful purchase needs both, and neither substitutes for the other. Dweep Bhoomi's support address is dweepbhoomi.helpdesk@gmail.com.
Who can apply for an encumbrance search in the Andaman and Nicobar Islands?
You can apply if:
- You are the owner of the plot, house or agricultural land.
- You are a prospective buyer doing due diligence before paying an advance.
- You are a bank or housing finance company verifying security for a loan.
- You are an advocate or document writer acting in the transaction.
- You are a legal heir establishing what a deceased relative owned and what charges sit on it.
- You are any member of the public. Registered documents are a public record under the Registration Act, 1908, and no owner's consent or reason is required.
You cannot apply if. The limits are about the property and the law, not the applicant:
- You cannot search without a survey, khasra or plot number with the village and tehsil. A house number or a locality name will not run the index.
- You cannot search the wrong district's office. South Andaman, North and Middle Andaman and Nicobar hold their registers separately, and an empty result from the wrong office means nothing.
- You cannot see unregistered dealings. An oral family arrangement, an unregistered agreement to sell, or a pending court case not registered against the property.
- A clean certificate does not make a restricted purchase lawful. Large parts of the islands are forest land, tribal reserve under the Andaman and Nicobar Islands (Protection of Aboriginal Tribes) Regulation, or government land where transfer is restricted or prohibited outright. That is a separate check with the Revenue Department and the Deputy Commissioner.

How to get an encumbrance certificate in the Andaman and Nicobar Islands online
- Open the UT's NGDRS portal at onlineregistrationani.gov.in, the registration system the Department of Land Resources records as live in all sub-registrar offices of the Andaman and Nicobar Islands.
- Create a citizen account with your mobile number, email and photo ID, and verify the OTP. The account is what lets you run a document search and buy a certified copy.
- Choose the document search or encumbrance certificate service from the citizen services menu.
- Select the district and Sub-Registrar Office — South Andaman, North and Middle Andaman, or Nicobar, with jurisdiction over the property.
- Enter the property details: village, tehsil, and the survey, khasra or plot number, together with the from-year and to-year of the search.
- Review the entries returned. Each row is a registered document with its number, year, the parties and the nature of the transaction. Note any mortgage that has no later cancellation or release entry against it.
- Pay the fee shown on the NGDRS payment screen and save the receipt. Do not pay any amount the portal does not display.
- Download the certificate from your account once it is generated, and keep the application number for follow-up.
How to apply at the Sub-Registrar Office offline
- Identify the Sub-Registrar Office with jurisdiction. In the Andaman and Nicobar Islands the offices sit under the district administrations of South Andaman (Port Blair), North and Middle Andaman (Mayabunder), and Nicobar (Car Nicobar).
- Submit a written application describing the property by survey or khasra number with village and tehsil, and stating the exact period to be searched.
- Pay the counter fee against a printed receipt and keep it, the file number on it is what any later enquiry runs on.
- Wait for the search. Years held only in physical registers are searched by hand, which is genuinely slower than the digitised search.
- Collect the certified certificate on the date given, or certified copies of the specific documents the search turned up.
Inter-island travel is the honest constraint here. A resident of Car Nicobar or Diglipur should exhaust the online route before planning a trip to a district headquarters, because ferry and flight schedules, not the office, will decide how long the errand takes.
How do I check the status of my application?
- Online: log in to your NGDRS account on onlineregistrationani.gov.in and open the application by its number.
- In person: at the Sub-Registrar Office counter, with your receipt.
- Land records queries: the Dweep Bhoomi helpdesk at dweepbhoomi.helpdesk@gmail.com, for mutation, demarcation and record-of-rights problems rather than encumbrance searches.
- Escalation: the Sub-Registrar, then the Deputy Commissioner of the district, then the Registration and Revenue departments of the Administration.
How long is the certificate valid?
An encumbrance certificate has no expiry date, but it is only true up to the last date it covers. A mortgage registered the day after the search period ends will not appear in it.
Banks and buyers' advocates in the islands therefore ask for a freshly run certificate, usually dated within days or weeks of the transaction, and prudent buyers run a second short search immediately before the sale deed is registered to catch anything filed in the gap. There is no renewal, you run the search again for the new period, which is a far smaller job than the original 30 years.
Why do encumbrance searches go wrong here?
- Wrong survey or khasra number, returning a different plot. A nil result on the wrong plot is the most dangerous outcome of all.
- Wrong district or Sub-Registrar Office selected.
- Village name spelt differently in the register from the deed, so the selection misses.
- Search period too short to catch a live older mortgage.
- Treating a nil certificate as clearance to buy land that is forest, tribal reserve or government land. Transfer restrictions are not encumbrances and do not show in this search.
- Checking the deed register but not Dweep Bhoomi, so a pending mutation or a disputed record of rights goes unnoticed.
- Ignoring an uncancelled mortgage. A loan repaid in real life but never released in the register still stands as a live charge.
What should you pay, and what should you refuse?
Apply directly on onlineregistrationani.gov.in or at the Sub-Registrar counter, and pay only the amount the NGDRS payment screen displays or the amount receipted at the counter. The Andaman and Nicobar Administration does not publish a fixed public EC fee schedule, which makes the rule simpler, not looser: if it is not on a government screen or a printed receipt, do not pay it.
Agents and document writers around the Sub-Registrar offices in Port Blair offer to "get the certificate fast". They are filling the same form in the same system. NGDRS has no paid priority queue, and no officer can create or delete an entry in the register on request. Never share your NGDRS password or your Aadhaar OTP, and never accept a certificate that did not come from the portal or the Sub-Registrar's counter.

Frequently asked questions
Which system issues the Encumbrance Certificate in the Andaman and Nicobar Islands?
The National Generic Document Registration System (NGDRS) is used, and the Department of Land Resources records NGDRS as implemented in all sub-registrar offices of the Andaman and Nicobar Islands. The UT's NGDRS portal is onlineregistrationani.gov.in, and NGDRS includes an encumbrance certificate generation facility along with document search and certified copy generation.
What is Dweep Bhoomi and is it the same as the EC portal?
No, Dweep Bhoomi is a separate web application built by the Department of Revenue of the Andaman and Nicobar Administration to integrate land records online with the Registration and Survey departments. Dweep Bhoomi handles mutation, demarcation and diversion online and several land-record corrections offline, while the encumbrance search sits with the Sub-Registrar under NGDRS.
Does the Andaman and Nicobar Islands issue the EC in Form 15 or Form 16?
No, Form 15 and Form 16 are the Tamil Nadu and Andhra Pradesh form numbers and the Andaman and Nicobar Administration does not publish its certificate under them. Under NGDRS the output is an encumbrance certificate listing the registered entries found against the property for the period, or recording that none were found.
What does an Encumbrance Certificate cost in the Andaman and Nicobar Islands?
The Andaman and Nicobar Administration does not publish a fixed EC fee on its public pages, so pay only the amount the NGDRS payment screen shows or the amount receipted at the Sub-Registrar counter. Refuse any charge that does not appear on a government screen or a printed receipt.
Do I need the owner's permission to apply?
No, registered documents are a public record under the Registration Act, 1908, and the Andaman and Nicobar Administration does not require the owner's consent or a stated reason for a document search. You only need the survey number, village and period.
Does a clean EC mean I can buy the land?
No, a nil encumbrance certificate only says nothing was registered against the property in the period searched. Large parts of the Andaman and Nicobar Islands are forest land, tribal reserve or government land where transfer is restricted or prohibited, and those restrictions are a separate question for the Revenue Department.
Where do I check land records rather than encumbrances?
Check the record of rights and mutation status on Dweep Bhoomi at dweepbhoomi.andamannicobar.gov.in, the Revenue Department application, whose helpdesk is dweepbhoomi.helpdesk@gmail.com. Land records and the encumbrance search are two different checks and a careful buyer does both.
How do I escalate if the certificate is not issued?
Start with the Sub-Registrar of the office holding the records, then the Deputy Commissioner of the district — South Andaman, North and Middle Andaman, or Nicobar — and then the Registration and Revenue departments of the Andaman and Nicobar Administration. Quote your NGDRS application number at every stage.
