Most DAY-NULM EST&P candidates are turned away for one of five reasons: the name is not on the Urban Local Body's urban-poor list, the address falls outside the municipal boundary, the person was trained under DAY-NULM or SJSRY in the last three years, no batch is running in the chosen trade that year, or Aadhaar is not seeded for biometric attendance. Reason 1: Not on the urban-poor list

The single most common ground is that the applicant cannot be verified as urban poor. The CMMU checks the BPL list, SECC data or the state's urban-poor list, and asks for a BPL card or an income certificate it accepts.

Fix: Get a fresh income certificate from your Tehsildar or SDM office, or ask the ULB how to be added to the urban-poor survey list. In several cities, Self-Help Groups and area-level federations can sponsor a household's inclusion. Carry any older BPL/ration document even if lapsed, it helps the case worker trace your record.

Reason 2: Address outside the municipal boundary

EST&P covers residents of statutory towns and municipal areas only. Peri-urban colonies and gram-panchayat addresses are routinely rejected, because a rural address routes you to DDU-GKY under the Ministry of Rural Development instead.

Fix: If you genuinely live inside the municipal limit but your proof shows an old village address, update your Aadhaar and ration card to the current municipal address before reapplying. If you truly live in a gram panchayat, apply to DDU-GKY rather than EST&P. The correct scheme for you.

Reason 3: Trained in the last three years

A candidate already trained under DAY-NULM or SJSRY within the last three years, for the same or a lower skill level, is barred from a repeat claim. Only advanced (higher-level) training is allowed within that window.

Fix: Wait out the three-year period, or apply specifically for a higher-level course in the same sector and make the "advanced training" case to the CMMU. Bring your earlier certificate so the officer can confirm the skill level.

Reason 4: No batch in your chosen trade

EST&P sectors, job roles and empanelled Skill Training Providers vary by city and by financial year. If no batch is running in the trade you want, your name simply cannot be enrolled that year, this is a capacity issue, not a personal disqualification.

Fix: Ask the CMMU for the current batch list and pick an available trade, or register your interest so you are called when the next relevant batch opens. Check whether a neighbouring ULB in the same district runs the trade.

Reason 5: Aadhaar not seeded

EST&P uses biometric attendance at the training centre. If your Aadhaar is not seeded correctly, or your fingerprints fail authentication, you can be dropped even after selection.

Fix: Update your biometrics at an Aadhaar Seva Kendra before the batch starts, and confirm your mobile number is linked to Aadhaar for OTP fallback.

How to raise a grievance

DAY-NULM does not publish a single national toll-free helpline for EST&P candidates. Escalate in this order:

1. City Mission Management Unit (CMMU) at your Municipal Corporation, Municipal Board or Town Committee — the first point of contact, headed by the Executive Officer or City Project Officer.
2. State Urban Livelihoods Mission, most states publish a State Mission Management Unit contact list on their own DAY-NULM website.
3. DAY-NULM Mission Directorate, Ministry of Housing and Urban Affairs, via the contact page on nulm.gov.in.
