How a DDRS grant reaches persons with disabilities
What the numbers show
DDRS, now called the Deendayal Divyangjan Rehabilitation Scheme, gives grants to NGOs that run special schools, early intervention centres, halfway homes and other rehabilitation projects. It also funds District Disability Rehabilitation Centres. In 2024-25 it spent Rs 139.86 crore and covered 34,898 beneficiaries, according to the DEPwD Annual Report 2025-26.
The trend over the years
The DEPwD Annual Report 2022-23 shows how the scheme shrank before it grew again. In 2018-19 it supported 543 NGOs and 41,803 beneficiaries. By 2021-22 that had fallen to 318 NGOs and 30,082 beneficiaries, even though spending stayed near Rs 100 crore. The revised scheme came into force from 1 April 2022 with fresh model projects, and further revised guidelines took effect on 1 October 2024. Spending then reached Rs 139.86 crore in 2024-25. For the calendar year 2025, the department reports Rs 143.64 crore spent on 34,082 beneficiaries.
State differences
Grants are concentrated in a few states with many established NGOs. In 2021-22 Andhra Pradesh received Rs 1,723.42 lakh, Telangana Rs 1,439.72 lakh and Odisha Rs 1,436.38 lakh. Manipur stands out among smaller states with Rs 691.62 lakh. Large states such as Bihar and Jharkhand received little or nothing, which reflects where eligible NGOs apply rather than where need is greatest.
What the figures do not tell you
Beneficiary counts are people served by funded projects in a year, so the same child in a special school is counted again the next year. Grants released in a year can include second instalments for projects sanctioned earlier. State figures show where NGOs are based, not where every beneficiary lives.
Where to check the numbers
