DAY-NRLM: Why SHG Members Get Excluded or Held Up and How to Fix It

Why DAY-NRLM membership or funding gets held up

DAY-NRLM problems are rarely a single "application rejected". The common ones are: your household was not recorded in the Participatory Identification of Poor (PIP), you live where the mission does not run (Delhi or Chandigarh, or an urban area), your group has not completed the savings/meeting discipline needed to qualify for funds, the SHG's bank linkage is stuck, or you expected an individual loan the scheme does not give. This article supports the Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM) guide, the Ministry of Rural Development's mission that organises rural poor women into self-help groups. As a one-line reminder, funds flow to the SHG and its federation, not to individuals.

DAY-NRLM has no individual online application, so there is no candidate rejection code. Exclusion happens at the community and block level. Below are the real blockers and their fixes.

Reason 1: Household not recorded in the PIP

Membership eligibility rests on your household being identified as poor through the community-run Participatory Identification of Poor (PIP) process, which also draws on SECC deprivation criteria. If your household was missed during PIP, you can be left out.

Fix: Ask the Community Resource Person (CRP) or the block DAY-NRLM unit whether a PIP exercise has been done in your habitation and how a missed household can be added. Take part in the next PIP so your household is recorded on the community-verified list.

Reason 2: You live where DAY-NRLM does not operate

DAY-NRLM runs in all states and UTs except Delhi and Chandigarh, and only in rural areas.

Fix: If you live in an urban area, the correct scheme is DAY-NULM, the National Urban Livelihoods Mission under the Ministry of Housing and Urban Affairs. If you are in Delhi or Chandigarh, DAY-NRLM is not available, check state-run livelihood programmes instead.

Reason 3: Group has not completed the qualifying discipline

The Revolving Fund, Community Investment Fund and bank linkage are released only after the SHG has built a track record of regular savings, weekly meetings and internal lending/repayment. A new or irregular group is not "rejected", it is simply not yet qualified.

Fix: Keep the group's discipline: fixed weekly savings, a set meeting day, honest minutes, and prompt internal repayment. After the qualifying period, apply through the Village Organisation for the Revolving Fund, then prepare a Micro Credit Plan for the CIF and bank loan.

Reason 4: Bank linkage stuck

SHG bank loans are collateral-free up to Rs 20 lakh with interest subvention taking eligible women's SHGs to an effective 7% on loans up to Rs 3 lakh. Linkage can stall on incomplete KYC, a missing SHG resolution, or Aadhaar seeding gaps.

Fix: Ensure every member's Aadhaar and KYC are complete, the SHG's joint account is opened with the group resolution and bye-laws on file, and the Bank Sakhi or block staff help submit the loan application. Ask the branch for the specific document it is waiting on.

Reason 5: You expected an individual loan or grant

A frequent misunderstanding: DAY-NRLM does not pay a personal loan or grant directly to an individual. Funds flow to the group and its federation.

Fix: Route your need through the SHG — internal lending, the Community Investment Fund via the Cluster Level Federation, or the SHG bank-linkage loan. For a personal enterprise, ask about SVEP (Start-up Village Entrepreneurship Programme) support through your group.

  1. Community Resource Person / Bank Sakhi in your village: first contact for group formation and linkage.
  2. Block DAY-NRLM unit and your Cluster Level Federation, for fund release and PIP inclusion.

  4. Official portal: aajeevika.gov.in, which carries state mission contacts and dashboards.

The no-fee safeguard

Group formation and capitalisation under DAY-NRLM are free. No facilitator, CRP or agent may charge you to join an SHG or to release the Revolving Fund, CIF or a bank loan. Report any payment demand to the block DAY-NRLM unit or the State Rural Livelihoods Mission.

Quick FAQ

Can men be excluded from DAY-NRLM SHGs? DAY-NRLM SHGs are formed of rural poor women; men's SHGs are not the mission's model, though men participate in producer collectives and DDU-GKY skilling.

My group is new: why no funds yet? The Revolving Fund and bank linkage come only after the qualifying period of regular savings, meetings and repayment. Keep the discipline and apply through your Village Organisation.
