What is the stage setting assistance scheme for commercial tiatr?

Financial Assistance to Commercial Tiatr Troupes/Directors/Producers for Stage Setting is scheme number 38 of the 41 schemes run by the Tiatr Academy of Goa (TAG), the autonomous body of the Government of Goa under the Department of Art and Culture. TAG explains its reasoning at the head of the rules: in order to encourage all-round development of tiatr in all aspects, TAG is of the opinion that encouragement should be given to commercial tiatr directors and producers to bring in development also in stage setting.

Stage setting is the most capital-intensive part of a commercial tiatr. A touring troupe in Goa performs the same production across village halls and institute stages through a season, and the set has to travel, assemble and disassemble repeatedly. The cost of building a good one falls entirely on the producer, and it is the item most often cut when budgets are tight. This scheme is TAG's targeted intervention on exactly that line item.

Note that this scheme is for the commercial tiatr stage. The professional circuit where troupes sell tickets: as distinct from TAG's schemes for non-commercial tiatr, khell-tiatr, children's tiatr and educational-institution tiatr, each of which has its own scheme number and rules.

Who is eligible for stage setting assistance, and who is not?

You can apply if:

  • You have been on the commercial tiatr stage for at least 5 years, and can produce proof of it with the application. Rule 4 makes this the central qualifying condition.
  • You are a commercial tiatr troupe, a director or a producer. Rule 11 refers more broadly to interested individuals, associations, dramatic troupes and educational institutions submitting the prescribed form.
  • You have a specific tiatr in mind, with a title, a script, a writer, a director and a planned first performance. The form asks for all of these.
  • You hold a PAN card and an Aadhaar card, self-attested copies of which are required under rule 12.

You are not eligible, or your claim will fail, if:

  • You have fewer than 5 years on the commercial tiatr stage, or cannot prove the 5 years.
  • You received this assistance within the last 5 years. Rule 6 bars a repeat claim for 5 years from the date of receiving the assistance.
  • You started building the set before getting TAG's written approval, contrary to rule 10.
  • You give the set on hire. Rule 8 prohibits it outright.
  • Your production carries adverse remarks against any individual, government or political party during the use of the set.
  • You do not display the TAG logo on the front visible frames of the stage set, as rule 7 requires.
  • You do not complete 15 performances of the tiatr named in the application, or cannot prove them.
  • You do not submit self-attested PAN and Aadhaar copies. Rule 12 states that TAG will not disburse any claims without them.

How to apply for stage setting assistance

  1. Watch for the announcement. Rule 1 says applications will be invited by announcing the scheme in the local dailies by way of advertisement, press release, internet and similar means. There is no rolling window.
  2. Download the prescribed form for scheme 38 from the Schemes of TAG page at tiatracademyofgoa.com.
  3. Assemble your proof of 5 years on the commercial tiatr stage. Old programmes, booking receipts, press notices and organiser certificates all serve. This must go in with the application, not later.
  4. Fill the form completely. It asks for the name of the troupe, director or producer; the registration number under the Societies Act; the address; contact number; PAN; Aadhaar; the title of the tiatr; the name, contact number, email and address of the writer or director; the name, address, contact number and email of the producer if different; the date, time and place of the first performance; and the structural details of the tiatr — the number of podd'ddes, the number of cantos and whether the comedy is related to the play.
  5. Enclose one typed copy of the script of the tiatr, as rule 11 requires.
  6. Sign the three declarations on the form, that the kantaram in the tiatr will consist of interactive duets, duos, trios, quartets or quintets besides solos and choral songs; that you have read the rules and shall abide by them; and that you agree you shall not be paid any amount if you fail to comply with any condition of the scheme.
  7. Submit the form, script, proof and self-attested PAN and Aadhaar copies to the Tiatr Academy of Goa, AS-1, 2nd Floor, Campal Trade Centre, Campal, Panaji, Goa 403001.
  8. Wait for written approval before starting work on the set. Rule 10 makes this explicit and it is the condition most often breached.

How does the selection and the payment work?

Selection. Rule 2 fixes the number at six commercial tiatr troupes, directors or producers per year. If more than six apply, rule 3 says the six will be decided by way of lots, and the remaining applicants are wait-listed and provided with the financial assistance in the following financial year. Being wait-listed is therefore a deferral rather than a rejection. Rule 5 adds that if any selected applicant withdraws, the next applicant on the list gets preference for allotment.

Payment. Rule 9 is unambiguous: payment shall be made only on completion of 15 performances of the tiatr mentioned in the application. Proof must be submitted with the claim, and the rule names the acceptable forms: booking receipts, tickets, advertisements, a certificate from the organisers, or similar.

This sequencing matters for cash flow. TAG's written approval comes first, the producer builds the set at their own cost, the tiatr runs 15 shows, and only then does the money arrive. A producer planning around this scheme should not treat the assistance as up-front working capital.

What conditions attach to the set itself?

Three conditions run with the set after it is built.

  1. The TAG logo must be displayed on the front visible frames of the stage set (rule 7). This is the visible acknowledgement TAG asks for in return.
  2. The set cannot be given on hire (rule 8). A producer cannot recover costs by renting the funded set to another troupe.
  3. No adverse remarks against any individual, government or political party during the use of the set (rule 8). This applies to the use of the set, which in practice means the performances staged on it.

What are the common reasons a claim is rejected?

  • Starting the set before written approval. Rule 10 makes prior written approval a precondition.
  • Fewer than 15 performances, or performances that cannot be proved with receipts, tickets, advertisements or an organiser's certificate.
  • Missing self-attested PAN or Aadhaar copies. Rule 12 stops disbursement outright.
  • No proof of 5 years on the commercial tiatr stage with the application.
  • A repeat claim within 5 years of an earlier award under the same scheme.
  • Hiring out the set, or no TAG logo on the front visible frames.
  • Not enclosing the typed script with the application form.
  • Applying outside the announced window. The scheme opens only when TAG advertises it.

The declaration on the form is worth reading twice: by signing it you agree that you shall not be paid any amount if you fail to comply with any of the conditions of the scheme. TAG also reserves the right, under rule 13, to make any changes in the rules, so work from the current PDF on the Schemes of TAG page.

Where do I raise a grievance about this scheme?

Contact the Tiatr Academy of Goa on 0832-2230738 (fax 0832-2230739) or by email at tiatracademy@gmail.com. The office is at AS-1, 2nd Floor, Campal Trade Centre, Campal, Panaji, Goa 403001.

Under the Right to Information Act, the Member Secretary of TAG is the Public Information Officer and the President of TAG is the First Appellate Authority, so a written RTI application about a pending approval, a stalled claim or a wait-list position goes first to the Member Secretary at that address. TAG's citizen's charter is published on its website and its department page is carried on the Directorate of Art and Culture site at artandculture.goa.gov.in.

How to check your application status

This scheme has no online tracking portal or application ID system. Since the Tiatr Academy of Goa (TAG) processes applications only during a scheme window it announces itself, checking status means following up directly with TAG at each stage of the process rather than logging into any website.

If you have applied and are waiting to hear whether you are among the 6 selected:

  1. Call the TAG office at 0832-2230738 and quote the title of your tiatr, the name of the troupe, director or producer on the form, and the date you submitted the application. Since there is no application number, these details are what TAG's office will use to locate your file.
  2. If the phone line does not resolve it, write to tiatracademy@gmail.com with the same details and ask for the status of your scheme 38 application.
  3. If more than 6 troupes applied in that cycle, ask specifically whether you were selected in the draw of lots or placed on the wait list for the next financial year. Rule 3 means a wait-listed applicant is not rejected, so this distinction matters before you assume the claim has failed.

If you have already received written approval and are running your 15 performances:

  • Keep your own running count of shows and the proof for each (tickets, booking receipts, advertisements or an organiser's certificate) rather than relying on TAG to track this for you. Since payment under rule 9 depends on proving 15 performances, the burden of the count sits with the applicant.
  • There is no interim status to check at this stage. TAG's role resumes only once you submit the claim with proof of the 15 shows.

If you have submitted your claim after 15 performances and are waiting for payment:

  • Contact the TAG office by phone or email as above, this time quoting the date the claim with performance proof was submitted, and ask when disbursement is expected.
  • If the claim has been pending an unreasonable time with no response, a written application under the Right to Information Act to the Member Secretary of TAG (the designated Public Information Officer) is the formal route to get a documented answer, with the President of TAG as the first appellate authority if that does not resolve it.

Since TAG is a small autonomous body running a scheme for only 6 beneficiaries a year, a phone call or an email to the Campal office is generally faster than a formal RTI application, and RTI is best kept as the fallback when informal follow-up goes unanswered.

Frequently asked questions

How much money does TAG give for stage setting?

Six commercial tiatr troupes, directors or producers are provided financial assistance as fixed by TAG. The scheme document does not publish a rupee figure, so the amount is set by the Academy — ask the TAG office for the current year's figure before you plan a set around it.

How many troupes get the assistance each year?

In all six. If more than six apply, the six are decided by drawing lots, and the remaining applicants are wait-listed and provided with the assistance in the following financial year rather than being rejected.

Who is eligible to apply?

An applicant must have been on the commercial tiatr stage for at least 5 years, and must produce proof of that with the application. The form is open to troupes, directors and producers, and rule 11 also refers to individuals, associations, dramatic troupes and educational institutions submitting the form.

When is the money actually paid?

Payment is made only on completion of 15 performances of the tiatr mentioned in the application. Proof of those performances — booking receipts, tickets, advertisements or a certificate from organisers — must be submitted with the claim under rule 9.

Can I start building the set as soon as I apply?

No. Rule 10 requires the applicant to commence work on the stage set only after getting written approval from TAG. Starting early puts the whole claim at risk.

Can I hire out the set afterwards?

No. Rule 8 says the set designed under this scheme will not be permitted to be given on hire. The same rule bars adverse remarks against any individual, government or political party during the use of the set.

Can I get the assistance again next year?

No. Rule 6 bars an applicant who has availed the benefit from availing it again for the next 5 years from the date of receiving the financial assistance.

Do I have to display the TAG logo?

Yes. Rule 7 requires the logo of the Tiatr Academy to be displayed on the front visible frames of the stage set. This is a condition of the assistance, not an option.
