What the numbers show

Grants under Article 275(1) are the oldest central funding route for Scheduled Tribe areas. The Centre pays the full cost of projects that states propose for education, health, drinking water, livelihoods and administration in tribal areas.

According to a Lok Sabha reply published by PIB on 24 July 2025, releases to states rose from Rs 79,969.55 lakh in 2020-21 to Rs 1,17,210 lakh in 2023-24, and stayed at about the same level, Rs 1,17,057 lakh, in 2024-25. The budget estimate for 2025-26 is higher at Rs 1,541.47 crore.

The longer trend

The Ministry's budget table, given in Lok Sabha on 7 August 2025, shows that spending under this head was Rs 2,662.53 crore in 2019-20 and then fell to Rs 800 crore in 2020-21, and has climbed back slowly since. Eklavya Model Residential Schools, which were first funded under Article 275(1), now have their own budget line in the same table, which rose from Rs 1,200 crore in 2020-21 to a budget estimate of Rs 7,088.60 crore in 2025-26.

State differences

Chhattisgarh received the largest amount in 2024-25 (Rs 14,506.46 lakh), followed by Telangana, Odisha and Arunachal Pradesh. Releases to a state can swing a lot from year to year. Andhra Pradesh got nothing in 2022-23 and 2023-24 but Rs 9,841.55 lakh in 2024-25, while Maharashtra has received nothing since 2020-21. Releases depend on each state's approved annual plan, and the Ministry adjusts any outstanding utilisation certificates against later releases.

What the figures do not tell you

Funds released are not the same as money spent on the ground. The same reply lists utilisation reported by states, which lags far behind for recent years because capital grant certificates fall due a year after the financial year closes. The tables also do not show which projects were funded. The 2024-25 figures were given before the year's accounts were final.

Where to check for updates
