Gujarat's Scheme for Assistance to MSMEs pays a capital investment subsidy of 25%, 20% or 10% of the term loan to a manufacturing MSME, capped at Rs 35 lakh, Rs 30 lakh or Rs 10 lakh by taluka category. Enterprises apply online on the Investor Facilitation Portal within one year of the first loan disbursement or the start of production.
What is Gujarat's MSME capital investment subsidy?
The Scheme for Assistance to Micro, Small and Medium Enterprises is one of the core schemes of the Industries and Mines Department, Government of Gujarat, notified under the Gujarat Industrial Policy 2020 with an operative period from 7 August 2020 to 6 August 2025. Its capital investment subsidy component for the manufacturing sector gives a new or expanding MSME a one-time subsidy calculated as a percentage of the term loan disbursed by a bank or financial institution.
According to the MSME Commissionerate, the quantum depends on where the project is located:

Additional assistance is available for projects crossing Rs 10 crore of fixed capital investment. Taluka classification is not decided under this scheme, it comes from a separate Government Resolution dated 2 November 2020 classifying Gujarat's talukas for incentive purposes, published on ic.gujarat.gov.in.
Two things about the design matter more than the headline rate. First, the subsidy is a percentage of the loan, not of the investment, so an enterprise that funds its machinery from own capital gets nothing under this component. Second, it is paid after production starts, so it is a reimbursement of project cost rather than seed money.
Who is eligible for the MSME capital investment subsidy?
An enterprise can apply if:
- It is registered as a manufacturing micro, small or medium enterprise with the District Industries Centre under the MSME Development Act, 2006.
- It has taken a term loan from a bank or financial institution, with the first disbursement falling on or after the scheme's start date.
- It commences commercial production during the operative period of the scheme.
- For an expansion or diversification project, it meets the investment tests: expansion requires a 50% increase in gross fixed capital investment at the same premises with 60% of the investment in plant and machinery, a 50% increase in capacity, and 75% capacity utilisation in any one of the three preceding financial years. Diversification requires a 50% increase in gross fixed capital investment for a medium enterprise and 25% for micro and small enterprises, again with 60% in plant and machinery.
- It employs at least 85% of its total workforce and 60% of supervisory and managerial staff from persons domiciled in Gujarat.
- It holds the required GPCB consents, and shop and establishment registration if located inside a municipal corporation area.
Who cannot apply or is not eligible:
- Service enterprises and traders are not eligible for this component. Service-sector MSMEs may claim interest subsidy instead.
- An enterprise whose term loan was sanctioned more than one year after commencement of production is not eligible for capital investment subsidy.
- An enterprise that files after the one-year application window is not entitled to the subsidy at all: unlike interest subsidy, where lateness only shortens the benefit.
- Individuals with no registered enterprise cannot apply. There is no personal payout under this scheme.
- Investment in land and land development, second-hand indigenous plant and machinery, mere modernisation, and the purchase of an existing building is not eligible. Only new construction counts on the building side.
- Margin money for working capital, preliminary and pre-operative expenses and interest during construction are excluded from eligible fixed capital investment.
- Enterprises above the medium threshold; investment in plant and machinery over Rs 50 crore under the Aatmanirbhar Gujarat definitions — fall outside the MSME scheme.
How to apply for the MSME capital investment subsidy
- Complete Udyam registration as a manufacturing enterprise and obtain the acknowledgement from the District Industries Centre.
- Sanction and draw the term loan from a bank or financial institution, and keep the sanction letter and the bank-certified statement showing the date of first disbursement.
- Register on the Investor Facilitation Portal at ifp.gujarat.gov.in, the online single window of the Industries and Mines Department, and open the Capital and Interest Subsidy application. The portal publishes a dedicated user manual for this application.
- File within one year of the first disbursement of the term loan, the date of commencement of commercial production, or the date of the Government Resolution, whichever is later.
- Upload the documents: Udyam registration, loan sanction letter, bank statement, CA certificate of fixed capital investment, first sale bill, GPCB consents, land possession papers and bank details.
- Submit the physical file at the District Industries Centre for projects below Rs 10 crore, or at the head office of the Industries Commissionerate for projects of Rs 10 crore and above, and collect the dated acknowledgement.
- Attend the verification. For MSME cases the General Manager of the District Industries Centre is the sanctioning authority; the office may inspect the unit before sanction.
Which scheme applies to a new enterprise now?
This is where most applicants go wrong. The 2020 MSME scheme was superseded for new cases by the Aatmanirbhar Gujarat Scheme for assistance to MSMEs, notified by Government Resolution No. MIS-102022-1271(1)-I(CH) dated 5 October 2022 and operative to 4 October 2027. The transition rules published with that resolution are specific:
- A project whose commercial production started before the date of the new Government Resolution stays under the previous MSME scheme or the previous capital subsidy scheme for large industries and thrust sectors, whether or not it had applied.
- An MSME that had not started production before the new GR and had already applied under the previous scheme could opt into the new scheme, and had to exercise that option within six months of the GR date.
- All new applications from MSMEs whose production started on or after the GR date are considered only under the Aatmanirbhar Gujarat scheme.
- Where an MSME opted into the new scheme, investment made during the previous scheme's operative period up to the GR date counts towards eligible fixed capital investment.
Under the Aatmanirbhar Gujarat scheme, capital investment subsidy is available only to micro enterprises in manufacturing, at the same 25% / 20% / 10% rates with ceilings of Rs 35 lakh, Rs 30 lakh and Rs 10 lakh. Small and medium enterprises there draw interest subsidy, net SGST reimbursement and EPF reimbursement instead. Under those definitions, an enterprise is micro up to Rs 1 crore of investment in plant and machinery, small above Rs 1 crore and up to Rs 10 crore, and medium above Rs 10 crore and up to Rs 50 crore.
How to check the status of a capital subsidy claim
Log in to ifp.gujarat.gov.in with the credentials used at application and open the incentive dashboard, which shows the stage of each file. Common reasons capital subsidy claims are rejected
- Late application beyond the one-year window, which is fatal for this component.
- Term loan sanctioned after production began by more than a year.
- Claiming ineligible assets, land, land development, second-hand indigenous machinery, an existing building, or working capital margin.
- Expansion tests not met: less than a 50% increase in gross fixed capital investment, or capacity utilisation below 75% in each of the preceding three years.
- GPCB consent missing or expired.
- Local employment below 85% of total workforce from persons domiciled in Gujarat.
- Annual information not filed with the District Industries Centre before the end of September, a common condition across Gujarat's MSME incentives.
- Total state plus central subsidy exceeding the loan disbursed, which is not permitted.

How much capital investment subsidy does a Gujarat MSME get?
A manufacturing MSME gets 25% of the term loan amount up to Rs 35 lakh in Category 1 talukas, 20% up to Rs 30 lakh in Category 2 talukas, and 10% up to Rs 10 lakh in Category 3 talukas and municipal corporation areas. Taluka classification is fixed by a separate Government Resolution.
By when must the application be filed?
Within one year of the first disbursement of the term loan, one year of the date of commencement of commercial production, or one year of the date of the Government Resolution, whichever is later. An application filed after that window is not entitled to capital subsidy.
Can a service business or a trader claim this subsidy?
No. This component is limited to the manufacturing sector. Service-sector MSMEs are covered by the interest subsidy component instead, and pure trading is not eligible under either.
Is the subsidy paid before or after production starts?
After. Capital investment subsidy is paid only after commencement of production, and an enterprise whose term loan was sanctioned more than one year after production began is not eligible at all.
What if the enterprise also has a central government capital subsidy?
Both can be taken, but the total capital subsidy from the state and the centre together cannot exceed the total loan amount disbursed by the bank or financial institution.
