What is the Subsidy for Battery Operated 2-Wheelers in Gujarat?

Subsidy for Battery Operated 2-Wheelers is a state scheme of the Climate Change Department, Government of Gujarat, implemented on the ground by the Gujarat Energy Development Agency (GEDA). The scheme reduces the purchase price of an electric two-wheeler for school and college students so that daily travel to school, tuition and college shifts away from petrol vehicles. Gujarat began the programme in 2015, initially in Gandhinagar, and later extended it to Ahmedabad, Vadodara, Surat and Rajkot before it was opened more widely. The scheme is a purchase subsidy, not a loan and not a free vehicle. The student buys a GEDA-empanelled electric two-wheeler and the state pays a fixed part of the price — currently up to Rs 12,000 per student, raised from the Rs 10,000 figure used in the earlier years of the scheme.

Who is eligible for the Gujarat electric two-wheeler student subsidy?

You can take the benefit if:

• You are a student in Gujarat studying in Class 9 or above, including Class 11, Class 12, diploma and college students.
• You are buying a battery-operated two-wheeler of a model empanelled with GEDA for the relevant year.
• You are buying from a GEDA-authorised manufacturer or dealer and can produce a proper tax invoice with chassis and motor numbers.
• Your family is resident in Gujarat and you have a bank account for DBT.

You cannot apply, or are not eligible, in these situations:

• You are not a student, or you are studying below Class 9.
• You want a high-speed model above 25 km/h but hold no driving licence — that combination is not allowed, though a low-speed model remains open to you.
• The model you have chosen is not on the GEDA empanelled list, or you bought it from a dealer outside the empanelled network.
• You have already received this subsidy once, or another member of the household is claiming for the same vehicle.
• The purchase was made before the year's applications opened, or after the year's target was exhausted.
• You are buying for commercial or fleet use rather than personal student travel.

Because the annual target is capped, an eligible application is not automatically a sanctioned one. Where applications exceed the target, selection has been made on academic merit, with preference to students from economically weaker families.

How to apply for the Gujarat battery operated 2-wheeler subsidy

1. Open geda.gujarat.gov.in and read the current-year notice for the battery operated two-wheeler scheme, including the model-wise maximum ex-showroom price list and the application form, which GEDA provides free of charge.
2. Pick a GEDA-empanelled model and a GEDA-authorised dealer near you. Confirm with the dealer that the model is listed for the running year, because an unlisted model cannot be regularised later.
3. Fill in the application form with your school or college details, and attach the bonafide certificate, Aadhaar, residence proof and bank passbook copy.
4. Submit the form through the dealer or as instructed in the year's notice. GEDA also runs an EV portal at gedaev.in for its electric vehicle programme.
5. Complete the purchase. Pay the balance amount after the subsidy where the dealer settles it, or pay the full price and wait for the DBT credit where the subsidy is transferred to you.
6. Collect the invoice, warranty card and battery warranty document and keep copies, because GEDA verification is done against these.

How do I check the status of my subsidy?

Gujarat has not published a public status-tracking page dedicated to this scheme. In practice students check status in two ways: through the dealer, who is part of the claim chain and receives the sanction lists, and directly with GEDA's head office, which can confirm whether an application has been received and sanctioned. Where the subsidy is paid by DBT, the credit appears in the bank account linked to the application, so the passbook entry is the final proof of payment.

Why applications get rejected

• Model not empanelled with GEDA for the year of purchase — the commonest reason, and one that no appeal can fix.
• Purchase from a dealer outside the authorised network.
• Bonafide certificate missing, or issued for a lapsed academic year.
• Bank account not in the student's name or not Aadhaar-seeded, so the DBT fails and the payment bounces back.
• The year's target already exhausted, in which case the application waits for the next financial year's allocation.
• Duplicate claim, where the same student or the same chassis number has already been subsidised.

If the rejection is documentary — a missing certificate, a wrong account number — resubmit the corrected papers through the dealer rather than filing a fresh application, which loses your place in the year's list.

What else should a buyer check before paying?

Battery quality decides whether the subsidy is worth taking. Under the related Gujarat electric two-wheeler scheme for workers, an eligible vehicle must carry a lithium-ion battery capable of at least 50 km on a single charge, be manufactured in India, and be recognised under the Motor Vehicles Act. Ask for the battery warranty in writing and check the charging time before you sign the invoice, because the state subsidy does not cover a battery replacement two years later.

Note also that Gujarat runs a separate electric two-wheeler scheme through the Gujarat Labour Welfare Board at gogreenglwb.gujarat.gov.in. That scheme is for registered construction workers (50% of ex-showroom price or Rs 30,000, whichever is less), industrial workers (30% or Rs 30,000, whichever is less) and ITI students (Rs 12,000), and it also reimburses RTO registration and road tax.
