How training at a Jan Shikshan Sansthan works
What the numbers show
Jan Shikshan Sansthans are NGO-run centres funded fully by the Centre that teach job skills to people with little or no formal schooling. The Ministry of Skill Development and Entrepreneurship says 36.52 lakh people have been trained since 2018, and 294 JSSs were functional in March 2026. Women make up more than 82 per cent of those trained.
The trend over the years
Training numbers rose from 1,67,283 in 2018-19 to a peak of 7,26,284 in 2022-23. They dipped in 2020-21, the first Covid year, and settled at about five lakh a year after the peak, with 5,07,337 trained in 2023-24 and 5,00,490 in 2024-25. The 2025-26 figure in the table covers only April to October 2025, so it should not be compared with full years.
Who is being trained
The scheme is aimed at women, Scheduled Castes, Scheduled Tribes, OBCs and minorities in rural areas and urban low-income areas. Between 2018 and October 2025, 26,98,123 women, 8,08,025 SC learners, 4,31,016 ST learners and 12,17,927 OBC learners were trained, according to the Lok Sabha reply of December 2025. These groups overlap, so the columns cannot be added up.
Money and spending
Each JSS gets a one-time grant of Rs 20 lakh when it is set up and Rs 50 lakh a year for running costs. The scheme's budget was Rs 235.1 crore in 2024-25, but only Rs 144.47 crore was used that year, a much lower share than the Rs 157.25 crore used out of Rs 163.33 crore in 2023-24.
What the figures do not tell you
The official tables count people trained and certified. They do not say how many went on to earn from the skill, though a 2025 evaluation by the Arun Jaitley National Institute of Financial Management reviewed outcomes. State figures are published separately on the Ministry's website and are not included here.
Where to check the numbers
The Ministry answers Parliament questions on JSS most sessions, and these are published through PIB. The Skill India Digital Hub lists every JSS with its address and courses.
