How a Jute Raw Material Bank works
What the numbers show
The Jute Raw Material Bank (JRMB) scheme is small but has grown. The Ministry of Textiles Annual Report 2024-25 gives five years of figures. Spending fell to Rs 27.72 lakh in 2020-21 and then rose every year to Rs 202.85 lakh in 2023-24. The number of collaborating units that run the banks went from 10 in 2019-20 to 30 in 2023-24. The same report says 30 JRMBs were operating in 10 states in 2024-25.
Why the scheme exists
Jute mills sell in large lots. A woman's self-help group making bags or a small unit making mats cannot buy that much at once and ends up paying traders more. A JRMB buys from the mills and sells small quantities at mill-gate price plus the actual cost of transport. The agency that runs the bank receives 30% of its sales value as support, capped at Rs 12 lakh a year.
How it fits with other jute schemes
From 2021-22 the scheme is part of the Jute Diversification Scheme under the National Jute Development Programme, an umbrella scheme of the National Jute Board with an outlay of Rs 485.58 crore for 2021-22 to 2025-26. The annual report describes the banks as a complement to the Board's training and skill programmes: they serve new self-help groups, artisans and entrepreneurs as well as existing ones.
What the figures do not tell you
The annual report gives spending and the number of agencies, not the quantity of raw material sold or the number of artisans who bought from the banks. It also does not list the states where banks operate. Spending figures are central support paid to agencies, not the total value of sales.
Where to check for updates
The Ministry of Textiles publishes an annual report each year on texmin.gov.in, with a section on the National Jute Board. Parliament answers on the jute sector, posted on sansad.in and summarised by PIB, sometimes give newer counts.
