What is the Jeevanam Self-Employment Scheme?

Jeevanam is a self-employment assistance scheme of the Department of Social Justice, Government of Kerala, run through the department's social defence and probation machinery. Jeevanam pays a one-time grant of Rs 20,000 to a person who was seriously injured in a crime, or to the dependent spouse or unmarried children of a crime victim, so that the household can start a small income-generating activity.

The department's reasoning is set out plainly on its scheme page: the "devastating impact of crime results in emotional, psychological, physical as well as financial consequences". A family that loses its earning member to a murder, or whose breadwinner is disabled by an assault, faces an income shock that no counselling can fix. Jeevanam is the department's answer to that financial half of the problem.

Jeevanam was first piloted in Pathanamthitta district in 2020 and was afterwards extended across Kerala. It now appears in the statewide scheme list of the Social Justice Department alongside the department's other social defence measures, Nervazhi for probation reform, Mithram for job-skill training of socially deviant persons, educational assistance for the children of victims of crime, and financial assistance for ex-convicts and probationers.

Key features

  • One-time grant of Rs 20,000, credited directly to a bank account.
  • Purpose-tied: the money is for starting a self-employment activity.
  • Income ceiling of Rs 1,00,000 annual family income.
  • Time limit of five years from the date of the crime.
  • Applications are handled by the District Probation Office, not by a panchayat or a village office.
  • The beneficiary signs an agreement on Rs 200 stamp paper.

Who is eligible for the Jeevanam scheme?

You can claim Jeevanam if:

  • You were seriously injured in a crime and are a resident of Kerala. The injury has to be documented in medical and police records; a minor or unverified injury will not carry the file.
  • You are the dependent spouse of a crime victim.
  • You are an unmarried child of a crime victim and dependent on the victim.
  • Your annual family income does not exceed Rs 1,00,000, certified by the Village Officer. Family income means the combined income of the household, not only the applicant's own earnings.
  • The application is filed within five years of the crime.
  • You are willing to execute an agreement on Rs 200 stamp paper affirming that these conditions are met.

You cannot apply if:

  • Your annual family income is above Rs 1,00,000. The ceiling is firm and is checked against the Village Officer's certificate.
  • More than five years have passed since the crime. Older incidents are not eligible, however severe.
  • You are a married child of the victim, or a relative outside the spouse and unmarried-children category, for example a sibling, parent or in-law who was not a dependent.
  • You are the dependent of a prisoner rather than of a crime victim. That is a different scheme; the Social Justice Department separately runs a self-employment scheme for dependents of prisoners and educational assistance for prisoners' children.
  • The injury cannot be evidenced by police and hospital records.
  • You are not resident in Kerala.

How much money does Jeevanam give, and what can it be used for?

Jeevanam gives Rs 20,000, once. There is no monthly component, no second instalment and no annual renewal.

The grant is described by the department as self-employment assistance, so the expected use is a small venture the household can actually run, a tailoring unit, a small shop, a food-preparation or catering activity, a two-wheeler-based delivery or vending service, poultry or goat rearing, or tools for a trade the applicant already knows. Rs 20,000 is deliberately a seed amount rather than a business loan; families often combine it with a Kudumbashree neighbourhood group loan or a bank credit line to reach a workable capital base.

Payment is made by direct transfer to the bank account submitted with the application. Give an active account in the applicant's own name, with the IFSC copied exactly from the passbook.

What documents does the Jeevanam application need?

The District Probation Office builds the file around three things: proof that a crime happened, proof of the applicant's connection to it, and proof of income.

  1. Completed application form, available in the Downloads section of sjd.kerala.gov.in or from the District Probation Office.
  2. Police records of the crime: FIR copy, and where available the charge sheet or court order, establishing the incident and its date.
  3. Medical records where the applicant is the injured victim โ€” discharge summary, treatment records, disability assessment if any.
  4. Death certificate of the victim, where the applicant is a dependent of a person who died.
  5. Relationship proof, marriage certificate for a spouse; birth certificate or a ration card entry for an unmarried child.
  6. Family income certificate from the Village Officer showing annual income of Rs 1,00,000 or less.
  7. Aadhaar card of the applicant.
  8. Bank passbook copy.
  9. Agreement on Rs 200 stamp paper, executed at the sanction stage.

How to apply for the Jeevanam Self-Employment Scheme

  1. Confirm the date of the crime from the FIR or the court record and check that it falls within the last five years. This is the first thing the Probation Office verifies.
  2. Obtain a family income certificate from the Village Officer of your local revenue village. Ask for it to state the annual family income figure explicitly, because the Rs 1,00,000 ceiling is checked against it.
  3. Collect the police and medical records. Get a certified FIR copy from the police station and the discharge summary or treatment records from the hospital that treated the injury.
  4. Download the Jeevanam application form from sjd.kerala.gov.in, where the Social Justice Department publishes scheme forms and the relevant Government Orders, or collect a printed form from the District Probation Office.
  5. Fill the form, attach self-attested copies of every document, and keep the originals with you for verification.
  6. Submit the file to the District Probation Officer of your district and take a dated acknowledgement with a file number.
  7. Attend the verification, if called. The Probation Officer may make a home visit or seek a report before recommending the case.
  8. Execute the agreement on Rs 200 stamp paper when the office asks for it, after which the Rs 20,000 is released to the bank account you gave.

How do you check the status of a Jeevanam application?

Jeevanam is a paper-file scheme handled at district level, so the file number on your acknowledgement is the tracking key. Telephone or visit the District Probation Office and quote it. The office can tell you whether the file is at verification, at recommendation, or with the sanctioning authority.

If the file has been sanctioned but the transfer has not landed, check the account number recorded on the sanction order against your passbook. A closed account or an IFSC changed after a bank merger is the usual culprit.

Where the district office does not respond, escalate to the Directorate of Social Justice in Thiruvananthapuram on 0471-2306040 or 0471-2302887, or by email to swdkerala@gmail.com. Note that unlike several of the department's disability and transgender schemes, Jeevanam is not among the services listed as live on the Suneethi online portal at the time of checking, so there is no online status dashboard for it.

Why are Jeevanam applications rejected?

  • Out of time. Applications relating to a crime more than five years old are the most common rejection.
  • Income above Rs 1 lakh. Households sometimes assume the ceiling applies to the applicant alone. It applies to the family.
  • Wrong relationship. A married daughter, a parent or a sibling of the victim does not fall inside the spouse-and-unmarried-children definition.
  • Injury not documented. "Seriously injured" has to be visible in hospital papers, not only in the applicant's account.
  • Missing FIR. Without a police record the office cannot establish that a crime took place on a specific date.
  • Confusion with prisoner schemes. Families of undertrials and convicts sometimes file on the Jeevanam form. The department has separate schemes for them, and the file has to be redirected.

Most of these are curable. Get the missing certificate and resubmit while the five-year window is still open.

Where do you complain if the application is stuck?

Escalate in this order:

  1. District Probation Officer, the office that holds the file.
  2. District Social Justice Officer, the district head of the department.
  3. Directorate of Social Justice, Thiruvananthapuram to 0471-2306040 or 0471-2302887, email swdkerala@gmail.com.
  4. A petition through the Kerala Chief Minister's public grievance redressal system, if the departmental route does not move.

One practical note: Jeevanam is a small welfare grant and is not a substitute for statutory victim compensation. If you are a victim of a serious offence, ask the District Legal Services Authority about compensation under the Kerala Victim Compensation Scheme as well. The two are claimed separately and receiving one does not bar the other.

Frequently asked questions

How much does the Jeevanam scheme pay?

Jeevanam pays a one-time grant of Rs 20,000, transferred directly to the beneficiary's bank account. According to the Kerala Social Justice Department, the money is meant as seed capital for a self-employment activity rather than as compensation for the crime itself.

Who can apply for the Jeevanam scheme?

A person seriously injured in a crime, or the dependent spouse or unmarried child of a crime victim, can apply. Annual family income must not exceed Rs 1,00,000 and the application must be filed within five years of the crime.

Is Jeevanam for the dependents of prisoners?

No. Jeevanam is for the victims of crime and their dependents, not for the families of prisoners. Kerala's Social Justice Department runs separate schemes for prisoners' families, including a self-employment scheme for dependents of prisoners and educational assistance to children of prisoners.

Where is the Jeevanam application submitted?

Submit the completed application with supporting documents to the District Probation Office of your district. Probation Officers form the field machinery of the department's social defence wing and handle victim-assistance files.

What is the time limit for applying?

The application must be made within five years of the date the crime occurred. A file relating to an older incident is rejected on limitation, so the FIR date or court record date should be checked before applying.

Why is an agreement on stamp paper needed?

The department requires the beneficiary to execute an agreement on Rs 200 stamp paper confirming that all eligibility conditions are satisfied. It is an undertaking that the declared income, relationship and crime details are true and that the grant will be used for self-employment.

Is Jeevanam the same as victim compensation from the court?

No. Jeevanam is a departmental welfare grant of Rs 20,000 for self-employment. Compensation ordered under the Kerala Victim Compensation Scheme or by a criminal court is separate, is usually much larger, and is claimed through the District Legal Services Authority.

Where did the Jeevanam scheme start?

Jeevanam was first piloted in Pathanamthitta district in 2020 before being extended across Kerala. It is now listed among the statewide schemes of the Department of Social Justice.
