Rural Employment Guarantee: Why Job Cards and Payments Get Blocked and How to Fix It

Under the rural employment guarantee, applications rarely get "rejected" outright, what actually happens is a job card is refused, a work demand goes unrecorded, or wages get stuck in transit. This article, a companion to the main Mahatma Gandhi National Rural Employment Guarantee Act guide, walks through each failure and its fix. Note that MGNREGA, 2005 was repealed on 1 July 2026 and replaced by the VB–G RAM G Act, 2025; existing job cards, works and wage records carry over, so the problems and remedies below apply to the successor Act.

Block 1: Registration for a job card is refused

The Gram Panchayat issues a job card free of charge to any household that resides locally and lists adult (18+) members. Refusals usually mean the household could not be verified as resident, or a duplicate card already exists for it.

Fix: Bring proof of residence (ration card, voter ID or equivalent), Aadhaar and photographs of the adult members. Registration is one card per household; if a card already exists in another member's name, add yourself to it rather than seeking a second. If the Panchayat still refuses, escalate in writing to the Block Programme Officer.

Block 2: You demanded work but got nothing, and no allowance

The single biggest mistake is treating the job card as a claim to work. Work must be separately demanded, and it is the dated demand: not the card, that starts the 15-day clock and creates a claim to the unemployment allowance.

Fix: Submit a written application for work to the Gram Panchayat or Programme Officer and insist on a dated receipt. Without the dated receipt you cannot prove when the 15-day period began, and the allowance becomes unenforceable. If no work is provided within 15 days, claim the unemployment allowance from the state: payable at not less than one-fourth of the notified wage for the first 30 days of the financial year and not less than one-half thereafter under the VB–G RAM G Act.

Block 3: Wages are not reaching your bank account

Wages are paid only by Direct Benefit Transfer into the worker's own bank or post office account. Payment fails most often because there is no individual account, the account is not seeded with Aadhaar, or the name/Aadhaar on the job card does not match the bank record.

Fix: Open an account in the worker's own name and get it Aadhaar-seeded. Correct any name spelling difference between the job card and the bank so the DBT can match. A joint or family account in another person's name will not receive a worker's wages.

Block 4: Muster roll not uploaded

Wages can be delayed even when the work was genuinely done, because the implementing agency has not uploaded the muster roll to the MIS.

Fix: Verify the muster roll and payment entry on nrega.dord.gov.in, or at the Gram Panchayat's weekly disclosure meeting where muster rolls, payments and sanctions must be displayed. If your work is missing, raise it with the implementing agency and, if unresolved, at the Gram Sabha social audit.

Block 5: Duplicate registration cancelled

A second job card for the same household is cancelled on verification. Households sometimes end up with two cards after a member registers separately.

Fix: Consolidate onto the single household card. All adult members of the household share the same card and the same statutory guarantee (now 125 days per household per financial year).

How to check what went wrong

1. Open nrega.dord.gov.in and select your state, district, block and Gram Panchayat.
2. Open the Job Card / Employment Register to see registered members, days worked and wages paid.
3. Open the Muster Roll and payment reports to confirm days recorded against your card.
4. Cross-check at the Gram Panchayat's physical disclosure if you have no internet access.

• Block Programme Officer and District Programme Coordinator; refused registration, unpaid wages, or a denied unemployment allowance.

Registration and the job card are free. No official or middleman may charge a fee to add a household to the register or to allot work.

I have a job card but got no work: can I claim the allowance? Only if you submitted a dated written work demand and 15 days passed without work. The card alone does not trigger the allowance.
