How an MSSC deposit worked
What the numbers show
Mahila Samman Savings Certificate was a one-time savings scheme for women and girls, open from April 2023 to 31 March 2025. In a reply to the Lok Sabha on 16 December 2024, the Finance Ministry said 43,30,121 women had become beneficiaries as on 31 October 2024. The state-wise annexure to the same reply counted accounts opened since the scheme began, and its total matched that figure.
Early uptake
The first state-wise figures came on 31 July 2023, about four months after launch. At that point 14,83,980 accounts had been opened with Rs 8,630 crore deposited. Maharashtra led with 2,96,771 accounts and Rs 1,559.53 crore, followed by Tamil Nadu. The same note said five banks, including HDFC Bank, ICICI Bank and Axis Bank, had not yet started offering the scheme.
State differences
By October 2024 Maharashtra had 7,46,223 accounts, Tamil Nadu 5,47,675 and Odisha 4,16,989. Odisha moved up sharply between the two dates: it had 56,630 accounts in July 2023. Bihar had 74,019 accounts, fewer than much smaller Himachal Pradesh (1,43,704). Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Ladakh and Lakshadweep each had fewer than 4,000 accounts.
A July 2025 reply on West Bengal gave district-wise counts. The state had 2,42,968 beneficiaries as on 31 March 2025, when the scheme closed. North 24 Parganas had 37,339, the most of any district, followed by Kolkata with 27,794.
What the figures do not tell you
The ministry has not tabled a national total for 31 March 2025, the day the scheme closed (only West Bengal's figure for that date is available), so the October 2024 count is the latest national figure. Later replies also stopped giving deposit amounts, so there is no official figure for the total money saved under the scheme. A woman could open more than one account within the Rs 2 lakh limit, so account counts and beneficiary counts can differ.
Where to check
The scheme is run by the Department of Economic Affairs through India Post and banks. Updated figures, when they appear, come through written replies in the Lok Sabha and Rajya Sabha, available on sansad.in.
