Agriculture Engineering (Mechanical) Scheme
Meghalaya state government scheme
Agriculture Engineering (Mechanical) Scheme lets Meghalaya farmers hire government power tillers, tractors, bulldozers, JCBs and excavators at a subsidised rate, with the department's FAQ putting the subsidy on hiring at 60%. Apply on plain paper to the Assistant Agricultural Engineer (Mechanical) of your district.
What is the Agriculture Engineering (Mechanical) Scheme?
Agriculture Engineering (Mechanical) Scheme is a state plan scheme of the Department of Agriculture and Farmers' Welfare, Government of Meghalaya, operated by the department's mechanical wing. According to the department's Compendium of State Plan & Centrally Sponsored Schemes, the objective is "providing agricultural machineries such as power tillers/bulldozers/tractors etc on hiring at subsidised rate".
The scheme answers a specific problem in Meghalaya's hill agriculture. Buying a tractor or a bulldozer is beyond almost every smallholder in the state, but land preparation, terracing and levelling still need machine power. Rather than subsidising ownership for a few, the department keeps machinery in its own mechanical divisions and hires it out to farmers at a fraction of cost.
What the scheme covers
- Subsidised hiring of departmental farm machinery and equipment. The department's FAQ on agriculture schemes puts the assistance at 60% subsidy on hiring of farm machineries and equipment, leaving the farmer to pay 40% of the notified hire charge.
- Machines named in official documents include power tillers, tractors, bulldozers and excavators in the FAQ, with the citizen charter's Agriculture Mechanisation Services adding JCBs and power pumps.
- Subsidy on purchase. The compendium separately records the pattern of assistance as "providing 50% subsidy for purchase of improved farm machinery and equipments", noted as proposed for power tillers and diesel water pumpsets.
Readers should note that the two published figures describe two different things and do not contradict each other: 60% is the subsidy on hiring, per the department's FAQ, while 50% is the subsidy on purchase of improved machinery, per the compendium. Hire rates in rupees per hour or per day are set administratively and are not published centrally, so confirm the current rate for your machine with the Assistant Agricultural Engineer (Mechanical) of your district before booking.
Alongside this scheme, Meghalaya runs a distinct Supply of Power Tillers scheme that gives Rs 90,000 assistance on the total cost of a power tiller, and a Supply of Agriculture Machineries scheme offering 50% subsidy sale on power tillers, reapers and harvesters. Those are purchase schemes with an online route; Agriculture Engineering (Mechanical) is the hiring route.
Who is eligible for subsidised machinery hiring in Meghalaya?
You can apply if:
- You are a bonafide farmer of Meghalaya engaged in agriculture.
- You hold cultivable land, owned or leased, on which the machine will work.
- The land lies in a district where the mechanical wing holds the machinery you need.
You cannot apply if:
- You are not a bonafide farmer. The scheme has no provision for contractors, builders or commercial earthmoving operators seeking government plant.
- The work is not agricultural. Hiring is for farm operations such as land preparation, levelling and terracing, not for road cutting, house sites or quarrying.
- You want the machinery transferred to your ownership. This scheme hires machines out; ownership subsidy runs under the separate power tiller and agriculture machinery supply schemes.
- The machine is already committed for the period you need. Allotment is first come, first served, and the department holds a finite fleet per district.
No income ceiling, age limit or caste condition is published for this scheme.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application on plain paper | Yes | To the Assistant Agricultural Engineer (Mechanical) of your district |
| Proof of cultivable land | Yes | Patta, land document or possession certificate for the plot to be worked |
| Residence or bonafide certificate | Yes | Usually from the village Headman, Rangbah Shnong, Nokma or Sordar |
| Identity proof | No | Aadhaar, EPIC or other government photo ID |
| Bank passbook | No | Where purchase subsidy is released to the farmer rather than adjusted at sale |
The department publishes no statutory document checklist for machinery hiring. The compendium's requirement is a plain paper application; the remainder reflects what district mechanical offices ask a first-time applicant to produce.
How to apply for the Agriculture Engineering (Mechanical) Scheme
- Find out what is available. Ask the Assistant Agricultural Engineer (Mechanical) of your district which machines the wing holds, the current subsidised hire rate, and whether they are free in your window.
- Write a plain paper application to that officer, naming the machine you need, the operation to be done, the village and plot, the approximate area and the dates you want it for.
- Attach your land proof and bonafide certificate.
- Submit the application to the Assistant Agricultural Engineer (Mechanical). The compendium also allows routing through the Agriculture Development Officer of your C&RD Block or Agriculture Circle, and lists the District Agriculture Officer and Sub-Divisional Officer as contacts.
- Get an acknowledgement with the date. Allotment is first come, first served, so the recorded date of your application is what holds your place.
- Pay your share and take a receipt when the machine is allotted. Under the department's FAQ the state bears 60% of the hire charge, so you pay the balance against a receipt: never as an unrecorded cash payment to an operator.
How do I check whether my machine has been allotted?
Meghalaya has no online booking or tracking system for machinery hiring, so follow up directly:
- Contact the Assistant Agricultural Engineer (Mechanical) of your district, quoting your application date.
- Escalate to the District Agriculture Officer if there is no movement.
- Call the Kisan Call Centre on 1800-180-1551, open 6:00 AM to 10:00 PM daily including Sunday, to be directed to the right office.
- Government offices work 10:00 AM to 5:00 PM in summer and 10:00 AM to 4:30 PM in winter.
For the separate power tiller purchase scheme, applications and their status are handled online at megagriculture.gov.in/farmmechanization, the route named in the department's own FAQ.
Why requests are turned down, and how to avoid it
- Machinery already committed. The commonest outcome during the land preparation rush. Apply weeks ahead rather than days.
- Machine not held in your district. The mechanical wing's fleet differs by district; an excavator available in one district may not exist in another. Ask before applying.
- Non-agricultural work. Requests for earthmoving unconnected to farming are outside the scheme's objective and will be refused.
- Land holding not established. Attach a clear land document showing the plot to be worked.
- Applying to the wrong officer. The named officer for this scheme is the Assistant Agricultural Engineer (Mechanical) of the district; applications landing elsewhere lose time in transit.
- Scheme not sanctioned that year. The compendium cautions that continuation of any scheme in a particular year rests with the State Government and depends on funds. Confirm with the District Agriculture Officer.
What are the key dates?
Agriculture Engineering (Mechanical) Scheme has no published last date to apply. It operates through the year, with farmers selected first come, first served. The practical calendar is driven by the crop cycle: demand for tillers, tractors and bulldozers peaks during pre-monsoon land preparation ahead of the kharif season, and again before rabi sowing. Applying in the quiet weeks between those peaks materially improves the chance of getting a machine on the dates you want.
Where do I go for help or to complain?
- Kisan Call Centre: 1800-180-1551, 6:00 AM to 10:00 PM daily, including Sunday.
- iTEAMS: dial 1917, toll free, for advisory, market connect and transport at Rs 2 per km per quintal.
- Assistant Agricultural Engineer (Mechanical) of your district β the scheme's operating officer.
- Director of Agriculture, Cleve Colony, Government Fruit Garden, Shillong-793003 to telephone (0364) 2222460, email agri-meg@nic.in.
- Written grievances to the District Agriculture Officer of your district during office hours, or to the Director of Agriculture at headquarters.
- Online grievances on the state government grievance portal at mii.nic.in.
There is no application fee. The only payment a farmer makes is the unsubsidised share of the notified hire charge, and it should always be receipted.

Frequently asked questions
How much subsidy do Meghalaya farmers get on hiring farm machinery?
The Department of Agriculture's FAQ on agriculture schemes states 60% subsidy on hiring of farm machineries and equipment, so the farmer pays 40% of the notified hire charge. Rates per hour or per day are fixed administratively and should be confirmed with the Assistant Agricultural Engineer (Mechanical) of your district.
Which machines can I hire under this scheme?
Power tillers, tractors, bulldozers and excavators are the machines named in the department's FAQ, and the citizen charter adds JCBs and power pumps. Availability varies by district and depends on which machines the mechanical wing holds and whether they are already committed.
Is this scheme for hiring machinery or for buying it?
Primarily for hiring. The compendium describes the objective as providing agricultural machineries on hiring at subsidised rate, and separately records 50% subsidy for purchase of improved farm machinery and equipment, proposed for power tillers and diesel water pumpsets.
Where do I apply?
Apply on plain paper to the Assistant Agricultural Engineer (Mechanical) of your district, who is the officer named for this scheme in the department's compendium and FAQ. Applications may also be routed through the Agriculture Development Officer of your C&RD Block or Agriculture Circle.
Can I buy a power tiller with government subsidy instead?
Yes, through a separate scheme. Meghalaya's Supply of Power Tillers scheme provides Rs 90,000 assistance on the total cost of a power tiller, and applications are made online at megagriculture.gov.in/farmmechanization or through the District Agriculture Officer.
Who cannot use this scheme?
Anyone who is not a bonafide farmer holding cultivable land in Meghalaya is not eligible. The scheme is not open to contractors hiring government machinery for construction, earthmoving or commercial work unrelated to agriculture.
How far in advance should I apply?
Apply several weeks before you need the machine. Allotment is first come, first served, and departmental machinery is heavily booked during land preparation ahead of the kharif season.
Whom do I complain to if the machine is not provided?
Raise it in writing with the District Agriculture Officer of your district, or with the Director of Agriculture at Cleve Colony, Shillong-793003, telephone (0364) 2222460. Online grievances can be filed on the state grievance portal at mii.nic.in.
