What is the Micro Finance Scheme of NMDFC?
The Micro Finance Scheme of NMDFC is a concessional credit programme of the National Minorities Development and Finance Corporation, a company under the Ministry of Minority Affairs. According to NMDFC, the scheme provides small, collateral-free loans to members of notified minority communities so they can start or expand micro-enterprises and self-employment activities.
NMDFC was set up in 1994 to provide concessional finance for self-employment to people from minority communities whose family income is below a defined ceiling. The Micro Finance Scheme is one of its main credit products, alongside term loans and the education and Virasat (artisan) schemes. Its defining feature is that it reaches the poorest borrowers; especially women, through the Self Help Group (SHG) model rather than through individual banking.
Key features
- Small, collateral-free loans routed through Self Help Groups.
- A minimum of 85% of beneficiaries under the scheme must be women.
- Concessional interest. The ultimate borrower pays up to 7% per year, with lower rates for women, well below informal moneylender rates.
- Delivery is entirely through State Channelising Agencies (SCAs) and empanelled Non-Governmental Organisations (NGOs), not directly by NMDFC.
Who is eligible for the Micro Finance Scheme?
You can apply if:
- You belong to a notified minority community, Muslim, Christian, Sikh, Buddhist, Jain or Zoroastrian (Parsi).
- Your annual family income is within NMDFC's ceiling of Rs 3 lakh.
- You are a member of a Self Help Group formed under an NGO empanelled with NMDFC's State Channelising Agency in your state.
- You are of working age and intend to use the loan for an income-generating activity such as tailoring, small trade, food processing, dairy or crafts.
Because the scheme mandates that at least 85% of beneficiaries be women, it is aimed primarily at women borrowers, though the programme is not closed to eligible men.
You cannot apply if:
- You do not belong to one of the notified minority communities.
- Your annual family income is above the Rs 3 lakh ceiling.
- You want to borrow directly from NMDFC; NMDFC does not deal with individual applicants and there is no direct personal-loan window.
- There is no active State Channelising Agency or partner NGO running SHGs in your area; in that case the scheme cannot reach you until a channel is set up.
How the money flows
The Micro Finance Scheme uses a multi-tier delivery chain. NMDFC releases funds to a State Channelising Agency — usually a state minorities finance corporation. The SCA passes the funds to an empanelled NGO, which lends to Self Help Groups, and each group on-lends to its individual members. NMDFC provides the bulk of the loan capital, with the SCA contributing a share.
This structure is why an individual cannot walk into an NMDFC office and take a loan. The group model keeps administration light, builds repayment discipline through peer pressure, and lets very small loans reach people who have no collateral and no formal credit history.
How to apply for the NMDFC Micro Finance Scheme
- Identify the State Channelising Agency (SCA) for your state. This is usually the state minorities finance or development corporation. NMDFC lists SCAs on nmdfc.org, or you can ask on the toll-free line 14402.
- Find an empanelled NGO working with that SCA in your district that runs Self Help Groups for minority communities.
- Join or form a Self Help Group through that NGO. Groups typically save together for a few months to establish discipline before a loan is sanctioned.
- Submit your documents, minority community proof, income proof, Aadhaar and address proof: through the group and NGO.
- Loan sanction and disbursement happen through the group. The NGO disburses your share and collects repayments, which flow back up to the SCA and NMDFC.
There is no online individual application. All processing happens through the SCA and NGO network.
How much benefit does the scheme provide?
Under NMDFC's micro-finance guidelines, individual members receive small collateral-free loans, commonly up to about Rs 1,00,000 per member, disbursed through their Self Help Group. The borrower repays in easy instalments at a concessional interest rate of up to 7% per year, with lower rates for women. Because NMDFC revises its ceilings periodically, confirm the current loan cap and interest rate with your State Channelising Agency before applying.

Because loan ceilings, income limits and interest rates are revised from time to time, treat the figures here as indicative and confirm the current terms with your State Channelising Agency or partner NGO. NMDFC charges no fee for information, and no agent can promise you a loan for a payment.

Frequently asked questions
Who runs the Micro Finance Scheme of NMDFC?
The Micro Finance Scheme is run by the National Minorities Development and Finance Corporation (NMDFC), a company under the Ministry of Minority Affairs. NMDFC does not lend to individuals directly; it channels funds to State Channelising Agencies (SCAs) and partner NGOs, which on-lend to members of Self Help Groups.
How much loan can I get under the NMDFC Micro Finance Scheme?
Under NMDFC's micro-finance guidelines, individual members typically receive small collateral-free loans of up to about Rs 1,00,000 each, disbursed through their Self Help Group. Confirm the current ceiling with your State Channelising Agency, as NMDFC revises limits from time to time.
Who is eligible for the Micro Finance Scheme?
People belonging to notified minority communities — Muslims, Christians, Sikhs, Buddhists, Jains and Zoroastrians (Parsis) — with an annual family income up to Rs 3 lakh are eligible. At least 85% of beneficiaries under the scheme must be women, so the programme is aimed primarily at women in Self Help Groups.
What interest rate does the Micro Finance Scheme charge?
Under the Micro Finance Scheme, the ultimate beneficiary pays a concessional rate of up to 7% per year, with lower rates for women members. This is far below typical moneylender rates. The exact rate is set by the lending NGO or SCA within NMDFC's ceiling.
Can I apply directly to NMDFC for a micro-loan?
No. You cannot apply to NMDFC directly for a personal loan. NMDFC works only through State Channelising Agencies and empanelled NGOs. You join a Self Help Group under a partner NGO in your state, and the loan reaches you through that group.
Do I need collateral or a guarantor for the loan?
No collateral is required for micro-finance loans under the scheme. Lending is based on the group-guarantee model of Self Help Groups, where members stand mutual surety and maintain a savings and repayment discipline.
Is there a helpline for NMDFC schemes?
Yes. NMDFC operates a toll-free IVRS helpline on 14402. You can also reach NMDFC through the contact details published on nmdfc.org for information on State Channelising Agencies and partner NGOs in your state.
