How support flows under MSME Innovative
What the numbers show
The MSME Innovative Scheme combines three kinds of help: grants for incubating new ideas at host institutes, support for design projects, and reimbursement of the cost of registering patents, trademarks, designs and GI tags. A Lok Sabha reply of 12 March 2026 gives the state-wise outcomes as on 9 February 2026: 1,418 incubation ideas, 69 design projects and 3,143 IPR reimbursements.
State differences
Incubation is heavily concentrated in Tamil Nadu, which had 508 ideas, followed by Telangana (162) and Andhra Pradesh (129). IPR reimbursement is led by Gujarat with 778, then Telangana (580) and Maharashtra (475). Design projects are few: Karnataka had 23 and Uttar Pradesh 16, while every other state had seven or fewer. Telangana is the only state in the top three for both incubation and IPR.
Many smaller states and union territories had no incubation ideas, design projects or IPR claims at all, including Ladakh, Lakshadweep, Mizoram and Sikkim.
Funding
The scheme does not have a separate budget line in the replies. It is funded under MSME Champions, which spent Rs 44.05 crore in 2022-23, Rs 88.75 crore in 2023-24, Rs 51.53 crore in 2024-25 and Rs 52.04 crore in 2025-26 up to 30 November 2025.
What the figures do not tell you
The tables count ideas, projects and claims, not the money given to each or how many ideas became running businesses. The Ministry said in March 2026 that an evaluation of the MSME Champions scheme was under way.
