National Food Security Mission vs Similar Schemes: Which Should You Choose?

The National Food Security Mission (NFSM) is often set against the other big agriculture programme a farmer hears about, the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), and against income-support schemes like PM-KISAN. The short answer is that these are not either/or choices: they fund different things, and a farmer can benefit from more than one. The umbrella both sit under

After the Union Cabinet's October 2024 rationalisation of the Department of Agriculture and Farmers Welfare schemes, the Centrally Sponsored Schemes were grouped into two umbrellas; PM-RKVY and Krishonnati Yojana (KY), with a combined proposed outlay of Rs 1,01,321.61 crore. NFSM sits under Krishonnati Yojana, the food-security and self-sufficiency arm; PM-RKVY carries the sustainable-agriculture components. So the "vs" is really a division of labour within one rationalised structure.

NFSM vs PM-RKVY

• NFSM (under Krishonnati Yojana): raises production and productivity of specific food crops, rice, wheat, pulses, coarse cereals, nutri-cereals and oilseeds; through subsidised certified/hybrid seed (capped at 2 hectares per farmer), cluster demonstrations, farm machinery, plant protection and micronutrients, in identified districts crop by crop.
• PM-RKVY: focuses on sustainable agriculture: soil health, water use efficiency, farm mechanisation and allied infrastructure, and gives states more flexibility to plan interventions.

Choose based on need: if you want subsidised seed or to join a demonstration for a specific food crop, NFSM is your route. If you are looking at soil-health, water-saving or broader farm-development support, look to PM-RKVY components. Both are delivered through your state agriculture department, so the block/district office is the single door for both.

NFSM vs PM-KISAN

These are fundamentally different instruments:

• NFSM pays no flat cash. It subsidises inputs and activities — seed, demonstrations, machinery, with the subsidy either deducted at the point of sale or reimbursed by DBT.
• PM-KISAN is an income-support scheme paying an equal instalment amount to eligible landholding farmers by DBT, regardless of crop.

Verdict: you can hold both. PM-KISAN gives you direct income support; NFSM cuts the cost of growing a covered crop in a covered district. They do not overlap or cancel each other.

Can you benefit from more than one?

Yes. NFSM assistance for a specific crop and component does not bar you from PM-RKVY components or from PM-KISAN income support. The practical limits are NFSM's own rules: your district must be identified for that crop, and seed subsidy is capped at 2 hectares; not a bar on holding other schemes. Within NFSM itself, watch the per-district target: eligibility does not guarantee sanction once the year's target is exhausted.

Which to choose. A quick guide

• You grow a covered food crop in a covered district and want cheaper seed or a demonstration: apply under NFSM.
• You want soil-health, water-efficiency or farm-development support: look at PM-RKVY components.
• You want direct income support independent of crop: that is PM-KISAN, separate from both.
• Not sure which components are live in your district this year: ask the block or district agriculture office, it administers NFSM and PM-RKVY allocations locally.

A note on names

Because of the 2024 rationalisation, your NFSM sanction letter may read National Food Security and Nutrition Mission or cite Krishonnati Yojana. That is the same programme under a new umbrella, not a different scheme; do not treat the changed name as a rejection or a new application requirement.
