What the numbers show

The National SC-ST Hub exists to help SC and ST entrepreneurs win a share of government buying. The MSME Ministry dashboard shows central ministries, departments and public sector units bought Rs 3,986 crore from SC/ST-owned micro and small enterprises in 2025-26, and 12,479 enterprises benefited. That is the highest procurement value on record for the scheme.

The trend over the years

Procurement from SC/ST enterprises stayed below Rs 1,000 crore a year until 2020-21. It crossed Rs 1,300 crore in 2021-22, reached Rs 1,761 crore in 2023-24 and then jumped to Rs 3,731 crore in 2024-25. The number of enterprises that benefited rose from 2,210 in 2017-18 to 21,967 in 2024-25, before falling to 12,479 in 2025-26 even as the rupee value rose. The dashboard does not explain the drop in the number of enterprises.

Funding for the scheme is released to NSIC, the implementing agency. It grew from Rs 79.64 crore in 2019-20 to Rs 135 crore in 2022-23.

State differences

Maharashtra has by far the most SC/ST units registered to use the scheme, with 5,290 between April 2019 and November 2023. West Bengal, Punjab, Karnataka and Uttar Pradesh follow with over 2,000 each. In Assam, ST-owned units outnumber SC-owned ones, which reflects the state's tribal population. Northeastern states such as Arunachal Pradesh, Mizoram and Nagaland also have mostly ST units.

Actual subsidy reach can be thin in some states. A July 2026 Lok Sabha reply said only 2 SC/ST units in West Bengal received capital subsidy under the scheme in the five years to 2025-26.

What the figures do not tell you

Procurement figures cover all purchases from SC/ST-owned MSEs, not only those helped by the hub, so they measure the policy outcome rather than the scheme alone. The dashboard also shows a different 2019-20 procurement figure in its older table, so treat single-year comparisons with care. Training counts are events and participants, not jobs or businesses started.

Where to check the live numbers

The MSME Ministry performance dashboard has a National SC-ST Hub page with year-wise procurement and training numbers. Parliament replies from the MSME Ministry, published on PIB and sansad.in, give fund releases and state-wise details.
