What is Pandit Din Dayal Upadhyay Awas Yojana?

Pandit Din Dayal Upadhyay Awas Yojana is a housing assistance scheme of the Director, Developing Castes Welfare, a directorate under Gujarat's Social Justice and Empowerment Department. The scheme gives a cash grant to a houseless family from a developing-caste category so that it can build a pucca house on a plot it already owns.

Who is eligible for Pandit Din Dayal Upadhyay Awas Yojana?

You can apply if:

• You are a permanent resident of Gujarat.
• You belong to the Economically Backward Class (EBC), or to the SEBC or Nomadic and Denotified Tribe categories covered by the same scheme.
• Your family is houseless or lives in a kachcha house.
• You own the plot on which the new house will be built, and the land record stands in your name.
• Your annual family income is within the limit notified by the directorate, Rs 1,20,000 for rural and Rs 1,50,000 for urban applicants on the published page.
• Your family has not received a house under any other government housing scheme.

You cannot apply if:

• You do not own a plot. An applicant with no land in their own name is not eligible, because the scheme funds construction only.
• Your family has already received housing assistance under Pradhan Mantri Awas Yojana, Ambedkar Awas Yojana or any similar government scheme.
• Your annual income exceeds the notified limit.
• You cannot produce a caste certificate for EBC, SEBC or NT-DNT status from a competent authority in Gujarat.

How to apply for Pandit Din Dayal Upadhyay Awas Yojana online

1. Open esamajkalyan.gujarat.gov.in, Gujarat's e-Samaj Kalyan portal, which handles Social Justice and Empowerment Department schemes.
2. Register as a new user with your name, mobile number and Aadhaar-linked details, then log in with the credentials created.
3. Select the Developing Castes Welfare section and choose Pandit Din Dayal Upadhyay Awas Yojana for the EBC category.
4. Fill in the application form with personal details, family details, income, caste category, and the survey or plot number of the land on which you intend to build.
5. Upload the scanned documents; caste certificate, income certificate, land record, Aadhaar, ration card and bank passbook.
6. Submit the form and note the application number shown on screen. Print or save the acknowledgement.
7. Report to the district Developing Castes Welfare office with the originals when called for verification.

How much benefit does the scheme provide and when is it paid?

The directorate states assistance of up to Rs 1,20,000 for house construction. The grant is not handed over in one payment. It is released in instalments tied to verified stages of construction — typically after the plinth is laid, after the walls and roof are up, and on completion. The district office inspects or requires photographic evidence of each stage before releasing the next tranche.

This staged structure has a practical consequence worth planning for: the family must be able to fund the first stage of work, or arrange materials on credit, because the first instalment follows the sanction and not the sanction letter alone. Families that assume the full Rs 1,20,000 arrives up front are the ones who most often stall halfway through construction.

Construction is expected to be completed within the period specified in the sanction order. If work stops, the remaining instalments are held.

How to check your application status

1. Log in to esamajkalyan.gujarat.gov.in with the credentials used at registration.
2. Open the application status or my applications section and enter your application number.
3. The screen shows whether the application is pending verification, approved, or returned for correction.
4. For an instalment that has been approved but not credited, check with the district Developing Castes Welfare office quoting the application number and the construction stage certified.

Common reasons applications are rejected

• No plot in the applicant's name. The land record is the first thing checked and the most frequent reason for outright rejection.
• Income above the notified limit on the income certificate.
• Caste certificate from an authority that is not competent, or a certificate that has lapsed.
• Family already holds a house or has drawn another government housing benefit; cross-checked against other scheme databases.
• Illegible uploads, especially the 7/12 extract and income certificate.
• Bank account not in the applicant's name or not Aadhaar-seeded, which blocks instalment credit even after sanction.
• Construction not started within the period allowed after sanction.

Most of these are curable. A returned application can usually be corrected and resubmitted on the portal without starting over, and a disputed land entry can be taken to the taluka mamlatdar for correction before you reapply.

Key dates to remember

The scheme has no single annual last date announced. Applications are accepted through the e-Samaj Kalyan portal, and district targets are worked against the state's financial year running from April to March. In practice, applying early in a financial year gives the district office more room within its sanctioned target than applying in February or March.
