The core distinction

PM CARES for Children vs Mission Vatsalya

This is the pairing caregivers most need to get right, because the two are administered together but do different jobs. PM CARES for Children supplies the headline financial package, a Rs 10 lakh corpus in the child's name, a monthly stipend from 18 to 23, the Rs 10 lakh lump sum at 23, a Rs 20,000 annual school scholarship and Rs 5 lakh PM-JAY cover, but only for its closed COVID-orphan cohort. Mission Vatsalya supplies the machinery, District Child Protection Units, Child Welfare Committees, sponsorship, foster care, aftercare, and pays Rs 4,000 a month for non-institutional care, and it is open to fresh cases at any time.

If a child was newly orphaned in 2026, PM CARES for Children is not the scheme, Mission Vatsalya is.

PM CARES for Children vs state Bal Seva schemes

Several states launched their own COVID-orphan schemes in parallel with the central one. Uttar Pradesh's Mukhyamantri Bal Seva Yojana, for example, also pays around Rs 4,000 a month and adds benefits such as educational support and, for orphaned girls, marriage assistance. The scope, amounts and eligibility of these state schemes vary by state, and some cover children orphaned by causes beyond COVID-19. Because they are state-run, a caregiver should check the specific rules of their own state's scheme with the District Child Protection Unit or the state Women and Child Development department.

Can a child hold more than one?

Yes, and this is deliberate. A PM CARES for Children beneficiary under 18 also receives the Rs 4,000 monthly Mission Vatsalya support while in non-institutional care, on top of the PM CARES corpus, stipend and scholarship. The two do not cancel each other. State Bal Seva benefits may also stack, but the rules differ by state; some treat their scheme as an alternative rather than an add-on, so confirm locally before assuming a child can draw both a state grant and the central benefits.

Which should you apply for first?

Start from the child's situation:

1. COVID-19 orphan within the qualifying window, believed missed during enrolment? Take the death certificate to the District Magistrate for PM CARES for Children, and simultaneously register under Mission Vatsalya.
2. Any child needing protection today, for any reason? Go to the District Child Protection Unit for Mission Vatsalya, or call Child Helpline 1098.
3. Living in a state with its own Bal Seva scheme? Ask the DCPU whether the child qualifies for the state benefit as well.
