PM-AASHA: Why MSP Sales and Registrations Get Rejected and How to Fix It

This is a supporting guide for Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA). See the main guide for full eligibility, benefits and documents.

Why a PM-AASHA sale or registration gets rejected

Under Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), a farmer can be turned away at two distinct stages, when the e-Samridhi/e-Samyukti registration is rejected, and when the produce fails at the procurement centre. The most frequent single cause is moisture above the notified Fair Average Quality (FAQ) limit. This article lists each reason and its fix; the parent PM-AASHA guide covers eligibility and the benefit in full.

One-line reminder: MSP procurement is for cultivating farmers of a notified crop in a sanctioned state and season, paid by DBT to an Aadhaar-seeded account.

Registration-stage rejections

1. You did not register before the window closed. Quantities are allotted against registrations, so a farmer who reaches the centre without a prior e-Samridhi or e-Samyukti registration is generally turned away. Fix: register in the next window as soon as the crop-and-state notification appears; registration closes well before procurement ends.

2. Sowing entry or land record mismatch. If the girdawari/patwari sowing entry does not match the crop you declared, the revenue official rejects the registration. Fix: get the sowing entry corrected at the tehsil/patwari office and re-declare the correct crop and acreage.

3. Crop not notified in your state that season. A price fall in a non-notified crop creates no entitlement, so the portal will not accept the registration. Fix: confirm the notified crop list on the state agriculture department and agriwelfare.gov.in before registering.

4. Bank account not Aadhaar-seeded or name mismatch. DBT cannot reach an unseeded account, and a name mismatch between Aadhaar and the bank record blocks it. Fix: seed your Aadhaar with the account at your branch and ensure the name matches exactly before registering.

Procurement-centre rejections

5. Produce fails FAQ quality norms. Moisture above the notified limit is the most common cause; foreign matter and damaged/shrivelled grain also fail the check. Fix: dry and clean the grain to within FAQ limits before bringing it. Ask the centre in-charge for the exact moisture ceiling for your crop.

6. Quantity exceeds the derived limit. The quantity you may sell is worked out from your registered acreage and the notified average yield; excess is refused. Fix: declare acreage accurately at registration; sell the balance in the open market or the next season.

7. Selling produce you did not grow. Traders, commission agents and aggregators are not eligible; procurement is for cultivating farmers only. There is no fix; this is a design exclusion.

Payment held up after acceptance

Even after the produce is accepted, DBT can stall if the account is not Aadhaar-seeded, the IFSC is wrong, or the name does not match. Fix: correct the bank details through the portal or the procurement agency, and keep the purchase receipt as proof of the accepted quantity.

How to correct or escalate a PM-AASHA rejection

  1. Procurement centre in-charge; first stop for grading disputes, weighment and token issues. Ask for the reason in writing.
  2. District collector or district marketing officer, for escalation on procurement operations.
  3. NAFED and NCCF grievance channels on the e-Samridhi and e-Samyukti portals — for registration and payment problems.
  4. Kisan Call Centre: 1800-180-1551 (6 am to 10 pm, 22 languages), for general scheme queries.

FAQ

Can I re-register after a rejection? Yes, if the ground was a correctable one; sowing-entry mismatch, wrong bank details; fix it and register in the same or next window.

Was I rejected for low quality, can I appeal the grading? Raise it with the centre in-charge on the spot; grading is done against notified FAQ parameters, so ask which parameter failed.

Is any fee ever payable to avoid rejection? No. Registration and procurement are free; any demand for money for a token, slot or favourable grading should be reported.
