PMKSY: Why Applications Get Rejected and How to Fix It

Why do PMKSY applications get rejected?

The first thing to understand is that there is no individual application on pmksy.gov.in to reject. Pradhan Mantri Krishi Sinchayee Yojana funds state irrigation projects, not personal grants. The application that can actually be rejected is the micro-irrigation (drip/sprinkler) subsidy, which since 2022-23 runs under the Per Drop More Crop route of Rashtriya Krishi Vikas Yojana, handled by your state agriculture or horticulture department. So this article covers why the micro-irrigation subsidy claim gets rejected, plus the "rejection" people wrongly report, expecting a canal or cash benefit from the PMKSY portal that was never offered there.

The most common misunderstanding

Farmers frequently report being "rejected" from PMKSY when in fact there was never an individual PMKSY form to fill. Canal, tank and watershed works are state projects. The benefit follows the land in a project command area, with no application. If you want that, you place a demand through the district collector, the state water resources department executive engineer, or your gram panchayat, not through an online rejection-prone form.

Fix: Match your expectation to the right route. Drip/sprinkler → state agriculture/horticulture micro-irrigation portal. Canal/tank water → district irrigation demand.

Reason 1: Land records not in the applicant's name

The land record, khasra/khatauni or equivalent — must be in the applicant's name and updated in the state land-record system. A stale or mismatched record is a leading rejection cause.

Fix: Update mutation/succession records before applying, or apply in the name holding the record.

Reason 2: Bank account not Aadhaar-seeded

Micro-irrigation subsidy is paid by Direct Benefit Transfer. If your bank account is not seeded with your Aadhaar, the DBT fails even after sanction.

Fix: Visit your bank branch, seed your Aadhaar with the account, and confirm the account is in your own name.

Reason 3: Supplier not empanelled

State portals require a quotation from a micro-irrigation company empanelled by the state. A quotation from a non-empanelled dealer is not accepted.

Fix: Choose a drip or sprinkler supplier from your state's empanelled list before getting a quotation.

Reason 4: Area exceeds the 5-hectare ceiling

Micro-irrigation assistance is capped at 5 hectares per beneficiary under current guidelines. A claim for more area on one beneficiary is trimmed or rejected.

Fix: Limit the claim to 5 hectares. Larger holdings can plan additional area in future cycles as state rules allow.

Reason 5: No assured water source

Field verification checks for a usable water source, bore well, canal or pond. A plot with no water to pump fails inspection.

Fix: Provide the water-source details your state asks for; a drip system needs a real source to justify it.

Reason 6: Repeat claim for the same plot

A plot that already received micro-irrigation assistance is not eligible again within the cooling-off period fixed by your state.

Fix: Wait out the cooling-off period, or apply for a different, eligible plot.

How to fix a rejected micro-irrigation claim

  1. Read the rejection reason on your state agriculture/horticulture portal.
  2. Correct the specific defect: seed Aadhaar, update land records, switch to an empanelled supplier, or trim the area.
  3. Re-apply in the state portal once corrected.
  4. Escalate to the district agriculture officer or horticulture officer for sanction and subsidy status; they hold the field file.
  5. Use PMKSY central support only for scheme-level queries: email support.pmksy-dac@gov.in, or the Kisan Call Centre 1800-180-1551 for general farm-scheme questions.

A note on honesty of scope

If your query is really about a canal or watershed work, no correction will "unlock" an online grant, because none exists on the PMKSY portal. Placing the demand through the district irrigation plan is the genuine route. PMKSY assistance is never released through an agent, no middleman can add your name to a command area, and no official will ask for an OTP.
