What is the PMRDF scheme?

The Prime Minister's Rural Development Fellows (PMRDF) Scheme is an initiative of the Ministry of Rural Development, Government of India. According to the Ministry of Rural Development, the scheme places selected young professionals as fellows in some of the country's most backward, remote and Left-Wing Extremism (LWE) affected districts, where they work alongside the District Collector to strengthen the delivery of rural development and poverty-alleviation programmes.

The scheme was conceived as a way to bring fresh talent and energy into district administration in the districts that need it most, and at the same time to build a cadre of development professionals with deep, ground-level field experience. A fellow acts as a bridge between the district administration and the communities it serves: helping plan, monitor and improve schemes such as rural employment, housing, drinking water and livelihoods.

PMRDF is not a benefit scheme for farmers or households. It is a fellowship and capacity-building programme. The "beneficiaries" are the selected fellows (who receive a stipend and experience) and, indirectly, the rural communities in the districts where they are posted.

What the fellowship involves

According to the Ministry, a PMRD Fellow is typically:

• Attached to a District Collector / Magistrate in a backward or LWE-affected district.
• Engaged for a fixed term, usually two years.
• Tasked with improving implementation of rural development schemes, identifying gaps, and supporting participatory planning.
• Paid a monthly remuneration and allowances for the duration, as fixed in the recruitment notification.

The fellowship usually includes an academic / training component delivered in partnership with an institute of higher learning, so that field work is combined with structured learning.

Who is eligible for PMRDF?

Because eligibility is set afresh in each recruitment notification, the details below describe the general shape of the scheme; always read the current notification for exact criteria.

You may be eligible if:

• You are a graduate or postgraduate meeting the qualification set in the notification.
• You are within the age limit specified for the cycle.
• You have a commitment to rural development and, ideally, working knowledge of the local language of the district you would serve in.

You cannot apply if:

• There is no open recruitment notification: there is no standing form, so applications are simply not accepted between cycles.
• You do not meet the qualification or age band defined in the current notification.

This is important to state plainly: a household or individual cannot apply for a personal grant under PMRDF. It is a recruitment into a fellowship, open only when notified.

3. Apply online as directed in the notification, uploading your educational, age and identity documents before the closing date.
4. Appear for the selection process — typically a written assessment followed by an interview / group exercise, and, if selected, complete the induction and placement in the allotted district.
