PMMSY Application Status: How to Track a Fisheries Project Proposal and Subsidy Release
To check the status of a Pradhan Mantri Matsya Sampada Yojana proposal you have already submitted, follow it up with the State or UT Fisheries Department office where you filed it, quoting your application number and DPR reference; project information is also tracked through the PMMSY portal at pmmsy.dof.gov.in and through the National Fisheries Development Board where that facility is live for your state. There is no single nationwide beneficiary login that shows every fisher's file, because appraisal and sanction happen at state level. For eligibility, subsidy rates and documents, read the Pradhan Mantri Matsya Sampada Yojana (PMMSY) guide; this article is only about tracking a submission that has already gone in.
The three things people mean by "PMMSY status"
They are tracked in different places, so identify which one you are chasing:
- Proposal status, where your DPR sits in the appraisal chain at the fisheries department.
- Subsidy release status, whether the sanctioned amount has actually been disbursed to your bank account after execution and verification.
- Enrolment status for the insurance and ban-period welfare components, which is a list-based enrolment, not a project file.
How to track a project proposal
- Start with the office that received the file. The district or state fisheries office that took your application is the only place that holds the appraisal record. Ask for the current stage: received, under scrutiny, technical appraisal, placed before the sanctioning committee, or sanctioned.
- Quote your application number and DPR reference. Without these the office cannot locate the file quickly, which is why an acknowledgement at submission matters so much.
- Check the PMMSY portal. Project and scheme information is published at pmmsy.dof.gov.in, along with guidelines and state contacts. Where your state has a live tracking facility, it will be linked from there.
- Ask about the annual action plan. A proposal can be technically fine and still be pending because the state's target for that activity is exhausted for the year, in which case it may be carried to the next year's plan rather than sanctioned now.
What each stage means in practice
- Under scrutiny: the department is checking eligibility, whether you have a valid fisheries registration or licence, whether the activity is on the approved list, and whether you have already taken assistance for the same purpose elsewhere.
- Technical appraisal: the DPR is being tested for feasibility and against the notified unit-cost norm. Queries at this stage usually come back to you as a request to revise costs or produce site ownership or lease papers.
- Sanctioned: the subsidy component is fixed, at 40% of appraised project cost for General category and 60% for SC, ST and women beneficiaries, with the balance to be met by you and any bank finance.
- Awaiting execution: sanction is not disbursement. The subsidy is normally released against the project actually being built and inspected, so this stage sits with you as much as with the department.
- Released: the subsidy has been credited. Verify the credit in the same bank account you submitted with, mismatched account details are a routine cause of a failed transfer.
How to check subsidy release
Once sanctioned, the questions to put to the department are specific:
- Has the verification or physical inspection of the completed unit been done?
- Has the utilisation or completion documentation been accepted?
- Has the release order been issued, and to which bank account?
If the department confirms release but nothing has reached you, take the release reference to your bank. A closed or dormant account, or an account number that differs by a digit from the one on your application, will hold up an otherwise sanctioned payment.
Tracking the insurance and welfare components
The Group Accident Insurance Scheme and the fishing ban or lean period support work on enrolment lists maintained by the State Fisheries Department, not on individual project files. To check them, ask the department whether your name appears on the enrolment list for the current year.
- For insurance, confirm that you are enrolled and within the eligible age band of 18 to 70. Cover is Rs 5 lakh for accidental death or permanent total disability, Rs 2.5 lakh for permanent partial disability and Rs 25,000 for accidental hospitalisation. The premium of about Rs 72 a year is paid by the government, so a demand for payment is a warning sign, not a status update.
- For ban-period support, the government's Rs 3,000 a year is pooled with the fisher's own Rs 1,500 and paid as Rs 1,500 a month across the three ban months. If a monthly instalment has not arrived, check first whether your own Rs 1,500 contribution was recorded, since the payout is built on the pooled amount.
Where to escalate a stalled file
- State or UT Fisheries Department: the nodal authority for applications, appraisal and subsidy release, and the correct first escalation for any delay.
- National Fisheries Development Board (NFDB), Hyderabad: implements and supports PMMSY projects and can be approached where a project runs through NFDB.
- PMMSY portal, pmmsy.dof.gov.in: publishes guidelines, activity lists and state-wise contact details for the officer handling your district.
Keep every acknowledgement, sanction letter and inspection note in one file. Nothing about checking PMMSY status costs money, and no intermediary can speed up an appraisal for a fee.
