What the numbers show

Over 11 years, MUDRA has become one of the largest small-loan programmes in the world. By 27 March 2026 lenders had sanctioned 57.79 crore loans worth Rs 40.07 lakh crore, according to the Finance Ministry release of 8 April 2026. Note that the count is of loans, not people: one borrower who takes three loans over the years is counted three times.

The trend over the years

The number of loans grew from 3.49 crore in 2015-16 to a peak of 6.67 crore in 2023-24, with a dip in 2020-21 during the pandemic. Since then the number of loans has fallen, to 5.47 crore in 2024-25 and 4.49 crore in 2025-26, while the amount sanctioned has kept rising, to Rs 5.65 lakh crore in 2025-26. In plain terms, lenders are giving fewer but bigger loans. The average loan in 2025-26 works out to roughly Rs 1.26 lakh, against about Rs 39,000 in 2015-16.

Shishu, Kishor, Tarun and Tarun Plus

Shishu loans (up to Rs 50,000) make up 74 percent of all loans but only 32 percent of the money. Kishor loans are 24 percent of loans and the largest share of money at 43 percent. Tarun loans are just 2 percent of loans but 25 percent of the amount. Tarun Plus, for borrowers who repaid a Tarun loan and need up to Rs 20 lakh, started in October 2024 and is still tiny at 0.004 percent of loans.

Who borrows, and where

The 11-year factsheet says women held 59.81 percent of loan accounts in 2024-25 but only 37.45 percent of the amount, so women's loans are smaller on average. New entrepreneurs held 21 percent of accounts, and SC, ST and OBC borrowers 45.52 percent. Uttar Pradesh, Bihar and Maharashtra had the highest disbursement in 2024-25.

What the figures do not tell you

The year-wise table is of loans sanctioned. The government publishes a cumulative disbursed figure but not a year-wise disbursed series in these releases, so the gap between sanction and actual payout for each year is not visible. The totals also do not show how many loans were repaid, how many turned bad, or how many businesses are still running.

Where to check the live numbers

The MUDRA portal publishes yearly performance reports and annual reports, and PIB carries the Finance Ministry's anniversary releases each April and replies to Parliament with state-wise figures.
