Why Pre-Matric Scholarship for Scheduled Castes and Others applications get rejected

Most rejections of the Pre-Matric Scholarship for Scheduled Castes and Others, the Ministry of Social Justice and Empowerment scheme, come from a handful of avoidable errors: choosing the wrong component, a bank account that fails Aadhaar validation, or a school that never verifies the form. This article takes each cause in turn with the specific fix and the correction routes the National Scholarship Portal offers. The one-line reminder from the parent guide: Component 1 covers SC students in Classes 9-10 up to Rs 2.5 lakh income, while Component 2 covers children of parents in unclean or hazardous occupations from Class 1 with no income ceiling.

Choosing the wrong component

This scheme's two components are the single biggest source of rejected applications. A Class 6 child of a manual scavenger who is filed under the SC component (which starts at Class 9) will be rejected outright, even though the family qualifies under Component 2 from Class 1. Fix: match the component to the child's situation before you start: use Component 2 (unclean and hazardous occupations, certified by the District Social Welfare Officer, no income limit, no caste restriction) for Classes 1-8, and the SC component for SC students in Classes 9-10.

Bank account and Aadhaar failures

Payment is by Direct Benefit Transfer into an Aadhaar-seeded account, and this is where sanctioned money bounces.

  1. Account not Aadhaar-seeded in the NPCI DBT mapper. Fix: ask the branch to seed the account for DBT and verify on the NPCI mapper status page.
  2. Name mismatch between Aadhaar, the bank record and the school register. Fix: make the name spelling identical across all three.
  3. Incomplete One Time Registration (OTR). Fix: complete OTR and the identity-verification step NSP requires for the current cycle before applying.

Verification, certificate and flag errors

  • Application not verified by the institute before the verification deadline. The most common single cause. Fix: after submitting, confirm the institute nodal officer has verified it on NSP before the cut-off.
  • Income certificate expired or from an authority not competent under state rules (Component 1 only). Fix: get a current-year certificate within Rs 2.5 lakh from the notified revenue authority.
  • Occupation certificate missing for Component 2. Fix: obtain it from the District Social Welfare Officer.
  • Day-scholar/hosteller flag set wrongly. This flag decides whether the sanction is the day-scholar rate or the higher hosteller rate, so a wrong flag can shrink or fail the claim. Fix: set it correctly and, for the hosteller rate, keep a hostel certificate ready.
  • Duplicate application from the same Aadhaar in one cycle. Fix: file only once.

Correcting a defective application

When an officer marks an application "defective" and returns it, NSP opens a limited correction facility instead of forcing a new form. According to NSP's process notes, the fields editable at institute or state level include category, annual income, Aadhaar number, day-scholar/hosteller status, IFSC code and account number. To correct:

  1. Log in and open the defective application; read the reason shown.
  2. Edit the flagged field or re-upload the corrected document.
  3. Resubmit within the correction window and have the school re-verify.

Do not open a second application, a duplicate from the same Aadhaar is itself a rejection reason.

Renewal-specific rejections

Because this scholarship must be renewed every academic year, renewal claims fail when the previous year's result or an updated bonafide certificate is missing, or when the student was not promoted. Fix: attach the current bonafide certificate and proof of promotion at renewal.

Grievance and escalation routes

  • Grievance module on scholarships.gov.in — enter the application ID to raise a tracked ticket; the India.gov.in listing indicates resolution generally within about 30 days.
  • District Social Welfare Officer, for caste, income and occupation certificate disputes.
  • State social welfare department, for delays in state-side verification and disbursement.
  • NSP helpdesk 0120-6619540, for portal, OTR and login problems.

Resubmission checklist

  • Correct component chosen for the child's class and situation.
  • Bank account Aadhaar-seeded for DBT; name identical across Aadhaar, bank and school records.
  • Valid current-year income certificate (Component 1) or occupation certificate (Component 2).
  • Day-scholar/hosteller flag set correctly, hostel certificate ready if claiming the hosteller rate.
  • OTR complete, single application, institute verification confirmed before the deadline.

Applying is free at every stage; no school, cyber cafe or agent may charge to fill, verify or "release" the scholarship.
